EUROPE’SCHOICE

CampaigningacrossEuropeaheadofthisyear’sEuropeanelectionswasareminderofwhatmakesourUnionwhatitis.Almost500millionpeoplewithsuchdisparatecultures,complexhistoriesanddifferingperspectivesallcomingtogetheratthesametimetoarticulatetheirwishforanentireUnionof27countries.IncastingtheirvotetheyalsohelptobuildasharedEuropeanidentity–allofthisboundtogetherbyourrichandvariedculturaltapestry.ThisisEurope’sgreateststrength.ItmakesEuropemorethanaconstructoraproject.Europeisourhome:uniqueindesignandunitedindiversity.

Fromtherecordnumberoffirst-timevoterstothosewhohavevotedineveryEuropeanelection,peopleexpressedhopesandaspirationsforahealthierandmoreprosperousfuture.Buttheyalsopointedtothefactthatweareinaneraofanxietyanduncertainty.Europeanshaverealdoubtsandconcernsabouttheinstabilitiesandinsecuritiesweface–fromthecostofliving,housinganddoingbusinesstothewayissuessuchasmigrationarehandled.FromoursecurityathometothewarsinUkraineandtheMiddleEast.TheyalsoworrythatEuropeisoftennotfastenough;thatitcanbeeithertoodistantortooburdensome.

Alloftheseexpectationsandconcernsarereal,legitimateandmustberespondedto.Forthatreason,IbelieveitisessentialthatthedemocraticcentreinEuropeholds.Butifthatcentreistoholditmustliveuptothescaleoftheconcernsandthechallengesthatpeoplefaceintheirlives.Failuretodosowouldfuelresentmentandpolarisationandleaveafertilegroundforthosewhopeddlesimplisticsolutionsbutinrealitywanttodestabiliseoursocieties.

Thisisthebackdroptowhatisaneraofprofoundchange–foroursocietyandoursecurity,ourplanetandoureconomy.Thespeedofchangecanbedestabilisingand,forsome,canleadtoasenseoflossfortheworldasitusedtobeandaworryfortheworldasitwillbe.

Allofthis–coupledwiththefalloutfromelectionsandeventsinamorecontestedworld–hascreatedaturbulentandpotentiallyseismicperiodforEurope.Therisksarereal,theresponsibilitiesserious.

Europenowfacesaclearchoice.

Achoicetoeitherfaceuptotheuncertainworldaroundusalone.Ortouniteoursocietiesandunitearoundourvalues.

Achoicetobedependent,toletthedivisionsweakenus.Ortobeboldinourambitionandsovereigninouraction,workingwithourpartnersaroundtheworld.

Achoicetoignorenewrealitiesorthespeedofchange.Ortobeclear-eyedabouttheworldandthreatsaroundusastheyreallyare.

Achoicetolettheextremistsandappeasersprevail.Ortoensureourdemocraticforcesstaystrong.

Myviewisthatourera’sgreatestchallenges–fromsecuritytoclimatechangetocompetitiveness-canonlybesolvedthroughjointaction.Ourthreatsaretoogreattotackleindividually.Ouropportunitiestoobigtograspalone.

Againstthisbackdrop,IbelieveEuropemustchooseitsbestoption:Union.

ThisisbasedonadeepconvictionthatitisonlyEuropethatcanliveuptoourgenerationalchallengesinthisunstableworld–whethersupportingUkraineforaslongasittakes,protectingourplanet,ensuringsocialfairness,defendingdemocracy,supportinglivelihoods,industriesandfarmers,orleadingonthetechbreakthroughsthatwillshapetheworldfortherestofthiscentury.

Inthelastfiveyears,Europehasshownwhatitcanachievewhenitdoesittogether.Whenitisfastandusesitssizeandpower–aswedidwhensecuringvaccinesforeveryMemberStateatthesametime.Whenitisboldandambitious–aswewerewithonthetwingreenanddigitaltransitionsandourrecoveryplan,NextGenerationEU.Whenitisunited–aswehavebeeninsupportofUkraine,freedomanddemocracyatthedarkestandmostdifficultoftimes.

