1.1TheKuwaitOilCompany(K.S.C.)(theCompany)isaStateownedcompany,engaged

inexploration,developmentandproductionofcrudeoilandnaturalgasresourcesfrom

Kuwait'soilfieldsincludingtheexportofcrudeoilthroughitsmarineterminals.

科威特石油公司(國家石油公司)(以下稱本公司)是一家國有公司，從事勘

探、開發和生產來自科威特油田的原油和天然氣，包括通過其海運碼頭出口原

油。

OperationsinOil&GasWellsandherebyinvitessubmissionsfbrpre-qualification.

本公司正在尋求有資質的合約商(此處稱為"申請人"，在后面指南中的#6所述

Thescopeofservicesshallincludebutnotbelimitedtotheprovisionoffollowing:

conventional/fullclosurecatcherandsuitableCoringheads.

■CutCoresinunconsolidated/ultra-looseoilysandformationbyusingshortlength

(8-12ft.)CorebarrelalongwithsuitableCoringBHA,fullclosurecatcherandlow

-invasionCoringheads.

?使用不同長度的鋁/玻璃纖維內管切芯，可用于大范圍的油井，如在垂直/高角

度和水平油井取芯。

■切芯是在具有低/中/高抗壓強度的軟/中/硬地層結構中進行，是使用傳統的鉆

管并連同合適的取芯鉆具組合、傳統/全封閉捕集器與合適的鉆頭?起進行

的。

■使用短鉆管(8-12英尺)并連同合適的取芯鉆具組合、全封閉捕集器和低浸

潤鉆頭一起，在疏松/超疏松儲油沙地切割取芯。

ContinuousCoring,AdvancedHeavyOilcoringetc.

■CoreReorientation,StructuralAnalysis,CorePhotographyandCoreInterpretation.

1.3Accordingly,theCompanyinvitesinterestedApplicantstosubmitfulldetailsoftheir

experienceinaccordancewiththeattachedquestionnaireandthepre-qualification

documentsalongwithtechnicalcatalogueoftheservices.

因此，本公司誠邀有興趣的申請人提交申請，按照所附的調查表和資格預審文件

以及服務的技術目錄，提交申請人所有的工作經驗詳情。

1.4TheobjectiveofthisexerciseistoidentifyandenlistsuitablyqualifiedContractorsfor

theaforementionedservices,whichwillbeconsideredastheapproved/inviteelistfor

futurerelatedtenders.

本活動的目的是鑒定和招募提供上述業務的合適且有資格的承包商，將被視為進

入獲批/受邀人名列參與未來相關的招標。

1.5TheCompanyisneithercommittednorobliged,impliedorotherwise,toincludeany

bidderonthetenderlistorawardanyformofcontracttoanycontractorand/or

associatedcompanies,subcontractororagents.

本公司既不承諾也沒有義務表明任何投標人進入招標者名單中，或把任何形式

的合同的格式授予任何承包商和/或聯營公司、分包商或代理商。

1.7申請者務請注意：

?申請非為上述業務的招標邀請。

?完成本申請并不意味著公司已接受其業務實體作為承包商提供上述業務。

?本公司有權對申請人上述業務進行資格預審，也有權拒絕任何自行決定提交的

資格預審。

?本公司將對所有信息嚴格保密。

?本公司有權要求申請人補充申請的相關資料或文件。此外，如果需要，本公司

有權從第三方機構或公司查驗在提交材料中關于工作的相關經驗和任何其他有

關資料。

可能包括對申請人的設施進行實地考察。

22PURPOSEOFTHEDOCUMENTS文件的目的

2.1AllApplicantswillberequiredtosubmitadetailedandcomprehensivepre-qualification

submission("theSubmission^^),forreviewbytheCompany.ThisSubmissionshallbe

preparedinaccordancewiththeguidelinesandinstructionssetoutinthispre-

qualificationdocumentandshallsetforthinaclearandprecisemannertheircompetence

andsuitabilityforcarryingouttheServices.

2.2Pre-qualificationofApplicantsforfutureparticipationintheCompany'sTenderfor

similarServicesshallbemadesolelyonthebasisoftheinfbnnationsuppliedinthe

Applicant'sSubmissionsincludingsafety/technicalauditoffacilities/equipmentto

confirmsuitabilityofServices.AllApplicantsareadvisedthattheCompany,atitsown

option,maychoosetovisittheApplicant'spremises.TheApplicantsshallallow/give

suchaccesstotheCompanytosatisfyitselfmorefullyabouttheApplicant'ssubmission

oranypartthereof.

