1、蘭州新區(qū)招商引資優(yōu)惠政策第一章 總 則第一條 為進(jìn)一步加大蘭州新區(qū)招商引資工作力度,加快推進(jìn)蘭州新區(qū)開發(fā)建設(shè),根據(jù)國(guó)務(wù)院關(guān)于同意設(shè)立蘭州新區(qū)的批復(fù)、國(guó)家發(fā)改委蘭州新區(qū)建設(shè)指導(dǎo)意見、甘肅省人民政府關(guān)于支持蘭州新區(qū)開發(fā)建設(shè)政策的意見,結(jié)合蘭州新區(qū)實(shí)際,制定本政策。第二條 本政策適用于在蘭州新區(qū)規(guī)劃范圍內(nèi)合法投資經(jīng)營(yíng)符合蘭州新區(qū)產(chǎn)業(yè)投資導(dǎo)向工業(yè)項(xiàng)目的各類投資主體。第三條 入駐蘭州新區(qū)的招商引資項(xiàng)目須符合國(guó)家產(chǎn)業(yè)政策和環(huán)保要求,產(chǎn)業(yè)布局、投資額度、投資強(qiáng)度等方面符合蘭州新區(qū)有關(guān)規(guī)定。第四條 入駐蘭州新區(qū)的招商引資項(xiàng)目除享受本優(yōu)惠政策外,仍按規(guī)定享受國(guó)家實(shí)施西部大開發(fā)政策、國(guó)家級(jí)循環(huán)經(jīng)濟(jì)示范區(qū)政策、國(guó)家
2、支持甘肅經(jīng)濟(jì)社會(huì)發(fā)展的政策、甘肅省支持蘭州新區(qū)開發(fā)建設(shè)的政策。第二章 優(yōu)惠政策第五條 入駐蘭州新區(qū)的工業(yè)項(xiàng)目按照合同約定及時(shí)開工建成后,新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金按照項(xiàng)目實(shí)際完成的投資總額及投資強(qiáng)度,以企業(yè)繳納土地(不含代征用地)出讓金為參照基數(shù),按下表比例給予獎(jiǎng)勵(lì)。其中項(xiàng)目投資總額以審計(jì)確認(rèn)的各類票據(jù)為準(zhǔn)。投資總額在10億元以下的項(xiàng)目建設(shè)周期超過3年的,不享受本條優(yōu)惠政策;投資總額在10億元(含10億元)以上的重大項(xiàng)目建設(shè)周期按合同約定執(zhí)行。第六條 入駐蘭州新區(qū)的工業(yè)企業(yè)代征地費(fèi)用按照土地實(shí)際征收儲(chǔ)備綜合成本繳納。企業(yè)按照合同約定期限建成投產(chǎn)后,代征地超出總用地面積35%以上部分的代征費(fèi)用由新區(qū)財(cái)
3、政專項(xiàng)獎(jiǎng)勵(lì)資金給予扶持。第七條 入駐蘭州新區(qū)的工業(yè)項(xiàng)目,1年建成投產(chǎn)的,自開工建設(shè)年度起5年內(nèi),以企業(yè)繳納土地使用稅新區(qū)留成部分為基數(shù),由新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金100%獎(jiǎng)勵(lì);2年建成投產(chǎn)的,自開工建設(shè)年度起4年內(nèi)由新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金100%獎(jiǎng)勵(lì);3年建成投產(chǎn)的,自開工建設(shè)年度起3年內(nèi)由新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金給予100%獎(jiǎng)勵(lì)。建設(shè)期超過3年的項(xiàng)目,不享受本條優(yōu)惠政策。第八條入駐蘭州新區(qū)的工業(yè)企業(yè),以其當(dāng)年實(shí)際繳納的稅收總額換算為每畝土地(不含代征用地)平均納稅額達(dá)到10萬元的,自投產(chǎn)年度起連續(xù)5年內(nèi),以企業(yè)繳納的稅收新區(qū)本級(jí)留成部分為基數(shù),新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金給予基數(shù)50%的資金獎(jiǎng)勵(lì);每畝土地平均
4、納稅額在10萬元基礎(chǔ)上每增加1萬元,獎(jiǎng)勵(lì)比例提高2個(gè)百分點(diǎn),以企業(yè)繳納稅收新區(qū)本級(jí)留成部分的全額為獎(jiǎng)勵(lì)上限。第九條 入駐蘭州新區(qū)的高新技術(shù)產(chǎn)業(yè)項(xiàng)目和文化創(chuàng)意產(chǎn)業(yè)項(xiàng)目,經(jīng)相關(guān)程序認(rèn)定,參照享受第五條政策,投資總額、投資強(qiáng)度和獎(jiǎng)勵(lì)標(biāo)準(zhǔn)按下表執(zhí)行:第十條 入駐蘭州新區(qū)的高新技術(shù)企業(yè),除享受以上優(yōu)惠政策外,還享受以下優(yōu)惠政策:1、列入國(guó)家重點(diǎn)科技發(fā)展計(jì)劃并獲得相應(yīng)資金資助的科技項(xiàng)目,根據(jù)不同情況,蘭州新區(qū)給予不低于國(guó)家補(bǔ)助資金30%的財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金。2、在新區(qū)設(shè)立的國(guó)家級(jí)工程技術(shù)研發(fā)中心和重點(diǎn)實(shí)驗(yàn)室,經(jīng)有關(guān)部門審核認(rèn)定,除享受甘肅省獎(jiǎng)勵(lì)政策外,新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金一次性給予最高100萬元獎(jiǎng)勵(lì);設(shè)立的
5、省級(jí)工程技術(shù)研發(fā)中心和重點(diǎn)實(shí)驗(yàn)室,經(jīng)有關(guān)部門審核認(rèn)定,除享受甘肅省獎(jiǎng)勵(lì)政策外,新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金一次性給予最高50萬元獎(jiǎng)勵(lì)。第十一條 在蘭州新區(qū)注冊(cè)并上市的公司,新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金一次性給予500萬元獎(jiǎng)勵(lì)。第十二條 入駐蘭州新區(qū)符合國(guó)家鼓勵(lì)類產(chǎn)業(yè)政策的工業(yè)企業(yè)和高新技術(shù)企業(yè)工業(yè)用電量達(dá)到1000萬千瓦時(shí)/年以上的(含1000萬千瓦時(shí)/年),自建成投產(chǎn)年度起連續(xù)5年內(nèi),新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金每年給予企業(yè)0.05元/千瓦時(shí)的電價(jià)補(bǔ)貼,年末結(jié)算。第十三條 2015年12月31日以前建成投產(chǎn)的符合國(guó)家鼓勵(lì)類產(chǎn)業(yè)政策的工業(yè)企業(yè)和高新技術(shù)企業(yè),以其繳納的城市基礎(chǔ)設(shè)施配套費(fèi)為基數(shù),新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金給予
