10、賽優秀組織獎、區教育系統女教師合唱比賽一等獎，多次在區幼兒園綜合考核中榮獲一等獎，并多次接待了省內外的嘉賓及幼教同仁，無不交口稱贊，已成為一所家長信賴、同行信服、社會贊譽的優質園。 第一章  總則第一條 為規范幼兒園內部管理體制和運行機制，推進幼兒園依法治園，建設現代學校制度，全面提高教育教學質量和辦園效益，根據中華人民共和國教育法中華人民共和國教師法全面推進依法治校實施綱要和幼兒園指導綱要、36歲兒童學習與發展指南等有關法律法規與規定，結合幼兒園實際，制定本章程。第二條 本園全稱為揚州市邗江區邗上中心幼兒園 ；英文表述為

14、、園徽（暫時沿用邗江區實驗學校的校標、校旗、校歌、?；眨┑诙?#160; 組織機構和管理體制第九條 校長是學校的法定代表人，對外代表學校，對內全面負責學校的教育教學和行政管理工作。幼兒園實行園長負責制，園長是幼兒園具體負責人，全面負責幼兒園行政工作。園長由邗江區實驗學校任命（或聘任）。副園長協助園長開展工作。第十條 園長依法行使下列主要職權：（一）貫徹執行國家的有關法律、法規、政策和上級主管部門的規定；（二）領導教育、衛生保健、安全保衛工作；（三）組織制訂并實施幼兒園的發展規劃；（四）負責建立并執行各種規章制度；（五）負責聘任、調配工作人員。指導、檢查和評估教師以及其他工作人員的工

15、作，并給予獎懲；（六）負責工作人員的思想工作，組織文化、業務學習，并為他們的政治和文化、業務進修創造必要的條件，關心和逐步改善工作人員的生活、工作條件，維護他們的合法權益；（七）組織管理園舍、設備和申報經費使用；（八）組織和指導家長工作；（九）負責與社區聯系和合作。第十一條 本園建立園務會議制度。重大問題經園務委員會醞釀，在調查研究、認真聽取群眾意見的基礎上，由園長提交學校辦公會審議討論決策。第十二條 幼兒園根據辦園實際需要，建立由教師及家長代表參加的園務委員會，參與制定、審議幼兒園章程、發展規劃和其他規章制度、人事與財務方案等重大事項。第十三條 學?；鶎狱h組織發揮政治核心

16、作用。幼兒園依靠學?；鶎狱h組織，充分發揮工會、教職工（代表）大會、共青團等組織的作用。第十四條 學校建立以教師為主體的教職工（代表）大會制度，保障教職工參與學校和幼兒園民主管理和進行民主監督。凡屬教職工（代表）大會職權范圍的事項，都應提交教職工（代表）大會審議。學校工會作為教職工（代表）大會的工作機構，依法保障學校民主管理、民主監督的落實，維護教職工的合法權益。第十五條 幼兒園設置年級組 、教研組和后勤組 等職能部門，分別承擔相應的管理職能。第十六條 幼兒園加強一日常規管理，主要內容與方法是：1.幼兒園建立以園長室、年級組、教研組、班組組成的教學管理網絡

17、。在園長室的領導下，分工合作、相互配合、共同管理。2.年級組長負責本年級的德育及各項保育教育工作，統籌教師分工與管理、年級段教育活動、幼兒管理及家長工作等。3.教研組長負責領導、組織教師進行教育教學研究。教研組定期開展教研活動，按園內安排參加各種培訓和學習活動，貫徹落實各項計劃，完成各項教育教學任務。4.班組長負責組織本班教師進行教學活動和班級區域的設置等，在尊重幼兒個體差異的同時全面負責班級各項工作，完成教育教學任務。5.班級配備兩教一保，由班組長牽頭負責幼兒一日活動的組織，做到動靜交替，注重幼兒的實踐活動，建立必要合理的常規，培養幼兒良好習慣和初步的生活自理能力，保證幼兒愉快地、有益地自主

18、活動。6.幼兒園注重各領域教育的互相滲透、有機結合，努力完善富有特色的園本課程體系，創設良好的教育環境，關注幼兒的興趣與需求，根據幼兒年齡特點創設多種情境，關注幼兒的生活、游戲和經驗，充分利用多方資源，讓每一個孩子盡享成長的快樂。7幼兒園嚴格執行不同季節的作息時間安排，確保幼兒在園時段健康快樂成長。節假日、課余時間不組織集體補課或上課，絕不辦延遲班和解困班。第十七條 幼兒園依法實行信息公開，切實保障教職工、幼兒、社會公眾對幼兒園重大事項、重要制度的知情權、參與權、表達權和監督權。第十八條 幼兒園依法健全園內糾紛解決機制，綜合運用信訪、調解、申訴等爭議解決機制處理幼兒園內部各

19、種利益糾紛。第十九條 幼兒園依法接受教育及其他政府相關部門的管理和監督，接受社會、家長的監督，聽取社會各界對學校工作的意見和建議。第三章  幼兒第二十條 凡被幼兒園錄取或轉入幼兒園學習的受教育者即取得幼兒園學籍，為本園幼兒。第二十一條 幼兒享有下列權利：（一）參加一日教學計劃安排的各項活動，使用幼兒園教育教學設施、設備、圖書資料和玩具；（二）在情感、態度、能力、知識、技能的發展上獲得公正評價；（三）享受平等的學習與發展機會；（四）對幼兒園、教師侵犯其合法權益，提出申訴或者依法提起訴訟；（五）法律法規規定的其他權利。第二十二條 監護人應

