bearingrepeatersandotherequipmentmustnotinterferewiththepilot'sabilitytodothat.AccommodationladderprovidedSOLASThepilotladdershallbecertifiedbythemanufacturerascomplyingwiththisregulationorwithaninternationalstandardacceptabletotheACP.Shipsidedoorsusedforpilottransfershallnotopenoutward.Thepointofingressoregressmustbenolessthan1.5m(5feet)abovethesurfaceofthewater.Theopeningusedforembarkingordisembarkingshallnotbelessthan1.5m(5feet)wideand2.2m(7.2feet)tall.Ifthevesselisover100metersinlength,isafixedbluesteeringlightinstalledatornearthestemandvisiblefromthebridgealongthecenterlineanditsheightascloseaspossibletotheheightofeyelevelatthebridge?IfdirectviewaheadatconningpositionNo.1isobscuredtwobluesteeringlightsfittedaheadofconningpositionsNos.2and3.Thewheelhousepositiondirectlyaftofthesteeringlightsshallbemarkedwithasmalllabeledplaqueonthewindowsillwhichcanbelocatedinthedarkbyfeel.SuitablecontrolswitchlocatedonbridgeorforecastleorThecontrolorrheostatswitchforthesteeringlightshallalsohavedimmingcapabilitiesinordertoadjusttheintensityofthelighttodifferentbackgroundsoratmosphericconditions.Forvesselswithmax.beamof30metersormore:IsaspotlightorasearchlightlocatedontheafterportionoftheextremeendofeachbridgewingormountedbelowthebulwarkiffittedAretheselightscapableofilluminatingthesideofvesselandabletobeswungoutoftheway,behindthebridgewing,whennotinuse?Thenormalworkpositionforthepilotisattheoutboardcornerwherehecanlookforwardanddownaswellasoverthesideandaft.Arethereanylights,bearingrepeatersorotherequipmentobstructinghimfromdoingShipsof150grosstonnage(ITC69)andovershallbefittedwithastandardmagneticcompassandwithasteeringcompassunlesstheinformationprovidedbythestandardcompassismadeavailableandisclearlyreadablebythehelmsmanatConningPositionNo.1.Meansmustbeavailablefortakingbearings,asnearlyaspracticableoveranarcofthehorizonof360°.Residualdeviationofthemagneticcompassmustbeverifiedtobelessthan7degreesbyswingingthevesselonvariousheadings.Suchverificationbyarecognizedcalibrationauthoritymusthavebeenaccomplished,andanaccuratedeviationtableissued,withintheprevious12-monthperiod.Ifnecessary,thecompassmustbeadjustedtoreducetheobserveddeviationtolessthan7degrees.Calibrationcardsissuedandsignedbythemasterwillbeacceptedaslongasthedeviationislessthan6degrees.Shipsoflessthan150grosstonnageshallbefittedwithasteeringcompassandhavemeansfortakingbearings.Shipsof500grosstons(ITC69)andovershallbefittedwithagyrocompass.Themastergyrocompassoragyrorepeatershallbeclearlyreadablebythehelmsmanfromthemainconningposition.Onshipsof1,600grosstonnage(ITC69)andover,agyrorepeaterorgyrorepeatersshallbeprovidedandshallbesuitablyplacedfortakingbearingsasnearlyaspracticableoveranarcofthehorizonof360°.AgyrorepeatershallbeprovidedwhichshallbereadilyvisibleanduseablebythepilotfromConningPositionNo.1.Maximumresidualsteadystategyroerrorshallnotexceed2°.Themaximumdivergenceinreadingbetweenthemastercompassandrepeatersunderalloperationalconditionsshouldnotexceedplusorminus0.5°.Allvesselsover300grosstonsorover20metersLOAmustbeequippedwithanAIStransponderthatmeetsthestandardssetbytheInternationalMaritimeOrganization(IMO).Withregardtocombinedandmultipleunits(tug-and