1、勞保用品發(fā)放和使用管理制度Management System on PPE Distribution and Utilization一、發(fā)放原則、目的、適用范圍Principal, purpose and scope1 .為加強本廠勞保用品的管理,改善員工勞動條件,保障員工在生產(chǎn)勞動過程中的安全衛(wèi)生和健康,結(jié) 合我廠實際情況,制定本管理制度。This management system is formulated in accordance with the company actual situation, aiming at strengtheningthe PPE management,

2、 improving labor conditions, guaranteeing employees' health and safety in the process ofproduction.2 .本著安全、經(jīng)濟、實用、合理發(fā)放及正確使用的原則,根據(jù)不同的工種崗位、勞動條件、工作環(huán)境, 發(fā)放相應(yīng)的勞保用品。Labor protection equipment is distributed according to different position, working condition under the guidance of principles such as safet

3、y, economy, pragmatic, properly distribution and correctly utilization.3 .凡從事多工種生產(chǎn)作業(yè)的員工,按其主要工種的標準發(fā)放。For multi-type operation workers, delivering criterion is subject to their main occupation.4 .本制度發(fā)放標準只針對本廠正式員工。Delivering criterion of this stipulation is for contracted staff only.二、發(fā)放管理及規(guī)定Distributi

EHS負責制定勞保用品發(fā)放標準,并確定檢查勞保用品是否符合勞動保護的要求。負責對勞保用 品的使用和配備情況進行不定期檢查,并對各工種的危害因素進行定期評估,酌情調(diào)整勞保用品的發(fā) 放標準及使用期限,及對員工個人勞保用品的使用情況進行監(jiān)督。EHS is responsible for the following issues, that is, to stipulatePPE distributing Standard , to confirm whether thePPE meet the labor protection requ

5、irements, to inspect the PPE utilizing and allocating situation casually, to assess hazard factors for each positions regularly, to adjust the distributing standard and utilizing limited and custody the usage state.2 .采購部負責勞保用品的統(tǒng)一采購、保管,按勞保用品發(fā)放標準發(fā)放和記錄,并建立員工勞保用品 發(fā)放臺帳。采購部除在特殊情況和緊急情況下接收EHS的勞保用品采購計劃,一律不接

6、收任何部門的勞保用品采購計劃。The Purchasing Dept. should procure and manage the PPE uniformly, should issue and record in accordance withPPE Issuing Standard and establish PPE distribution records. The Purchasing Dept. shall not accept any PPE Procurement from other departments, except the application from EHS un

7、der certain emergency circumstances.3 .各部門負責人在EHS部門的協(xié)助下對員工個人勞保用品的使用進行培訓(xùn),并監(jiān)督本部門員工按要求 正確使用勞保用品。各部門必須貫徹 安全第一、預(yù)防為主”的方針,堅持 管生產(chǎn)必須管安全”的原則, 認真實施勞動保護法律、法規(guī),維護職工勞動保護的合法權(quán)益,做好勞動保護工作。With the assistance of EHS, all department managers should train his team for proper use of PPE and supervisedepartment staff use c

8、orrectly as requirement. All departments should fulf川Safety Comes First with Preventionand hold the principal that Security Management Must be Included in Production Controlshould follow with laborprotection legislation requirements, should safeguard the legitimate rights and interests of employee a

9、nd standby labor protection.4 .個人使用的物品由個人保管,班組共同使用物品由班組長負責保管。員工要自覺愛護、保管、使用好 勞保用品,不得任意丟失、損壞、變賣、轉(zhuǎn)借他人或挪作它用,必須嚴格執(zhí)行,違者要追究責任。The Individual items should be possessed in person and the team leaders should take charge of the common PPE inside their own team. Employees should consciously protect, safeguard a

10、nd utilize PPE, any loss, damage, disposal, transfer or used for any other purpose is forbidden which should be implemented strictly, and any offenders shall be called to account.5 .勞保用品中,焊工手套、帆布手套、口罩、洗衣粉、肥皂、毛巾按季度標準發(fā)放,其余勞保用品按年 度標準發(fā)放。工作服年發(fā)放標準為4套的,按半年度標準發(fā)放,即每半年發(fā)兩套。For the PPE distribution, welding glo

11、ves, canvas mittens, masks, powder detergent and towels are quarterly distributed, and the other PPE is yearly distributed. For 4 suits of uniform yearly distributing standard, the PPE is distributed every halfyear, namely 2 suits per half yearly.6 .按季度發(fā)放的勞保用品,于每年 1月、4月、7月、10月的20日至25日,由本人到采購部勞保用品 倉庫