ItistimeforEuropetostepupcollectivelyonceagain.

ThisisasharedresponsibilityforallEuropeanvoters,butalsoforallthoseflyingtheEuropeanflag,fromKyivtoChisinau,TbilisiandacrosstheWesternBalkans–aswellasthosecallingforaEuropeanfutureinthestreetsoftownsandcitiesacrossourUnionandcontinent.Wemustprepareforthatfuture–bysupportingallcandidatesintheirmerits-basedjourneytoourUnion,andbypreparingourUnionforthefuturewithessentialreforms.

TheUnionthatwechoosecannotbeboileddowntoabinaryquestionofmoreorlessEurope.Forthesetimes,weneedaUnionthatisfasterandsimpler,morefocusedandmoreunited,moresupportiveofpeopleandcompanies.WeneedaUnionthatactswhereithasaddedvalueandwhereweallmobilisetogetherwithacleargoalandacollectivemission–EUinstitutions,nationalandregionalgovernments,privatesector,socialpartners,citizensandcivilsociety.

Wehaveachievedalottogetherinthelastfiveyears,fromtheEuropeanGreenDealtoNextGenerationEU,thePactonMigrationandAsylumandtheimplementationoftheEuropeanPillarofSocialRights.Wemustandwillstaythecourseonallofourgoals,includingthosesetoutintheEuropeanGreenDeal.

Ourfocusmustnowbeonimplementingwhatwehaveagreed,workingcloselywithallstakeholdersandfocusingonourbigchallenges.ThisiswhyIwanttodefineasetoffocusedandcollectiveobjectivesfor2030andbeyond,withcleartargetsandoutcomesinthesepriorityareas.

Defenceandsecurity.Sustainableprosperityandcompetitiveness.Democracyandsocialfairness.LeadingintheworldanddeliveringinEurope.

ThePoliticalGuidelinesareourplanforEuropeanstrengthandunity.TheprioritiessetoutheredrawonmyconsultationsandonthecommonideasdiscussedwiththedemocraticforcesintheEuropeanParliament,andalsoontheEuropeanCouncil’sStrategicAgendafor2024-2029.Theyarenotanexhaustiveworkprogrammebutaimtosteerourcommonwork.

ThenextfiveyearswilldefineEurope’splaceintheworldforthenextfivedecades.Itwilldecidewhetherweshapeourownfutureorletitbeshapedbyeventsorbyothers.

Inaworldofadversityanduncertainty,IbelieveEuropemustchoosetosticktogetheranddaretothinkandactbig.Toliveuptothelegacyofourpast,todeliverforthepresent,andtoprepareastrongerUnionforthefuture.

ThisisthedrivingforcebehindtheseguidelinesandallthatIwanttoworkonwiththeEuropeanParliamentandtheMemberStatesinthenextfiveyears.

AnewplanforEurope’ssustainableprosperityandcompetitiveness

andfurthertoensurecompetitiveness,prosperityandfairness.IwillalsodrawontheupcomingreportbyMarioDraghioncompetitivenessforthiswork.

WeneedanewEuropeanProsperityPlanto:

MakebusinesseasieranddeepenourSingleMarket;

BuildaCleanIndustrialDealtodecarboniseandbringdown

energyprices;

Putresearchandinnovationattheheartofoureconomy;

Boostproductivitywithdigitaltechdiffusion;

Investmassivelyinour

sustainablecompetitiveness;

Tackletheskillsandlabourgap.

Europehasalwaysbeenacontinentofindustry,enterpriseandinnovation–reinventingitselfthroughindustrialandtechrevolutions,globalcompetitionandchangingsocieties.

Thisstrengthisinlargepartdowntoouruniquesocialmarketeconomy,whichgivesEuropemanyadvantagesovercompetitors.