6、100%獎(jiǎng)勵(lì)。第十四條 蘭州新區(qū)政府投資項(xiàng)目、特許經(jīng)營(yíng)項(xiàng)目和政府采購(gòu),在同等條件下優(yōu)先使用入?yún)^(qū)企業(yè)提供的產(chǎn)品和勞務(wù);新區(qū)企業(yè)在生產(chǎn)經(jīng)營(yíng)中采購(gòu)或使用入?yún)^(qū)企業(yè)提供的產(chǎn)品或勞務(wù)的,以其所產(chǎn)生的增值稅和營(yíng)業(yè)稅新區(qū)本級(jí)留成部分為基數(shù),新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金按基數(shù)的20%獎(jiǎng)勵(lì)給采購(gòu)或使用企業(yè)。第十五條 入駐蘭州新區(qū)的企業(yè)聘用新區(qū)戶籍人員并與之簽訂勞動(dòng)合同且繳納社會(huì)保險(xiǎn)滿1年以上的,自企業(yè)投產(chǎn)之日起5年內(nèi),新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金每年給予企業(yè)為上述人員所繳納社會(huì)保險(xiǎn)費(fèi)10%的獎(jiǎng)勵(lì),并額外給予企業(yè)每年200元/人的獎(jiǎng)勵(lì),每戶企業(yè)最高20萬元。聘用非新區(qū)戶籍大專以上學(xué)歷人員的,參照本條執(zhí)行。第十六條 在蘭州新區(qū)注冊(cè)的
7、跨國(guó)公司地區(qū)總部、內(nèi)資企業(yè)總部、管理型營(yíng)運(yùn)中心、外商投資的生產(chǎn)型企業(yè),自稅務(wù)登記起5年內(nèi),以企業(yè)當(dāng)年實(shí)際繳納的增值稅、營(yíng)業(yè)稅、企業(yè)所得稅新區(qū)本級(jí)留成部分為基數(shù),新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金按前2年100%、后3年50%獎(jiǎng)勵(lì)扶助企業(yè)發(fā)展。第十七條 在蘭州新區(qū)注冊(cè)的跨國(guó)公司地區(qū)總部、內(nèi)資企業(yè)總部、管理型營(yíng)運(yùn)中心、外商投資的生產(chǎn)型企業(yè),自納稅年度起10年內(nèi),以其高級(jí)管理人員和高級(jí)技術(shù)人員繳納的個(gè)人所得稅新區(qū)本級(jí)留成部分為基數(shù),新區(qū)財(cái)政專項(xiàng)獎(jiǎng)勵(lì)資金給予其個(gè)人100%獎(jiǎng)勵(lì)。第十八條 入駐蘭州新區(qū)的企業(yè)職工住房享受以下優(yōu)惠政策:1、住房需求規(guī)模1000人及以上的,按經(jīng)濟(jì)適用住房審批程序自主建設(shè)職工公寓和職工住宅小
8、區(qū),新區(qū)按照國(guó)家政策規(guī)定通過劃撥方式提供建設(shè)用地。2、住房需求規(guī)模在500人以上1000人以下的,根據(jù)企業(yè)的需求,在保障房用地范圍內(nèi)根據(jù)已批準(zhǔn)的規(guī)劃方案選定樓位自行建設(shè),并按照建設(shè)面積承擔(dān)項(xiàng)目前期費(fèi)用和公建設(shè)施等相關(guān)配套費(fèi)用。3、按照“統(tǒng)一規(guī)劃、統(tǒng)一設(shè)計(jì)、集中建設(shè)”的原則,新區(qū)有計(jì)劃建成保障性住房為企業(yè)提供房源。4、在新區(qū)商品住房項(xiàng)目開發(fā)建設(shè)中,根據(jù)“同步設(shè)計(jì),優(yōu)先建設(shè),優(yōu)先驗(yàn)收”的原則,按住宅總建筑面積的10%配套建設(shè)產(chǎn)權(quán)歸政府所有的保障性住房,解決部分企業(yè)職工住房。第三章 附 則第十九條 本行業(yè)內(nèi)主營(yíng)業(yè)務(wù)收入全國(guó)排名前10位的企業(yè)在蘭州新區(qū)投資建設(shè)其主營(yíng)方向的項(xiàng)目(主營(yíng)業(yè)務(wù)收入占企業(yè)總收入
9、70%以上),可一事一議,享受更加優(yōu)惠的政策。第二十條 項(xiàng)目建成投產(chǎn)日期以竣工驗(yàn)收?qǐng)?bào)告提供的日期為準(zhǔn)。第二十一條 未按合同約定建設(shè)期限建成的項(xiàng)目,不享受本優(yōu)惠政策。第二十二條 項(xiàng)目竣工驗(yàn)收后,經(jīng)審計(jì)確認(rèn)的實(shí)際投資額達(dá)不到合同約定投資額的不享受本優(yōu)惠政策。第二十三條 項(xiàng)目建成后2年內(nèi)達(dá)不到合同約定或設(shè)計(jì)產(chǎn)能的,停止享受本優(yōu)惠政策。第二十四條 本優(yōu)惠政策所述工業(yè)項(xiàng)目,包括農(nóng)產(chǎn)品加工項(xiàng)目。第二十五條 本優(yōu)惠政策未涉及的引進(jìn)人才優(yōu)惠政策、金融業(yè)及其他服務(wù)業(yè)優(yōu)惠政策已單獨(dú)制定,按相關(guān)政策執(zhí)行。第二十六條 本優(yōu)惠政策如與蘭州新區(qū)其他優(yōu)惠政策有交叉,則執(zhí)行最優(yōu)惠政策,不重復(fù)享受。第二十七條 本優(yōu)惠政策內(nèi)容將
10、納入與企業(yè)簽定的招商引資合同文本中,實(shí)行合同管理。第二十八條 享受本優(yōu)惠政策獎(jiǎng)勵(lì)資金的具體辦法和程序按蘭州新區(qū)招商引資落地項(xiàng)目獎(jiǎng)勵(lì)資金暫行管理辦法執(zhí)行。第二十九條 本優(yōu)惠政策自印發(fā)之日起施行。 preferential policy of lanzhou new area for investment invitationchapter i general provisionsarticle 1 in order to further strengthen investment invitation and speed up the development and construction o
11、f lanzhou new area, this policy is formulated in accordance with approval of the state council on establishment of lanzhou new area, guidance on construction of lanzhou new area of national development and reform commission, opinions of peoples government of gansu province on supporting the policy t
12、o develop and construct lanzhou new area and the actual conditions of lanzhou new area.article 2 this policy applies to all kinds of investors of industrial projects that are invested and operated legally within the planning area of lanzhou new area and are in accordance with industrial investment g
13、uidance of lanzhou new area.article 3 the projects that enter into lanzhou new area must be in accordance with national industrial policy and environmental requirements, as well as the relevant specifications of lanzhou new area in terms of industrial distribution, investment amounts, investment str