12、按季度標準量一次性領(lǐng)用。按年度發(fā)放的,于每年6月20日至25日進行領(lǐng)用,按半年度發(fā)放的, 于每年1月、6月20日至25日進行領(lǐng)用。因特殊情況需要代領(lǐng)的,由部門經(jīng)理簽字代領(lǐng)。For quarterly distributing PPE, employees shall get quarterly standard quantity in person from the PPE warehouseof Purchasing Dept. on 20th-25th Jan., Apr., Jul. and Oct., and June 20th-25th should be available for

13、 yearly distributing PPE, and 20 th-25th Jan. and Jun. are for half-yearly distribution. The Dept. leaders should sign for thePPE drawing on employees behalf under special circumstances.7 .員工因各種原因脫離生產(chǎn)崗位,由人力資源部及時書面通知采購部。For off-site employees, HR Dept. should notice to Purchasing in written.(1)員工休假(病

14、、產(chǎn)、事、工傷及脫產(chǎn)學(xué)習(xí)),凡超過一個季度者,停發(fā)季度量變保用品,其他的勞保用品予以順延。Employees off for vacation over four months, sick leave, maternity leave, casual leave and full-time study included, shall be suspended for quarterly distributing PPE, and the other appliances should be postponed.(2)員工變更工種時,按新工種標準發(fā)放,未達到勞保發(fā)放標準的進行補充,新崗位不再需要

15、的勞保 用品需退還采購部。For job transfers, the employees should get PPE as the new standard, supplementation for shortage and return to Purchasing for extra.(3)用工結(jié)束,停發(fā)其勞保用品,需退還工作服、勞保鞋、安全帽、防護眼鏡及特殊勞保用品如耐高 溫鋁衣,冶煉面罩、冶煉手套。For employment termination, the company shall suspend PPE distribution, and the employee must

16、return the PPE suits, PPE shoes, safety helmet, protective glass and special PPE supplies,heat-resistance aluminum cloth,smelting masks and smelting mittens for example.7 .承包商、臨時工、實習(xí)及外來參觀人員的勞保用品由采供部根據(jù)實際情況安排發(fā)放或借給,并做好用 后收回工作,如丟失、損壞者,按原值折價賠償。The purchasing Dept. should supply or lend PPE to sub-contrac

17、tors, casual labors, interns or outside visitors based on the actual situation, and withdraw after use, and those who lost or damage should be blamed for compensation.8 .凡不退還者,按其物品實際金額賠償,且退還物品經(jīng)由采購部進行驗證,若驗證發(fā)現(xiàn)不是公司配備的,按其物品實際金額賠償。For anyone who did not return back, it should be blamed for practical valu

18、e compensation. The Purchasing Dept.should rectify with returned items, and it requires pay the cost if the returned PPE doesnt go with the items issuedby the company.9 .勞保用品在當年額定數(shù)量內(nèi)分多次發(fā)放,如按季度發(fā)放,按半年度發(fā)放。在當年額定發(fā)放標準數(shù)量內(nèi),勞保損壞可以提前以舊換新,以舊換新數(shù)量不得超過當年額定發(fā)放標準。非人為因素造成勞保用品損 壞,如質(zhì)量原因破損、工傷導(dǎo)致破損,超出當年勞保用品領(lǐng)用數(shù)量,需要額外發(fā)放的,須由

19、本人提出 書面申請,報部門經(jīng)理審批,可予以補發(fā)。所交舊品由采購部進行驗證,若驗證發(fā)現(xiàn)不是公司配備的, 不予配發(fā)新勞保用品。The PPE shall be distributed by several times within the specified number, for example, issue in quarter and half-year. Within the yearly specified number, employees should turn the damaged PPE for new ones in advance.Any damage that are n

20、ot caused by artificial factors, damaged by quality defects and work injury, for example, the employee should present a written application which was approved by the Dept. Manager,and then he can getextra PPE that surpass the specified amount.The Purchasing Dept. shall rectify with waste items and s

21、hall notequip with new PPE if the returned PPE doesn t go with the items distributed by the company.10 .按季度標準發(fā)放的勞保用品,自發(fā)放之日算起一季度內(nèi),勞保用品丟失,公司不再予以補發(fā),若需要 額外發(fā)放,按原值自費補給。同樣,按半年度或年度標準發(fā)放的勞保用品,自發(fā)放之日算起半年或一 年內(nèi),勞保用品丟失,公司不再予以補發(fā),若需要額外發(fā)放,按原值自費補給。For the quarterly distributing PPE, the company shall not reissue for PPE loss w