2.1所有申請者都需提交詳細和全面的資格預審提交文本(簡稱“提交文本”)，由

本公司審查。提交文本應按照指南和同時發出的資格預審指導細則填寫，資格預審文件

中應當明確而精確地闡述他們的勝任能力和執行業務的適合性。

2.2申請人的資格預審是為了未來能參與公司的投標從而獲得類似的業務，須憑申

請人在提交文本中提供的信息為基礎，包括設施/設備的安全/技術審計，以便確認服

務適合度。本公司告知所有申請人，公司可以自行選擇去考察申請人的房產。申請人

應允許/給予公司此類訪問的渠道，確保公司能更充分了解申請人提交文本及其他部分

的信息。

3GUIDELINESFORPRE-QUALIFICATION資格預審指南

3.1Onlythoseapplicants,abletodemonstrateanddocumentprovenrelevantexperience,

availableresources,andreadinesstoundertaketheservices,willbeconsidered.

3.2Applicantneedstohaverecentandrelevantexperience,whichshowsthattheApplicant

isnowactiveinthesamefieldoftherequiredServicesandthatthisworkloadis

consistentwithitscurrentresources,manpowerandfinancialstanding.

3.3ApplicantsmustprovideallrequestedinformationinitsSubmission.

3.1本公司只考慮那些能夠展示并用文件證明其具有相關經驗、可用資源、已經準備承

擔業務的申請者。

3.2申請人需要有近期的相關經驗，表明申請人目前正在所需業務的同一領域工作，同

時該工作量是符合其當前的資源、人力和財務狀況。

3.4申請人必須提供提交文件中所要求的所有信息。

4INSTRUCTIONSTOAPPLICANTS申請人須知

4.1TheApplicantmustcompleteallpartsofthequestionnaire,answereveryquestionand

providetheinformationrequiredinEnglish.Ifanypartofthequestionnaireisnot

applicable,specificanswermustbemadebymentioning“NotApplicable^^or"NIL''etc.

4.2TheApplicantmustanswereveryquestioninthisquestionnaire.

4.3Answerstoquestionsandinformationsuppliedmustbeaccurateandunambiguous.

4.1申請人必須完成問卷的所有部分，用英語回答每一個問題并提供所需信息。NIL如

果問卷中的任何部分是不可適用的，必須在相應處明確標明“不適用”或“零”

等文字具體說明。

4.2申請人必須回答問卷調查中的每一?個問題。

4.3問題的回答和提供的資料必須準確和明確。回答問題時如需要應另加附頁。申請人

擬提供的任何其他附加信息應與要提交的文件中的具體內容清晰地分開，并單獨裝

訂成冊提交。請不要涉及公司報告或其他具有廣告性質的新聞稿，除非它們含有與

調查問卷要求有關的具體信息。

4.4申請人必須注意，如果出現下列第1部分(必答問題)中的任何情況，申請過程

將會停止，且申請將會被拒絕：

(a)第1部分中任何一項問題的答案不是肯定的；

(b)不提供第1部分中的相關支持文件；

(c)支持文件與肯定性回答不相符；

除以上所述，申請人亦需提供一封指定格式的信函，并由經申請人授權的簽字人

在申請人的印有信頭的信紙上簽字。

6ELIGIBILITYTOAPPLY

6.1Onlyestablishedcompaniesthataresinglecoiporatebodiescanbepre-qualified.

Applicationsfromagentsshallberejected.

6.2CoringServiceprovidingCompanies,whichhaveproventrackofprovidingcoring

servicesforOilFieldDrillingOperations,seekingpre-qualificationbasedonitsown

capabilities,experienceandresourcestofulfilcontractualobligationsincaseof

AwardofContract.The“Applicant“shallhaveminimumSix(6)yearsofexperience

inprovidingCoringServicesforDrillingOperations.Applicantshallmeetthe

following:

i.IftheApplicantisawhollyownedsubsidiarycompanyorpartofagroupof

companies,theapplicationmustbesubmittedfromthecompany(Applicant)which

shallbeactuallygoingtoperformthejob,notfromtheparentcompany.

6.3IftheApplicantisapplyingonitsbehalfpursuanttoaboveinstructions,theinformation

providedinthequestionnairemustbetrueandpertaintotheApplicantitselfinorderto

assessapplicant'scapability.Informationwhichincorporatesdetailsregardingparent,

associate,orsubsidiarycompanies,orsubcontractors,orcompaniestowhomthe

Applicantwassubcontracted,shallbeignored/rejectedforthepurposeofevaluation.

6.4TheApplicantmusthavetheirownR&Dfacility/TechnicaltieupforR&Dsupportfor

Coringservices.

