要

文章對工程監理和項目管理進行了比較分析，提出了工程監理與項目管理接軌的思路，并對工程監理向項目管理接軌提出了幾點建議。

隨著經濟的發展和改革的深入，我國工程監理將向兩個方面發展：一是考慮我國特點，大部分監理企業向專業化及其旁站監理發展；二是考慮國際接軌，部分監理企業有條件的可向全過程、全方位項目管理發展。兩者相輔相成，互為促進，推動我國監理事業向新的高度和高的水平發展。

一、工程監理和項目管理的比較

我國工程監理概念是上世紀80年代末根據當時工程建設領域的實際情況而從國外引入的。國內第一個采用工程監理方式的項目是世界銀行貸款項目魯布革水電站引水工程，監理工程為該項目帶來了明顯的效益，工期大為提前，結算費用比標底大大節約。隨后工程監理在全國范圍內開展，大致經歷了規劃準備階段、試點與穩步發展階段和全面推廣階段三個階段。雖然工程監理本身是中國工程建設行業接軌國際的重要舉措之一，其最初參照的對象是國際工程管理領域或通行的工程師管理制度。但是我國現階段工程監理的工作主要是在施工階段，工作內容以質量控制和進度控制為主。

項目管理是指工程項目管理企業按照合同約定，在工程項目決策階段，為業主編制可行性研究報告，進行可行性分析和項目策劃；在工程項目實施階段，為業主提供招標代理、設計管理、采購管理、施工管理和試運行（竣工驗收）等服務，代表業主對工程項目進行質量、安全、進度、費用、合同、信息等管理和控制。工程項目管理企業一般按照合同約定承擔相應的管理責任。

以下從項目管理的范圍、時間、成本、質量四個方面對兩者的職責進行比較。（一）范圍

項目范圍管理的首要任務是確定并控制哪些工作內容應該包含在項目范疇內，并對其他項目管理過程起指導作用。工程項目管理工作內容與范圍是在決策階段、設計階段、施工招標階段、施工階段均進行“三控二管理一協調”（即投資控制、進度控制、質量控制、合同管理、信息管理、組織協調），這與工程監理的內容是一致的，只是現階段我國工程監理側重于施工階段。（二）時間

時間管理是項目管理中的一個關鍵職能，也經常被稱為進度管理，它對于項目進展的控制至關重要。在范圍管理的基礎上，通過確定、調整合理的工作排序和工作周期，時間管理可以在滿足項目時間要求的情況下，使資源配置和成本達到最佳狀態。值得注意的是，進度是計劃的時間表，應該按計劃安排進度。計劃決定需要做什么、誰去做、花多長時間、成本是多少等問題。

項目管理的進度管理與工程監理在項目進度控制方面所提供的方法從總體上看是基本一致的。我國三峽工程實施了項目管理，其中的進度管理就很有特點，使人很受啟發。例如在三峽工程中，工程進度計劃分為三個大層次進行管理，即業主層、監理層和施工承包商層。通常業主在工程進度控制上要比監理更宏觀一些，但鑒于三峽工程的特性，三峽工程業主對進度的控制要相對深入和細致。這是因為三峽工程規模大、工期長、參與工程建設的監理和施工承包商多，任何一家監理和施工承包商所管理的工程項目及施工內容都僅僅是三峽工程一個階段中的一方面或一部分，而且業主在設備、物資供應、標段交接和協調上的介入，形成了進度計劃管理的復雜關系。為滿足三峽工程總體進度計劃的要求，各監理單位控制的工程進度計劃還需要協調一致，這個工作自然要由業主來完成，這也就是三峽工程進度計劃為什么要分三大層次進行管理的客觀原因和進度計劃管理的特點。項目具有惟一性，根據不同的項目組織結構，由業主負責，根據自己在項目團隊中不同的角色，相互協調、共同搞好工程項目的進度管理。

（三）成本

項目管理對項目成本管理的思路是非常清晰的，通常可以分以下四步進行：1、制訂資源計劃。資源計劃確定了為完成項目中各活動所需要的資源（人、設備、材料）。WBS是項目資源計劃最基本的輸入，需結合各種資源的使用要求，制訂出項目的具體資源需求。2、進行成本估計。利用工作細分結構(WBS)、資源需求、資源單價和活動時間估計等成本要素，通過有關算法或項目管理軟件得到項目的成本估計，即可算出完成項目所需各資源成本的近似值。3、進行成本預算。利用成本估計及WBS確認的項目的細目，考慮到項目的進度，將成本分配到項目的具體細目上，為每個工作包建立總預算成本（TBC）。一般規律是，當實際成本超過累計預算成本（CBC）時，就要注意調控了。

