1、船舶航行、停泊(tngb)值班制度Rules for Duty in Navigation & in Port一、航行值班(zh bn)制度Rules for Duty in Navigation總則(zngz)General Rules船舶航行中，所有值班人員，必須嚴格遵守各項規章制度；以高度的責任感，認真、謹慎、果斷地操作，確保安全航行。During navigation all the crew on duty should comply with all the rules to ensure the safe navigation by earnest prudential and

2、decisive operation.值班人員不得閑談、看閱書報和擅離崗位。The crew on duty is prohibited to chatting, reading and missing duty.下達的舵令和車鐘口令及各項操作時要準確、清晰，受令者應清楚回令，立即執行，并匯報執行完成情況。The orders for rudder and engine telegraph must be announced accurately and clearly. The executors must repeat the orders clearly and execute the

3、operation promptly and report the operation result.如船長、輪機長分別在駕駛臺或機艙，但未聲明親自接替指揮時，值班駕駛員、輪機員不應放棄其值班責任；在船長，輪機長接替指揮操縱后，值班駕駛員、輪機員仍應履行值班職責。The duty officer or engineer shall be responsible for operations, despite the presence of the captain on the bridge or the chief engineer in the engine room, until spec

4、ifically informed that the captain or chief engineer has assumed that responsibility and this is mutually understood.航行中未經船長同意：Without the captains approval during navigation值班駕駛員、輪機員除了因緊急應變必須短暫轉向或變速外不得改變規定航向和車速。The duty officer and the duty engineer should not alter the course and speed except brie

5、f change for course and/or speed in emergency.不得改變船長發布的有關安全航行措施；如發現與實際情況不符或執行上有困難時，立即報告船長，由其決定。The duty crew should not change any safe navigation measurement ordered by captain. If the duty crew finds that it is difficult to comply with or it is not consistent with the actual condition, they should

9、an hour. 值班駕駛員、輪機員、GMDSS操作員等應按要求認真、完整、詳細記錄航海日志、輪機日志、電臺日志等。The duty officer, engineer and GMDSS operator should earnestly entirely and detailedly record the log book, engine log book and radio book based on relevant rules. 交接班制度Rules for Duty Handing/Taking Over交接班人員應在正點前三十分鐘叫班，接班人應提前十五分鐘到達崗位；接班逾時未到，

10、當值人員不得擅離崗位，并報告船長、輪機長。The handing crew should inform the taking-over crew half an hour earlier than finishing hour and the taking-over crew should arrive at the working site 15 minutes earlier. If the taking-over crew does not arrive at the working site on schedule, the handing crew should not leave

11、the working site and report the situation to the captain or the chief engineer.交班人必須按交接項目，詳細交接，待接班人員了解清楚后方可離開值班崗位。The handing crew should hand over all the items detailedly and he only can leave the working site after the taking-over crew know well all the items. 交接班人員在交接班時發生意見分歧應報告船長、輪機長，按船長、輪機長的意見

12、交接，并將情況記入有關日志。If any dispute between the handing crew and the taking-over crew, the matter should be reported to the captain or the chief engineer. The captains or the chief engineers suggestion should be followed and all situation should be recorded in relevant log book. 凡遇下列情況者暫緩交接：Duty handing/ta

13、king over should be suspended when the following condition arises 將要指揮船舶避讓時；Command giving way to another vessel在險要地段指揮航行時；Command sailing during the dangerous water area接拖或解拖時；Tug on or Tug off已動車準備靠離碼頭時，值班水手可暫緩交接；The duty sailor should suspend the handing/taking over when maneuvering for berthing

14、or unberthing.機電設備發生故障，集中力量進行處理時；Engine or electric equipment found in trouble and being repaired.船舶發生事故及進行各項應變時；An accident occurred and in emergency arrangements經船長和輪機長指示暫緩交接者。The captain and the chief engineer order to suspend the handing/taking over航行(hngxng)值班駕駛員的職責Responsibilities of the duty

15、officer in navigation嚴格遵守有關(yugun)避碰規則及當地港口的特殊規定。Strictly comply with International regulations for preventing collision at sea and special stipulation of local ports.不得(bu de)中斷了望,尤其在夜間、航區復雜視線不良時；如果駕駛員需要進入海圖室查閱海圖，要督促水手加強了望，同時要盡量縮短時間。Should not interrupt a proper look-out by sight and hearing especi

16、ally at night, in complex water area and with restricted visibility. Should urge the sailor to keep on watch and do his best to minimize the room time when he goes into the chart room.確認陸標、燈標、浮標的外型及顏色等,核對出現方位無誤方能應用；如發現異常，應記入航海日志，并通知二副及時改正和報告主管部門。Should check up the shape and color etc. of the landma

19、 installation when restricted visibility.按規定測算助航儀器誤差，并認真記錄；注意羅經的穩定性，防止故障。Calculate the error of aid navigation installation and record accordingly. Pay attention to the stability of compass to prevent failure.通過漁船密集區域，應認真觀察漁船動態，判斷是否錨泊或聯合作業；并按章施放聲號，謹慎避讓。When crossing the dense fishing boat water area

20、, duty officer should observe and judge fishing boat mooring or joint operation. Meantime sound signal should be given and keep clear prudently.注意氣象變化，如遇霧或雨等造成能見度不良時，應嚴格執行霧航有關規定，迅速測定船位并報告船長。Regarding weather, when navigating or nearing an area of restricted visibility due to raining or fogging etc.,

21、 the duty officer should comply with the rules for navigation in fog and rapidly measure the ships position and report it to the captain.注意船舶航行狀態，如發現有不正常的傾斜等異常情況，應馬上派人檢查，并報告船長。Paying attention to ships sailing situation, if any abnormal things such as abnormal heeling etc. duty officer should arrang

24、d captains order. 應在駕駛臺適宜了望的位置進行交接，如需要在海圖室共同核對項目時，應根據當時環境并督促水手加強了望，盡快完成。In bridge, the handing/taking over should be carried through in the position where it is good for look out. If duty officers need to assure some items in chart room , they should order the sailors to keep on looking out and fini

37、航行。Duty engineers are in charge of managing their crew and execute the management of engine and chief engineers instruction and supervise duty oiler to comply with relevant rules, regulations and operation scheme of the engine room to ensure safe sailing.應服從值班駕駛員的指揮，注意車鐘，及時準確執行駕駛臺命令，如有困難，應立即回報駕駛臺并通知

38、輪機長。緊急用車時應盡最大可能安全開車。Maneuvering the engine according to commands from the bridge, pay attention to telegraph and execute the commands accurately and in time. If any difficulties, should right now feed back to bridge and report to chief engineer. In emergency, should do his best to maneuvering the en

39、gine safely.當接到駕駛臺因航行需要特別注意操縱主機的通知時，應立即通知輪機長。在駕駛臺未通知恢復正常航行時，值班輪機員不應遠離主機操縱臺，如需要離開時，應由輪機長或其它輪機員接替。When receive the notice from bridge that need special steering main engine due to navigation want, should inform chief engineer right now. If need to leave engine room to check rudder for a little time, should make clear to other duty crew.如發現危及安全運行的故障無法排除時，值班輪機員應立即報請(boqng)輪機長下機艙指導解決，并同時報告值班駕駛員。If find any dangerous failure which can not be eliminated, duty engineer should repo

44、rt to the chief engineer as soon as possible and ask for the chief engineer to attend the engine room and instruct duty engineer to solve the problem.
