There'snodoubtthatourpeergroupsexertenormousinfluenceonourbehavior.Anemergingbodyofresearchshowsthatpositivehealth

habits-aswellasnegativeones-spreadthroughnetworksoffriendsviasocialcommunication.Thisisasubtleformofpeerpressure:we

unconsciouslyimitatethebehaviorweseeeveryday.

Farlesscertain,however,ishowsuccessfullyexpertsandbureaucratscanselectourpeergroupsandsteertheiractivitiesinvirtuous

aconditionofreceivingstateapprovalforthesale,thecompanyagreedtoseekpermissionfromstateregulatorstooperatepast2012.In2006,

thestatewentastepfurther;requiringthatanyextensionoftheplant'slicensebesubjecttoVermontlegislature'sapproval.Then,too,the

companywentalong.

EitherEntergyneverreallyintendedtolivebythosecommitments,oritsimplydidn'tforeseewhatwouldhappennext.Astringofaccidents,

includingthepartialcollapseofacoolingtowerin207andthediscoveryofanundergroundpipesystemleakage,raisedseriousquestionsabout

bothVermontYankee'ssafetyandEntergy/smanagement-especiallyafterthecompanymademisleadingstatementsaboutthepipe.Enragedby

Entergy'sbehavior,theVermontSenatevoted26to4lastyearagainstallowinganextension.

Nowthecompanyissuddenlyclaimingthatthe2002agreementisinvalidbecauseofthe2006legislation,andthatonlythefederal

governmenthasregulatorypowerovernuclearissues.Thelegalissuesinthecaseareobscure:whereastheSupremeCourthasruledthatstates

dohavesomeregulatoryauthorityovernuclearpower;legalscholarssaythatVermontcasewillofferaprecedent-settingtestofhowfarthose

powersextend.Certainly,therearevalidconcernsaboutthepatchworkregulationsthatcouldresultifeverystatesetsitsownrules.Buthad

errooandself-deceptionabound.

Consequently,discoveryclaimsshouldbethoughtofasprotoscience.Similartonewlystakedminingclaims,theyarefullofpotential.Butit

takescollectivescrutinyandacceptancetotransformadiscoveryclaimintoamaturediscovery.Thisisthecredibilityprocess,throughwhichthe

individualresearcher/sme,here,nowbecomesthecommunity/sanyone,anywhere,anytime.Objectiveknowledgeisthegoal,notthestarting

point.

Onceadiscoveryclaimbecomespublic,thediscovererreceivesintellectualcredit.But,unlikewithminingclaims,thecommunitytakes

controlofwhathappensnext.Withinthecomplexsocialstructureofthescientificcommunity,researchersmakediscoveries;editorsand

reviewersactasgatekeepersbycontrollingthepublicationprocess;otherscientistsusethenewfindingtosuittheirownpurposes;andfinally,

thepublic(includingotherscientists)receivesthenewdiscoveryandpossiblyaccompanyingtechnology.Asadiscoveryclaimworksitthrough

thecommunity,theinteractionandconfrontationbetweensharedandcompetingbeliefsaboutthescienceandthetechnologyinvolved

transformsanindividual'sdiscoveryclaimintothecommunity'scrediblediscovery.

Twoparadoxesexistthroughoutthiscredibilityprocess.First,scientificworktendstofocusonsomeaspectofprevailingKnowledgethatis

viewedasincompleteorincorrect.Littlerewardaccompaniesduplicationandconfirmationofwhatisalreadyknownandbelieved.Thegoalis