6.5Itistheapplicantthatcompletestheentirequestionnaire.

6.6TheCompanyreservestherighttorequestfurtherinformationinrespectofapplicant's

parent,associate,orsubsidiarycompaniesshoulditbedeemednecessaryfbrevaluation

purposes.

6.7Pre-qualificationshallbegrantedtotheApplicantscompanyonlyandshallnotinclude

pre-qualificationofanyparentorsisterorsubsidiarycompanies,consequentlythe

participationinfuturetendershallbeacceptedonlyfromtheapprovedApplicantitself

andnotparentorsisterorsubsidiarycompaniesoranyrepresentativeentity.

6申請資格

6.1只有已建立的單一法人的公司可以申請資格預審。所有代理申請均被拒絕。

6.2提供取芯業務的公司，可以證明其油田鉆井取芯業務的業績，資格預審是基于

其自身的能力、經驗和資源，且受標后履行合同義務。"申請人”在鉆井取芯業

務中須有最低六年的經驗。申請人須符合以下內容：

i如果申請人是全資的附屬公司或者集團公司的一部分，申請必須從實際執行

這項工作的公司提交申請，而非從母公司提交。

6.3如果申請人根據上述指導條款提出申請，在調查表中填寫的信息必須是真實的并

確為申請人所屬用以評估申請人的能力。涉及到母公司、合作公司或附屬公司,

或分包商，或者是申請人分包合同公司的合作詳細信息，將會被忽略或拒絕作為

參評信息。

6.4申請人必須擁有自己的研發設施/技術并綁定支持取芯服務。

6.5由申請人完成整個調查問卷。

6.6本公司有權要求向申請人的母公司、合作公司或子公司獲取評價所需的信息。

6.7資格預審應當只由申請人公司授權，不應包括任何母公司或兄弟公司或子公司的資

格預審，此后也會只接受獲準的申請人投標，并不包括任何母公司或兄弟公司或子

公司或任何代表實體。

7EVALUATIONPROCESS

7.1ThePQApplicationshallbeevaluatedasfollows:

-CommercialEvaluation

-TechnicalEvaluation

-FinancialEvaluation

-HSEEvaluation

7.2TheApplicantshouldbeacceptedunderallaboveareasinordertobeconsidered

approved/qualifiedfortherelatedPQservices,anyrejectionunderoneoftheabove

areasshallleadtorejectionoftheApplicant.

7.3Duringevaluation,clarificationprocessmaybeconducted,inordertoclarify/requesting

anymissingdocumentsorinformation,theApplicantisrequestedtoresponseonany

clarificationwithintheperiodspecifiedthroughtheclarificationfacsimile/e-mail,

failureofresponseshallleadtorejectionofthePQApplication.

7.4ApplicantshallallowKOCtovisitApplicant'sofficesandfacilitieswherevertheymay

belocated(ifrequired).

7評估過程

7.1資格預審申請須作如下評估：

-商業評估

-技術評估

-財務評估

-健康安全環境評估

7.2申請人應接受所有上述內容才能視為獲準資格預審(PQ)相關業務/資質合格，拒絕

上述任何內容都將導致申請人被拒絕。

7.3在評價中可能進行澄清，目的是為了澄清/提請任何遺漏的文件或資料?，申請人要在

指定期限內對任一澄清問題通過傳真/電子郵件作出回應，未做回應會導致資格預審

(PQ)申請被拒。

7.4申請人應允許科威特石油公司訪問申請人的辦事處及設施，無論他們可能位于何處

(如果需要)。

8.4Applicantshouldnotethattheword“Attachment“meanstheinformationprovidedin

accordancewiththeformatprovidedinthePre-Qualificationdocumentandtheword

'Appendix'meanstheinformationisprovidedinApplicant'sownformat.

8.5Companyisnotobligedtoincludeanypreviouslypre-qualifiedServiceProvideronthe

listofapprovedtenderersforcoringservices.

8.2提交申請后，申請人允許公司：

a)采取任何公司認為必要的步驟對申請信息進行審計和確認；

b)考察申請人的設施/設備，無論位于何處，但會事先通知。

8.3公司會對上述8.2條款中的所有反饋/聯絡內容進行最嚴格的保密。

8.4申請人需要用文字注明：“附件”意為信息與資格預審文件中格式一致，“附錄”

意為信息是申請人自行提供的格式。

8.5公司沒有義務涵括之前已被招標人獲準的取芯業務商。

已在名單中以及目前正運營取芯業務的K0C承包商也需要提出本申請。