-tows),onlythetugwillberequiredtobeequippedwithanAIStransponder.TheAISsysteminstalledonboardvesselsshallbeClassAAISshipborneequipmentaccordingtoIMOMSC74(69)Annex3,“RecommendationonPerformanceStandardsforaUniversalShipborneAutomaticIdentificationSystems(AIS)”,asamended.TheAISequipmentshallbetype-approvedaccordingtostandardIEC61993-TheAISequipmentshallbeinstalledaccordingtoIMO"GuidelinesforInstallationofShipborneAutomaticIdentificationSystem(AIS)",includingtheinstallationofaPilotPlug.ThePilotPlugshallbeclosetoconningpositionNo.1onthenavigationbridge.Thisplugshallbelabeled"AISPILOTPLUG",andshallhavenearbyaUSAstandard(NEMA5-15R)120V,AC,3-prongpowerreceptacle,toprovidepowertothepilot'slaptopcomputer.Thisreceptacleshallbeconnectedtoemergencypower.Inaddition,thePanamaCanalwillmakeanexceptionwitholdershipsthatonlyhave100VACto110VACelectricalserviceavailableonthebridge,insteadoftherequired120VAC,aswellaswiththosevesselsthathavea2-prongUSAstandardelectricaloutlet,insteadoftherequired3-prongoutlet.Thislowervoltageandtypeofoutlet(NEMA1-15R)willbeacceptable;however,theCanalwillnotacceptvesselswith220-240VACelectricalservice.AllNeopanamaxvesselsintendingtotransitthePanamaCanalmustinstallaUSAstandard(NEMA5-5-15R)120V,AC,3-prongpowerreceptacleclosetothedesignatedlocationoftheRTKantenna,whichispartofthePilotPortableUnit(PPU)utilizedbyPanamaCanalpilots.Vesselsthatcannotcomplywiththeinstallationoftherequiredpowerreceptacleoutsidethewheelhouseduetothenatureoftheircargoareexemptfromthiscompliance;however,thesevesselsmustprovideanextensioncordandanalternateaccesstoroutetheextensioncordfromapowerreceptacleinsidethewheelhousetothePPUantennaonthebridgewing.Thiswillpreventtheantennapowercablefrombeingslashedand/orrupturedbythebridgewingdoors.RecommendpullincapacityofdeckmachinerytobeverifiedonAllmooringwinchesshallbecapableofretri ckandonepairofaccompanyingheavybitts,portandstarboard,3to24metersforwardofthestern(SET4mooring),andeachbittshallbecapableofwithstandingaSWLof64t(628kN)inmooringoperations.(Forvesselswithalengthabove294.13morbreathaboveAdoublechockandonepairofaccompanyingheavybitts(preferreddiameter500mm)portandstarboard3-14metersoffcenterlineatthebowandstern(towing),andeachbittshallbecapableofwithstandingthestresscausedbyaSWLof90t(883kN).Adoublechockandonepairofaccompanyingheavybittsportandstarboard24-70metersabaftofstem(SET2towing),andeachbittcapableofwithstandingaSWLof90t(883kN).Adoublechockandonepairofaccompanyingheavybittsportandstarboard24-60metersforwardofstern(SET3towing),andeachbittcapableofwithstandingaSWLof90t(883kN).TherestofthechocklocationsforuseinmooringoperationsshallbeaccompaniedbyonepairofheavybittsmeetingtheminimumSWLof64t(628kN).Doublechock-shallhaveathroatopeningareaofnotlessthan900squarecentimeters,preferreddimensionare14x10inches(355x255mm)andSWL90t/883kNintowingoperationsandaminimumSWL64t/628kNinmooringoperationsfromanydirection.Vesselswithlargeflaredbows,pronouncedcountersorunusuallyhighfreeboards,suchasLNGcarriers,containervessels,cruisevesselsorvehiclecarriers,willberequiredtoprovideclosedchockslocatedfurtheraft/forward,respectively,thanthoserequiredforSET2/SET3aboveforcorrectpositioningofassistingtugs.ThesevesselsmayberequiredtofitrecessedtugbollardsPAGEPAGE14intothehullinlieuofthechockssothattugscanworkwithoutcomingincontactwiththeflareorcounterandwithoutrequiringextra-longlinesand/orinefficientleads.Recessedbittsshallmeetthe90tons(883kN)SWLrequiredabove.Allvesselswishingtotransitthenewlockswillberequiredtohavemooringwinchesin