前言PREFACE

上海是個有魅力的城市，東西方文化交融滲透到它的每一個角落，海納百川的城市品格為市

民提供了多樣化的自由發展的選擇。面向2035年的未來，我們對這座城市究竟期待些什么?

我們理想中的上海又是怎樣的模樣？

在《上海市城市總體規劃（2017-2035）》中，我們的規劃主旨就是讓各個年齡段的居民都

能夠享受在上海的生活，并擁有健康的生活方式。

我們希望，2035年的上海，建筑是可以閱讀的，街區是適合漫步的，公園是最宜休憩的，

市民是尊法誠信文明的，城市始終是有溫度的。

我們希望，未來的上海，跑步的人可以有地方跑，在家附近就有一片綠肺，跑累了坐在草地

上看看鳥兒發發呆就可以徹底地放松下來。讓愛看戲的人有戲看，不需要去大劇院，在更多

街區里的小劇場中，觀眾就可以自由地討論、甚至即興客串一把。讓孩子們在社區里就可以

安心地玩耍嬉鬧，不需要擔心被疾馳而過的車輛撞到，不存在任何消極空間和死角，大家相

互注視、相互關懷、相互守望。

ItisourhopethatShanghaiin2035willbeacitywherebuildingsareenlightening,

streetsarestrolling-friendlyandparksareenjoyable,whilethecitizenshavethereputa-

tionofbeinglaw-abiding,credibleandwell-mannered.Shanghai,acityendowedwith

tenderness.

ItisourhopethatthefutureShanghaiisaplacewherepeoplemayjoginthegreenspaces

closetotheirhomes,andsitonthegrassforarestafterjoggingtowatchbirds?yby.Asfor

dramalovers,theymaywatchplaysrightwithintheirneighborhoodinsteadoftravelling

afartoagrandtheater.Theymayevenvoicetheirviewsabouttheplayandimproviseout

offunandinterest.Forkids,theymayplaysafelywithoutworryingaboutbeingscratched

orrundownbyspeedingvehicles.Inacitywithnoneglectedcorner,everyoneattendsto

eachother,caresforeachotherandsupportseachother.

我們希望，上海不僅是中國乃至世界的上海，更是市民的上海！市民如果傾注對城市的感情，

城市有機體的生命力和創造力則噴薄而出。請與我們一起努力，讓上海在完成引領國家經濟發

展和參與國際競爭的使命之外，更能成為一個正能量的城市、生命力旺盛的城市，能夠讓人安

居樂業，充分激發每個個體活力，讓我們感到自己工作和生活的意義，并樂在其中。

《上海市城市總體規劃（2017-2035）》（簡稱“上海2035”)由上海市人民政府組織編

制，經國務院批準，是上海轄區內城市規劃、建設和管理的基本依據和法定文件，是引領上海

未來城市發展的重要綱領，實現“城市，讓生活更美好”的發展藍圖。

為了更好地對本次總體規劃進行宣傳，也為了方便市民理解和閱讀，制作了本讀本，簡要介紹

我市新一輪城市總體規劃的成果，希望市民積極關注。由于版面原因，本讀本內容僅是總體規

劃成果的主要結論。

TheShanghaiMasterPlan2016-2035(hereinafterreferredtoas“Shanghai2035”orthe

MasterPlan),isorganizedandpreparedbyShanghaiMunicipalPeople’sGovernmentand

isapprovedbytheStateCouncil.Itservesasthebasisando?cialdocumentforcityplan-

ning,constructionandmanagementwithinthejurisdictionofShanghai.Itisalsoanim-

portantdocumenttoguidethefuturedevelopmentofShanghai,andadevelopmentblue-

printtorealize“BetterCity,BetterLife”.

WeherebypreparethispublicreadingtopublicizetheShanghai2040,andgiveabrief

introductiononthenewmasterplanofShanghaisothatwecanhavethefollow-upsand

positivesupportfromourcitizens.Duetothelimitedlayout,contentshereinonlyreferto

themajorconclusionsfromtheMasterPlan.

立足歷史新起點：開埠建市的一個半世紀以來，尤其是經歷了改革開放30多年的快速發展，

上海在歷版總體規劃的指導下，取得了矚目的發展成績。

適應發展新趨勢：當今世界，深度全球化、市場化、信息化影響深遠，城市化步伐加快，

而城市向生態化、人文化、區域一體化的發展態勢日趨明顯，全球進入了轉型新時期。

應對發展新挑戰：上海在城市功能轉型、人口持續增長、環境資源約束等方面的壓力日益

凸顯，上海未來必須突破發展瓶頸，遏制城市病，實現城市發展模式轉型。

上海城市發展目標公眾調查收集了16000多份有效問卷。結果顯示，市民對于上海建設成

為“環境友好、經濟發達、文化多元、安全宜居的城市”寄予了最大的希望，認為“環境污染、

住房和居住環境、社區養老、就醫”等問題還需要改善。

目標愿景

立足2020年，建成具有全球影響力的科技創新中心基本框架，基本建成國際經濟、金融、貿

易、航運中心和社會主義現代化國際大都市。在更高水平上全面建成小康社會，為我國決勝全

展望2035年，基本建成卓越的全球城市，令人向往的創新之城、人文之城、生態之城，具有世

界影響力的社會主義現代化國際大都市。重要發展指標達到國際領先水平，在我國基本實現

社會主義現代化的進程中，始終當好新時代改革開放排頭兵、創新發展先行者。