20、當履行下列義務：（一）協助本園對幼兒進行教育，尊敬師長，養成良好的個性品質和行為習慣；（二）支持幼兒參與幼兒園各項活動，讓幼兒在集體活動中與同伴友好交往；（三）遵守本園的有關管理制度；第二十三條 幼兒園按照江蘇省教育廳有關幼兒學籍管理的規定實行學籍管理，健全幼兒學籍檔案，依法辦理幼兒轉學、休學、復學等手續，依法對幼兒給予獎勵和處分。第二十四條 幼兒園建立幼兒成長檔案，對幼兒實施綜合素質評定，促進幼兒全面發展。每學期評價結果記入幼兒本人檔案。第二十五條 幼兒園對符合入學條件而家庭經濟困難的學生，通過助學金等形式提供資助。第四章  教職工第二十六條

21、 幼兒園教職工由教師和其他專業技術人員、管理人員和工勤人員等組成。第二十七條 幼兒園根據編制、人社部門核定的編制數額、崗位數和崗位任職條件及市教育局、學校相關規定聘用教職工，公開招聘，競爭上崗，對聘用人員實行崗位管理和績效工資制度。第二十八條 幼兒園依法建立教職工考核制度，對教職工定期進行考核，考核結果作為續聘或者解聘、獎勵或者處分的依據。第二十九條 幼兒園教職工除享有法律法規等規定的權利外，還享有下列權利：（一）依據國家規定的幼兒園課程標準，結合本班幼兒的具體情況，自主制定和執行教育教學工作計劃，進行一日教育活動，開展教育教學改革和實驗；（二）參加教育教學科研、

22、園本培訓、進修學習等活動。（三）按時獲取工資報酬，享受國家規定的帶薪休假和其他福利待遇；（四）通過教代會或其他形式參與幼兒園管理，對本園工作提出意見和建議；重大事務有知情權；對不公正待遇或對處分不服有申訴權；（五）使用幼兒園設施、圖書、音像資料及其他教育教學用品；第三十條 幼兒園教職工除履行法律法規等規定的義務外，還應履行下列義務：（一）遵守法律法規和職業道德，為人師表；（二）遵守規章制度，認真履行職責，完成教育教學工作任務；（三）關心、愛護全體幼兒，尊重幼兒人格，促進幼兒身心和諧發展；（四）嚴格執行幼兒園安全、衛生保健制度，配合保育員管理本班幼兒生活，開展安全健康常識教育；（五）履行人人都是

23、德育工作者的職責，經常與幼兒家長保持聯系，開展家庭教育指導，共同做好幼兒教育工作；（六）制止有害于幼兒的行為或者其他侵犯幼兒合法權益的行為，批評和制有害于幼兒健康成長的現象；不斷提高思想政治覺悟和教育教學業務水平；（七）定期向園長匯報，接受其檢查和指導。第三十一條 學校保證教職工工資、保險、福利待遇按照國家、省和本市有關規定執行，逐步改善教職工的工作條件，幫助解決教職工遇到的實際困難。第五章  幼兒園與家庭、社會第三十二條 幼兒園主動與社會、家庭聯系溝通，加強幼兒園、家庭、社會密切配合的育人體系建設，形成教育合力。幼兒園根據教育教學需要，聘請兼職教師和園

24、外幼兒輔導員。幼兒園建立或者利用社會資源建立德育、科普、法制、社區等各類教育基地，定期組織開展校外教育活動。第三十三條 幼兒園按照一定的民主程序，本著公正、公平、公開的原則，在自愿的基礎上，組織家長選舉組成家長委員會。幼兒園為家長委員會開展工作提供必要的條件，保障家長委員會履行參與學校管理、參與教育工作、溝通學校與家庭等職責。第三十四條 幼兒園依托社區，開發社區教育資源，開展社會實踐活動，為幼兒創造服務社區和實踐體驗的機會。幼兒園配合社區開放校內文化設施和體育場地。第三十五條 幼兒園建立校友會組織，發揮校友的宣傳、橋梁、教育、助學、咨詢等作用，促進幼兒園發展。第三

25、十六條  幼兒園根據辦園實際需要，開展園際互動合作，不斷擴大對外交流，拓展教育視野，提升辦園水平。第六章  幼兒園資產及財務管理第三十七條 學校開辦資金為人民幣18795元。學校具體經費來源包括財政補助收入、上級補助收入  、事業收入 和 其他收入等。第三十八條 學校資產受法律保護，任何單位、個人不得侵占、私分和挪用。學校對侵占校舍、場地、設施等的行為和侵犯學校名稱權及無形資產的行為，應積極履行國有資產管理職責，依法追究侵權者的責任。第三十九條 學校財務活動在校長的領導下，由學校財務部門統一管理

26、。學校財會人員的任職條件、工作職責、工作權限、專業技術職務、任免獎罰，嚴格按照國家會計法律制度執行。第四十條 幼兒園嚴格執行國家收費政策，規范收費行為，按照有關部門確定的項目和標準收費，各項收入按照有關規定嚴格管理，行政事業性收入實行收支兩條線管理。第四十一條 學校依法接受社會各界的捐贈，建立健全受贈財產的使用制度，加強對受贈財產的管理并接受社會監督。第七章  附則第四十二條 幼兒園建立健全本章程統領下的幼兒園規章制度體系。規章制度的立、改、廢均依照民主程序進行。第四十三條 本章程未盡事宜按照法律法規及上級文件政策執行。如有不同，以法