Buttherearestilltoomanystructuralbrakesonourcompetitiveness.Ourcompaniesoperateinaturbulentworld,withmoreunfaircompetition,higherenergyprices,skillsandlabourshortagesanddifficultiesinaccessingthecapitaltheyneed.

Wehaveseenfirst-handthedangersofdependenciesorfrayingsupplychains–frommedicalproductsinthepandemictoPutin’senergyblackmailorChina’smonopolyonrawmaterialsessentialforbatteriesorchips.

Theworldisinaracethatwilldictatewhowillbethefirsttoclimateneutralityandfirsttodevelopthetechnologiesthatwillshapetheglobaleconomyfordecadestocome.

Makingbusinesseasier

Europe’sSingleMarketiskeytoourcompetitiveness.Itallowsgoods,services,moneyandpeopletomovefreely,openingupmarketsandmakinglifeeasierforpeople,companiesandinvestors.

Butitcoulddosomuchmore.Weneeda

newmomentumtocompletetheSingleMarketinsectorslikeservices,energy,defence,finance,electroniccommunicationsanddigital.Thiswillallowourcompanies–especiallyoursmallandmedium-sizedenterprises(SMEs)–toscaleupandmakethemostofthemarket.

Europecannotaffordtofallbehindandloseitscompetitiveedgeinthisrace,norcanitleaveanystrategicvulnerabilitiesexposed.

Wehavealottobuildon–fromthemassiveinvestmentincleananddigitaltechinNextGenerationEUtotheapproachonsovereigntyagreedonbyLeadersinVersailles.

Wehavealotofassetsthatgiveusacompetitiveedge,fromworld-classresearchersanduniversities,tothrivingsmallbusinessesandastableenvironmentbasedontheruleoflawandalevelplayingfield.

Butgiventhescaleofthechallengesandopportunities,wenowneedtogomuchfaster

innovatorstosucceedbyreducingthecostsoffailure.

Tosupportthis,IwillproposeanewEU-widelegalstatustohelpinnovativecompaniesgrow.Thiswilltaketheformofaso-called28thregimetoallowcompaniestobenefitfromasimpler,harmonisedsetofrulesincertainareas.

Wealsoneedtobettersupportfirmswhosesizeandfinancingcapacitycannotbecomparedtolargecorporations.Theyareoftenthetargetofkilleracquisitionsfromforeigncompaniesseekingtoeliminatethemasapossiblesourceoffuturecompetition.

Wewillintroduceanewcategoryofsmallmidcapsandassesswhereexistingregulationapplyingtolargecompaniesistooburdensome,disproportionateorahindrancetotheircompetitivedevelopment.

Futurelegislationmustalsobesimplifiedanddesignedwithsmallbusinessesinmindandinaspiritofsubsidiarity.ThiswillnotablybedonethoughanewSMEandcompetitivenesschecktohelpavoidunnecessaryadministrativeburdens,maintaininghighstandards.

Butbetterlawmakinghastobeajointtask–withallinstitutionsinvolvedandallofthelegislativeprocesscovered–fromproposaltoamendmentstoadoption.

InthisspiritIwillproposetorenew

Interinstitutionalagreementonsimplificationandbetterlawmakingsothateachinstitutionassessestheimpactandcostofitsamendmentsinthesameway.

Toensurethatwecollectivelyfollowuponenforcementandimplementation,IwillalsoaskeachCommissionertoprepareanannualprogressreportfortheirrespectiveEuropeanParliamentCommitteeandCouncilformation.

Ibelieveweneedanewapproachtocompetitionpolicy,bettergearedtoourcommongoalsandmoresupportiveofcompaniesscalingupinglobalmarkets-whilealwaysensuringalevelplayingfield.Thisshouldbereflectedinthewayweassessmergerssothatinnovationandresiliencearefullytakenintoaccount.

Wewillensurecompetitionpolicykeepspacewithevolvingglobalmarketsandpreventsmarketconcentrationfromraisingpricesorloweringthequalityofgoodsorservicesforconsumers.