14、ength and etc.article 4 the projects that enter into lanzhou new area still can enjoy the national western development policy, national circular economy demonstration area policy, national policy to support the development of economy and society of gansu, and policy of gansu province to support the
15、development and construction of lanzhou new area in accordance with the regulations, except for this preferential policy.chapter ii preferential policyarticle 5 after the industrial projects that enter into lanzhou new area are completed in time in accordance with contracts, they shall be subsidized
16、 by the special reward fund of finance bureau of lanzhou new area in accordance with the aggregate investment that is actually completed by these projects and investment intensity. the subsidy shall be based on the proportion in the following table, which takes land-transferring fees (exclude the la
17、nd for public use) paid by the enterprises as the referential cardinal number. the aggregate investment of projects is subjected to all kinds of tickets and invoices that are confirmed by audit. the projects of which the aggregate investment is less than rmb 1 billion and the construction cycle is m
18、ore than 3 years shall not enjoy this preferential policy. for the major projects of which the aggregate investment is more than rmb 1 billion (includes rmb 1 billion), the construction cycle shall be made in accordance with the appointment of the contract. aggregateinvestmentsupport standardsinvest

20、ial enterprises entering into lanzhou new area shall be collected in accordance with the composite cost of actual land expropriation reserve. after enterprises are constructed and put into operation within the agreed period of the contract, the part of the fee for levied land for public use exceedin
21、g 35% of the total land acquisition cost shall be subsidized by the special reward fund of finance bureau of lanzhou new area.article 7 if the industrial projects entering into lanzhou new area are constructed and put into operation within 1 year, the part of their land use taxes that shall be kept
22、by the new area shall be subsidized by the special reward fund of finance bureau of lanzhou new area in 100% within 5 years starting from the year to start construction; if the industrial projects entering into lanzhou new area are constructed and put into operation within 2 years, the part of their
23、 land use taxes that shall be kept by the new area shall be subsidized by the special reward fund of finance bureau of lanzhou new area in 100% within 4 years starting from the year to start construction; if the industrial projects entering into lanzhou new area are constructed and put into operatio
24、n within 3 years, the part of their land use taxes that shall be kept by the new area shall be subsidized by the special reward fund of finance bureau of lanzhou new area in 100% within 3 years starting from the year to start construction.the projects with above 3 years of construction period shall
25、not enjoy this preferential policy.article 8 for the industrial enterprises entering into lanzhou new area, if the average tax paid by them for 1 mu, which is converted from their actual total tax amount of that year, reaches rmb 0.1 million, 50% of the part of tax that shall be kept by the new area