operationandfittedwithmanilaorsyntheticmooringlinesbeforeeverytransittobeusedduringmooringoperationsatthenewlocks.Ifusetheexistingrollerchocksthatnotlessthan15meters(49feet)abovethewaterlineatthe vessel'smaximumPanamaCanaldraftandprovidedtheyareingoodcondition,theyshouldmeetalloftherequirementsforsolidchocksasspecifiedin9.10.1,9.10.2and9.12.8.RequirementsforPilotPlatformsandSheltersonCertainAsrequiredbytheACPNavigationRegulations,Article64,suitableplatformsandsheltersmustbeprovidedbycertainvesselsforassistingpilots.Controlpilotswillpositionassistingpilotswheretheycanbestcontributetovesselcontrol,whichmaybeatanyoftheexistingpilotplatformlocations:Vesselswiththebridgeintheextremeafterpartofthevessel(assistingpilotplatformswillnormallybeforward).Vesselswiththebridgeintheextremeforepartofthevessel(assistingpilotplatformswillnormallybeaft).PlatformsmustaffordsuitablesheltertoprotectassistingpilotsfromrainandEachplatformistobeerecteddirectlyoverthefurthestpointforwardoftheextremebeamatthe waterlineandnotmorethansixinchesinboardfromtheoutsideoftheverticalplaneoftheshellplating.Forvesselswherethebridgeislocatedforward,thesepilotplatformshelterswillberequiredtobeerecteddirectlyoverthatpositionwhichisthefurthestpointaftoftheextremebeamatthewaterlineandnotmorethansixinchesinboardfromtheoutsidesurfaceoftheverticalplaneoftheshellplating.Forallvesselswhoseextremebeamis24.38morProvidebridgewingshelterplatformsfortheprotectionofcontrolpilotsatConningPositions No.4and5.Alternatearrangements,includingportableshelters,whichprovideequivalentorbetterprotectionandvisibility,maybeacceptable.Thedeckofpilotplatformsshallbemadeofwoodorothermaterialwithnon-skidsurface, sufficienttodryfootingatalltimes.Overheadawningshouldberiggedtoavoidspillingwaterinsidetheframeworkoftheshelterduringrain.DeckLoadThevesselcarryingadeckloadshallhaveitsostowedastobesufficientlycleartoprovidesafe andclean,workingspacearoundallchocks,bitts,andothergearusedintransitingandsoarrangedastonotobstructanydirectleadfromchocktobitts.Deckcargoshallbesostowedtoprovidesafepassagetoandfromnecessaryworkingareas.If accesstoworkingspacesisnecessaryoveradeckload,aswithlumber,acatwalkwillnormallyberequired,unlessaleveled,continuoussurfacefreeofencumbrancessuchaslashingsisalreadyprovided.Whencatwalksarerequiredtheyshallbeatleast91.5cm(3feet)inwidthandprovidedwithadequateguardrails.Wherethedeckcargoissufficientlylevelforgangwaypurposeswithoutacatwalk,theguardrails,orlifelines,spacednotmorethan30.5cm(12inches)apartvertically,mustbeprovidedoneachsideofthedeckcargotoaheightofatleast1.20meters(4feet)abovetheIfdeckaccessisprovidedondeckadjacenttodeckcargo,aleveledcontinuouspassageatleast91.5cm(3feet)inwidthshallbeprovided.Thisaccessshallbeunencumberedbyshoring,lashingsorotherobstaclesdeemedhazardoustonormalpassage.Heightoverpassagewaymayno