The24millionEuropeanSMEscreatequalityjobsanchoredinlocalcommunities.Butthey,alongwithlargercompanies,stillfacetoomanycomplexities.

WeneedtomakebusinesseasierandfasterinEurope.

Iwillmakespeed,coherenceandsimplificationkeypoliticalprioritiesineverythingwedo.

EachCommissionerwillbetaskedwithfocusingonreducingadministrativeburdensandsimplifyingimplementation:lessredtapeandreporting,moretrust,betterenforcement,fasterpermitting.

Theywillholdregulardialoguesonimplementationwithstakeholderstodiscusshowbesttoalignimplementationwithrealitiesontheground.

TheywillworkwithaVice-PresidentforImplementation,SimplificationandInterinstitutionalRelationstostress-testtheentireEUacquis.

Onthisbasis,wewillmakeproposalsto

simplify,consolidateandcodifylegislation

toeliminateanyoverlapsandcontradictionswhilemaintaininghighstandards.

WewillalsoaddressthepatchworkofnationalregulationsthatmakesdoingbusinessindifferentEUcountriesmorecomplicated.Wewillmakeiteasierfor

ACleanIndustrialDeal

Wehavemadehistoricprogressinsettingoutourclimateambitionsandhaveshownthatwecansuccessfullyreduceouremissionswhilegrowingoureconomy.

WemustandwillstaythecourseonthegoalssetoutintheEuropeanGreenDeal.

Theclimatecrisisisacceleratingatpace.Andthereisanequallyurgentneedtodecarboniseandindustrialiseoureconomyatthesametime.

Wemustfocusonimplementingtheexistinglegalframeworkfor2030–inthesimplest,fairestandmostcost-efficientway.

WeneedanewCleanIndustrialDealforcompetitiveindustriesandqualityjobsinthefirst100daysofthemandate.

Ourfullfocuswillbeonsupportingandcreatingtherightconditionsforcompaniestoreachourcommongoals.Thismeanssimplifying,investingandensuringaccesstocheap,sustainableandsecureenergysuppliesandrawmaterials.

Thiswillpreparethewaytowardsthe90%emission-reductiontargetfor2040whichwewillproposetoenshrineinourEuropeanClimateLaw.Ateverystep,wewillworkinpartnershipwithindustry,socialpartnersandallstakeholders.

WewillputforwardanIndustrialDecarbonisationAcceleratorActtosupportindustriesandcompaniesthroughthetransition.

Thiswillchannelinvestmentininfrastructureandindustry,inparticularforenergyintensivesectors.ItwillsupportEuropeanleadmarketsforthedevelopment,productionanddiffusioninindustryofcleantech.Itwillalsohelptospeeduprelatedplanning,tenderingandpermittingprocesses.

Wemustbringdownenergybillsforcompaniesandhouseholds.

ThankstoEuropeanmeasures,renewableshavereachedarecordhigh,accountingfor50%ofEUelectricitypowergenerationoverthelastyear.DependenceonRussianfossilgashasbeensubstantiallyreducedandenergysavingshavebroughtdownoverallconsumption.

However,westillfacemanychallenges.Our

energymarketmustworkbettertobringpricesdownandensureconsumersbenefitfromthelowerproductioncostsofcleanenergy.

Wewillcontinuetobringdownenergypricesbymovingfurtherawayfromfossilfuels,reinforcingjointprocurementforfuels,anddevelopingthegovernanceneededforatrueEnergyUnion.

Wewillscale-upandprioritiseinvestmentincleanenergyinfrastructureandtechnologies.

Thiswillincluderenewablesandlow-carbontechnologies,gridinfrastructure,storagecapacityandtransportinfrastructureforcapturedCO2.Wewillalsoinvestinenergy-efficiencymeasures,thedigitalisationofourenergysystemandthedeploymentofahydrogennetwork.