26、 will be subsidized by the special reward fund of finance bureau of lanzhou new area within 5 continuous years since these enterprises have been put into operation; on a basis of rmb 0.1 million of average tax for 1 mu of land, for each increase of rmb 10,000 of average tax, the proportion that will
27、 be subsidized by the finance bureau will increase by 2%, till all the part that should be kept by the new area is awarded to the enterprises.article 9 after being approved by relevant programs, the high and new technology projects and cultural creative industrial projects entering into lanzhou new

30、ve preferential policies.1. in accordance with different conditions, science and technology programs that are listed into national major scientific and technological development plan shall be supported by lanzhou new area with special finance reward funds that should not be less than 30% of national
31、 subsidy funds.2. state-level engineering technology r&d centers and key laboratories that are set up in the new area, and are verified and approved by relevant authorities shall be able to enjoy the one-time subsidy from the special reward fund of finance bureau of lanzhou new area up to rmb 1 mill
32、ion, except for enjoying the incentive policies of gansu province; the province-level engineering technology r&d centers and key laboratories that are set up in the new area, and are verified and approved by relevant authorities shall be able to enjoy the one-time subsidy from the special reward fun
33、d of finance bureau of lanzhou new area up to rmb 0.5 million, except for enjoying the incentive policies of gansu province.article 11 companies being registered and going public at lanzhou new area shall enjoy a one-time award up to rmb 5 million from the special reward fund of finance bureau of la
34、nzhou new area.article 12 if industrial enterprises and high and new technology enterprises entering into lanzhou new area and conforming to national incentive industrial policies use electricity 10 million kilowatt-hour / year or above, these enterprises will be subsidized rmb 0.05/kilowatt-hour by
35、 the special reward fund of finance bureau of lanzhou new area within 5 continuous years since the year to be constructed and put into operation, and the settlement will be carried out at the end of each year.article 13 for the industrial enterprises conforming to national incentive industrial polic
36、ies and high and new technology enterprises, which are constructed and put into operation before december 31, 2015, the urban infrastructure supporting fee paid by them shall be subsidized by the special reward fund of finance bureau of lanzhou new area 100%.article 14 government-invested projects,
37、franchise projects and government purchase of lanzhou new area shall preferentially use products and services provided by the enterprises that have entered into the area under the same conditions; for the part of added-value tax and business tax that are generated when the enterprises in the new are
38、a purchase and use products and services provided by enterprises entering into the area during production and operation process, which should be kept by the new area, 20% of them shall be awarded to enterprises that have purchased and used products and services by the special reward fund of finance
39、bureau of lanzhou new area.article 15 for enterprises entering into lanzhou new area that hire personnel with census registers of the new area, have signed labor contract with them and have covered social insurance for them for more than 1 year, 10% of the social insurance charges paid by the enterp