4、進行成本控制。工程監理對投資控制的主要思路也是將實際支出與計劃投資進行比較，再結合項目進度進行調控。這一基本思路與項目管理十分類似，但是，由于管理體制的不同，特別是項目財會管理水平的差異，在實際運作中，要與其接軌尚需時間。

（四）質量

在工程建設監理過程中，監理工程師經常把質量控制當作頭等大事來抓，從ISO9000質量保證體系的高度來控制和規范項目團隊中各方的行為。項目管理在關于項目質量管理的內容中指出，其基本方案旨在與國際標準化組織在ISO9000和ISO10006質量體系標準與指南中提出的方案中相一致。因此，項目管理與工程監理在質量管理方面的指導思想是完全一致的，ISO9000與ISO10006相互支持，相得益彰。

綜上所述，項目管理的基本內涵與工程監理的工作職責是基本一致的。但是根據我國目前的情況，工程監理和項目管理還存在以下方面的不同。

1、工程監理的范圍僅限于項目施工階段，而項目管理則強調全過程都可以介入項目。

2、工程監理的工作內容以質量控制和進度控制為主，投資控制往往由業主自己或委托別的造價咨詢單位來進行；項目管理則涉及到業主項目管理的所有方面，即投資、質量、進度控制。

3、與業主關系的定位不同，監理單位與項目法人是委托關系，監理單位是公正的第三方；而項目管理則完全代表業主利益，是業主忠實的顧問和助手。

二、工程監理和項目管理接軌

（一）市場主體

項目管理市場的競爭主體是承擔項目管理業務的工程咨詢公司。目前，我國專業化承擔全過程項目管理服務的項目管理公司甚少，許少監理公司已經意識到與項目管理接軌的重要性，紛紛更名為項目管理公司，或者在原有監理公司下成立新的項目管理公司。監理公司與項目管理公司接軌，存在更名的必要性，原因如下：1、監理公司目前的服務范圍仍停留在施工階段，“工程監理”幾乎成了施工階段質量監督的代名詞，否則有可能存在監理公司在承接前期策劃業務時不被接受的尷尬。2、“監理”一詞雖然在行業內翻譯為“ProjectManagement”，但是許多外商投資項目卻按照中文字面意思理解為“Supervision”，這使得我國工程監理公司入世后很難與國外項目管理公司競爭。若是監理公司與項目管理公司接軌時，在保留原公司的基礎上成立新的項目管理公司，組織監理公司的精兵強將拓展項目管理業務。這樣既有利于原有監理公司保持較為完整的構架繼續人事監理業務，也有利于項目管理公司不帶包袱高標準地規劃和操作。隨著我國入世，國外項目管理公司將越來越多地介入到國內項目管理市場，國內監理單位將面臨更多與國外項目管理公司聯合的機會。我國國內工程建設市場是世界上最大的市場之一，國內市場的競爭也將越來越國際化，與國外項目管理公司聯合成立新的項目管理公司，充分發揮雙方的優勢，也會成為項目管理市場主體形成的另一重要方式。

（二）項目管理人力資源建設

項目管理行業是智力密集型、知識密集型行業、項目管理單位最主要的資源是人力資源。人力資源稟賦將是項目管理公司在市場競爭中影響成效的最主要因素。因此項目管理公司應該把人力資源建設當作是事關公司生死存亡的大事來抓。工程咨詢業從業人員必須具備相應的知識、技術、能力和職業道德。具體地說，必須掌握各類基礎知識和專業技術知識；具有信息收集、整理、加工、存儲的能力，實踐能力，解決問題的能力，組織協調能力，分析判斷能力，綜合表達能力和創新能力；咨詢從業人員要有良好的職業道德，對社會、對國家、對客戶有強烈的責任感，做到誠信公正，嚴守秘密。不能簡單地把監理公司的人員全部轉入項目管理公司，要根據項目管理服務的特點來組織公司的人力資源。我國目前監理從業人員中，技術人員較多，知識結構不夠合理，缺乏法律、經濟和管理知識，既懂技術又懂管理的復合型人才缺口很大。參考國外知名項目管理公司的人才知識結構，我國項目管理目前急需充實既能掌握和熟悉國家經濟政策法規又精通一定領域專業技術的復合型人才，熟悉市場調查和預測分析的人才，善于經濟評價和風險分析的人才，具有技術創新意識的人才，熟練運用國際慣例、能夠進入國際咨詢市場參與競爭的人才，2004年我國第一次咨詢工程師（投資）資格考試就是為這方面的人才做了準備。