Beyondthis,wemustusethepowerandsizeofourmarkettosecuresupplies.ThisiswhyIwillproposetoactivateandextendouraggregatedemandmechanismtogobeyondgasandincludehydrogenandcriticalrawmaterials.

WewillworkonnewCleanTradeandInvestmentPartnershipstohelpsecuresupplyofrawmaterials,cleanenergyandcleantechfromacrosstheworld.

Byleadingbyexampleathome,IwantEuropetoremainaleaderininternationalclimatenegotiations,buildingonrecentEUinitiativesonglobalissuessuchasmethane,carbonpricingandglobaltargetsforrenewablesandenergyefficiency.

WewillsetoutourglobalclimateandenergyvisionaheadofCOP30inBrazilin

Wemustmakeoureconomymoreresilientandlessdependent.

Thisisnotablyimportantinthehealthandpharmaceuticalsector.TheEUhasbeenconfrontedwithsevereshortagesofmedicaldevicesandmedicines,withantibiotics,insulin,painkillersandotherproductsbecomingparticularlydifficulttoobtain.

Toremedythis,wewillproposeaCriticalMedicinesActtoreducedependenciesrelatingtocriticalmedicinesandingredients,particularlyforproductswherethereareonlyafewsupplyingmanufacturersorcountries.

ThiswillbepartofourworktocompletetheEuropeanHealthUnionwithdiversifiedsupplychains,accesstothemostadvancedtreatments,moreresilienthealthsystemsandstrategicinventoriesofkeymedicines.Wemustcontinueourworkonanti-microbialresistance.

Wewillalsostepupourworkonpreventivehealth,inparticularformentalhealth,includingatwork,andcardiovasculardiseases,aswellasontreatmentsfordegenerativeillnessesandresearchonautism.ThiswillbuildonthesuccessfulmodeloftheBeatingCancerPlan.

Wemustalsodomoretoprotectthesecurityofourhealthsystems,whichareincreasinglythetargetofcyberandransomwareattacks.Toimprovethreatdetection,preparednessandcrisisresponse,Iwillproposea

Europeanactionplanonthecybersecurityofhospitalsandhealthcareprovidersin

thefirst100daysofthemandate.

Boostingproductivitywithdigitaltechdiffusion

Europe’scompetitivenessishamstrungbyitslowerproductivitycomparedtoitsdirectglobalcompetitors.Centraltothisistheinsufficientdiffusionofdigitaltechnologies,impactingourabilitytousetechtodevelopnewservicesandbusinessmodels.

2025.Wewillalsostepupourgreendiplomacyandengagemorewithnon-EUcountriesonexternalaspectsofourpolicies.

Toachieveourclimateobjectives,wealsoneedtomakeiteasierforpeopletoshifttomoresustainableoptions.Thisisnotablythecasewithmobility.Cross-bordertraintravelisstilltoodifficultformanycitizens.Peopleshouldbeabletouseopenbookingsystemstopurchasetrans-Europeanjourneyswithseveralproviders,withoutlosingtheirrighttoreimbursementorcompensatorytravel.

TothisendwewillproposeaSingleDigitalBookingandTicketingRegulation,toensurethatEuropeanscanbuyonesingleticketononesingleplatformandgetpassengers’rightsfortheirwholetrip.

Reachingclimateneutralityby2050willrequireawiderangeofinnovativetechnologies,inareasfrommobilitytoenergy.Forinstance,the2035climateneutralitytargetforcarscreatespredictabilityforinvestorsandmanufacturers.Gettingtherewillrequireatechnology-neutralapproach,inwhiche-fuelshavearoletoplaythroughatargetedamendmentoftheregulationaspartoftheforeseenreview.

Amorecircularandresilienteconomy

Workingtodecarboniseoureconomywillbepartofourcontinuedshifttoamoresustainablepatternofproductionandconsumption,retainingthevalueofresourcesinoureconomyforlonger.

ThiswillbethepurposeofanewCircularEconomyAct,helpingtocreatemarketdemandforsecondarymaterialsandasinglemarketforwaste,notablyinrelationtocriticalrawmaterials.