40、rises for the above mentioned personnel shall be subsidized by the special reward fund of finance bureau of lanzhou new area in each year, an extra award of rmb 200/person in each year will be offered to the enterprises, and the highest total subsidy to each enterprise is rmb 0.2 million. this provi
41、sion also applies to the enterprises hiring personnel owning college degree or above but no census registers of the new area. article 16 for regional headquarters of transnational corporations, domestic enterprises headquarters, management operation centers, and production-oriented enterprise with f
42、oreign investment registered at lanzhou new area, the part of the actual value-added tax, business tax and enterprise income tax paid by enterprises at that year, which should be kept by the new area, will be subsidized by the special reward fund of finance bureau of lanzhou new area 100% in the fir
43、st two years and 50% in the next three years to support the development of enterprises within 5 years since the tax registration.article 17 for regional headquarters of transnational corporations, domestic enterprises headquarters, management operation centers, and production-oriented enterprise wit
44、h foreign investment registered at lanzhou new area, the part of individual income tax paid by their administrative officers and senior technicians, which should be kept by the new area, will be awarded to these persons by the special reward fund of finance bureau of lanzhou new area 100% within 10
45、years since the year to pay taxes.article 18 employees of enterprises entering into lanzhou new area enjoy the following preferential housing policies:1. when the housing demand scale reaches 1000 persons and above, employee apartments and employee residential quarters can be independently construct
46、ed in accordance with the approval process of economically affordable housing and the new area shall provide construction land in the manner of allocation in accordance with national policies.2. for the enterprises with housing demand scale of above 500 persons and below 1,000 persons, they shall se
47、lect location to independently carry out construction within the scope of land for affordable housing in accordance with the approved planning and the demand of enterprises, and the cost of the project at the previous stage and the relevant support charges for public facilities, etc. shall be undert
48、aken by them in accordance with the construction area.3. pursuant to the principle of unified planning, unified design and centralized construction, the new area will plan to construct affordable housing to provide house resources for enterprises.4. during the process to develop commercial housing p
49、rojects in the new area, the government-owned indemnificatory housing will be constructed in a proportion of 10% among the total construction area of residential housing in accordance with the principle of synchronous design, preferential construction, preferential acceptance so as to solve housing
50、problems of partial enterprise employees.chapter iii supplementary provisionsarticle 19 for the enterprise with top 10 main business income within its industry to invest on projects of its major business direction (main business income accounts for 70% of the total enterprise income), it can be discussed specifically and more preferential policies are available.article 20 the date of project completion is subject to the date provid