Wewillputforwardanewchemicalsindustrypackage,aimingtosimplifyREACHandprovideclarityon“foreverchemicals”,orPFAS.

TosupportthedevelopmentofAIandotherfrontiertechnologies,Europeneedstoexploittheuntappedpotentialofdata.

Accesstodataisnotonlyamajordriverforcompetitiveness,accountingforalmost4%ofEUGDP,butalsoessentialforproductivityandsocietalinnovations,frompersonalisedmedicinetoenergysavings.

However,toomanycompaniesinEuropestruggletogetaccesstothedatatheyneed–whilelargeforeigntechcompaniesuseEuropeandatatofueltheirbusiness.

Whileensuringhighstandardsofdataprotection,wewillsupportcompaniesbyimprovingopenaccesstodata,notablytosupportSMEstofulfilreportingobligations.

Europeneedsadatarevolution.

ThisiswhywewillputforwardaEuropeanDataUnionStrategy.Thiswilldrawonexistingdatarulestoensureasimplified,clearandcoherentlegalframeworkforbusinessesandadministrationstosharedataseamlesslyandatscale,whilerespectinghighprivacyandsecuritystandards.

Puttingresearchandinnovationattheheartofoureconomy

Europe’scompetitiveness–anditspositionintheracetoacleananddigitaleconomy–willdependonstartinganewageofinventionandingenuity.Thisrequiresputtingresearchandinnovation,scienceandtechnology,atthecentreofoureconomy.

Wewillincreaseourresearchspendingtofocusmoreonstrategicpriorities,ongroundbreakingfundamentalresearchanddisruptiveinnovation,andonscientificexcellence.

Todothis,wewillexpandtheEuropeanResearchCouncilandtheEuropeanInnovationCouncil.

Wewillstartbyfocusingontheimplementationandenforcementofthedigitallawsadoptedduringthelastmandate.Techgiantsmustassumeresponsibilityfortheirenormoussystemicpowerinoursocietyandeconomy.WehavebeguntheactiveenforcementoftheDigitalServicesActandtheDigitalMarketsAct.Wewillrampupandintensifyourenforcementinthecomingmandate.

Wewillsupportthisbytacklingchallengeswithe-commerceplatformstoensureconsumersandbusinessesbenefitfromalevelplayingfieldbasedoneffectivecustoms,taxandsafetycontrolsandsustainabilitystandards.

Reachingourdigitaltargetsandbuildingatruedigitalsinglemarketwouldbeagamechangerforourproductivityandcompetitiveness.

Wewillstepupourinvestmentinthenextwaveoffrontiertechnologies,inparticularsupercomputing,semiconductors,theInternetofThings,genomics,quantumcomputing,spacetechandbeyond.

ThroughourArtificialIntelligence(AI),EuropeisalreadyleadingthewayonmakingAIsaferandmoretrustworthy,andontacklingtherisksstemmingfromitsmisuse.

WemustnowfocusoureffortsonbecomingagloballeaderinAIinnovation.

Inthefirst100days,wewillensureaccesstonew,tailoredsupercomputingcapacityforAIstart-upsandindustrythroughanAIFactoriesinitiative.

WewillalsodevelopwithMemberStates,industryandcivilsocietyanApplyAIStrategytoboostnewindustrialusesofAIandtoimprovethedeliveryofavarietyofpublicservices,suchashealthcare.

Inthisspirit,IwillproposetosetupaEuropeanAIResearchCouncilwherewecanpoolallofourresources,similartotheapproachtakenwithCERN.

InnovativeEuropeancompaniesandstart-upsshouldnotbeforcedtolookattheUnitedStates,Asiaorothermarketstofinancetheirexpansion.TheyshouldbeablefindwhattheyneedtogrowhereinEuropetoo.

Thisiswhywewillputforwardrisk-absorbingmeasurestomakeiteasierforcommercialbanks,investorsandventurecapitaltofinancefast-growingcompanies.
