氣候變化是人類共同面臨的重大危機和嚴峻挑戰。江西省平均氣溫30.3℃,較歷年同期偏高1.4℃;2024年9月上旬,江西省平均最高氣溫較常年同期高4.9℃,在用電尖峰時段,居民節約用電意義重大,一方面可以降低電網負荷,減少工業限產壓力;另一方面也可節省電力設施建設投資,節約資源,提高用能效率。為聯合江西省能源局發起“智·享節電”居民節約用電享紅包活動,根據電網負荷情況向居民發出節電邀約,通過社會重要時段、電網高峰時刻錯峰用電、節約用電,形國網江西電力首創以“智·享節電”微信小程序為載體的千萬級居民用戶荷網互動平臺,以電網負荷風險預判為指針,采用每節約1度電即可獲得2元電費紅包的激勵機制,鼓勵居民在電力緊張時段減少用電,深度挖在用電尖峰時刻降低電網負荷,既保障了全社會平穩用電,也大大節省了非用電尖峰時刻用不上的電網擴容投資。獎勵資金來源于尖峰時刻工業用電的電費溢價所形成的資金池,有效平衡保經濟運行、惠民生福祉,優化項目實施依托智能電表實時采集的電能數據,通過集活動報名、節電邀約、成效查詢、紅包領取、節電方式指引等功能于一體的“智·享節電”微信小程序,為用所節約的電量相當于構建了一座可日內響應60萬千瓦的該行動還通過各類節電科普活動,宣傳家電節能知識、用電技巧,引導居民家庭智慧、科學、經濟用電,“智·享節電”模式有效釋放居民節能潛力,高效配置電力資源,保障了經濟社會用電需求,節約了電網建設投資。該項引導公眾參與綠色行動的解決方案,帶來基于微信小程序,精準對接節電邀約與居民響應,提高高勢能推廣協同即時激勵:項目得到江西省政府相關部門支持和推廣,自上而下推動節電風尚;微信小程序即時反饋節電量、減碳量、電費紅包獎勵,自下而上巧妙挖潛實現聚沙成塔:聚焦用電高峰時段,巧妙看似不起眼的分散節電量匯聚成“虛擬電廠”,節約巨溢價資金發揮調節作用:以用電尖峰時刻的工業電費溢價補貼居民節電成果,有效平衡電網負荷,既保障“智·享節電”模式將居民家庭的節電行為轉化為助力經濟社會環境協調發展的綠色行動,為城市社區應對第一,打造數字化節電平臺,利用智能電表、微信小程序等數字化工具,實現居民用電數據實時采集與智能分析,提高節電活動的參與度和效率,為全球城市提第三,聚沙成塔構建虛擬電廠,匯聚分散的居民節電行為,打造了一種新型“虛擬電廠”響應模式,為國COP29BakuAZErbaijanCOP29BakuAZErbaijanKindlingtheGreenSparksSDGSolutions特別版特別版Residents'“SmartPowerSaving”Mode-Community-wideActionsonSavingElectricityandReducingCarboninEverydayLifeClimatechangeisamajorcrisisandseverechallengefacinghumanity.Since2000,theannualaveragetemperatureinJiangxiProvincehasbeenrisingatarateof0.40℃perdecade,andboththenumberofhightemperaturedaysandtheheatintensitytherehavebeenascendingnotably.InJuly2023,theaveragetemperatureinJiangxiProvincewas30.3°C,1.4°Chigherthanthesameperiodinpreviousyears.InearlySeptember2024,theaveragemaximumtemperatureinJiangxiProvincewas4.9°Chigherthanthatinthesameperiodoftheyear,whichwasthehighestsince1961.Affectedbycontinuoushightemperaturewmaximumelectricityloadin2024hasreachedanewhighforsixtimes,anincreaseof10.3%comparedwith2023.Residentialpowersavingisofgreatsignificanceduringcanreducegridloadandtakethepressureoffindustrialinthedevelopmentofpowerfacilities,saveresourcesandincreaseenergyefficiency.Giventhis,StateGridJiangxiJiangxiElectricPower),jointlywiththeEnergyAdministrofJiangxiProvince,launchedthe“SmartSharingPowerSaving”campaignwithredpacketssenttoresidentswhosaveelectricity.Bysendingapoaccordingtogridloadandgivingredpacketsforpowersaving,theprojectguidedmorethan21millionhooff-peakpowerandsaveelectricityduringsociallyimportanttimesandpeakhoursofpowerconsumption.IthasbecomeauniversalpowersavingmodelwithJiangxi’scharacteristics.StateGridJiangxiElectricPowerinitiatedaload-gridinteractiveplatforminvolvingtensofmillionsofresidentialusersbasedontheWeChatminiprogram“SmartSharingPowerSaving”.Undertheguidanceofgridloadriskprediction,andbyadoptinganincentivemechanismofgivinga2-yuanredpacketforeverykWhofelectricitysaved,theprojectencouragedresidentstoreducepowerconsumptionduringpeakhours,andtappedresidents’potentialforpowersaving.Everylittlebitofelectricitysavedbyasinglehouseholdcounts,whichcouldreducegridloadduringpeakhours,bothguaranteeingsociety-widestablepowerconsumptionandsavingmuchinvestmentingridcapacityexpansionthatisunnecessaryduringnon-peakhours.Theincentivescomefromthecapitalpoolofpremiumsforindustrialpowerconsumptionduringpeakhours,whichhaveeffectivelybalancedgridloadtosafeguardeconomicoperationandimprovepeople’swell-being,andoptimizedthesociety-widepowerresourceallocation.Basedonreal-timepowerdatacollectedbysmartmeters,theprojectprovideduserswithintuitiveinformationonpowersavingsandcarbonemissionreductionsviatheWeChatminiprogram“SmartSharingPowerSaving”thatintegratesfunctionssuchassign-up,powersavinginvitation,resultsquery,redpacketcollection,andguidanceonwaystosaveelectricity,andgaveredpacketsforpaymentofelectricitybillstimely.Thishasgreatlyenhancedresidents’enthusiasmforparticipationandsenseofaccomplishment.The“SmartSharingPowerSaving”modelfocusesonapplicationscenariossuchaspowerconsumptionbyurbanresidentsandpeakhoursandseasonofpowerconsumption.Byguidingresidentstochangetheirpowerconsumptionbehaviorsandreduceunnecessaryenergyconsumption,theprojecthasledtosignificantpowersavingsandemissionreductions,andeffectivelyalleviatedthesociety-widepowerconsumptionpressure.JointlyadvocatedanddrivenbyJiangxiDevelopmentandReformCommission,JiangxiProvincialGovernmentOfficesAdministration,theEnergyAdministrationofJiangxiProvince,andStateGridJiangxiElectricPower,24residentialpowersavingactivitieshavebeenorganized,involving21millionhouseholds,saving19.7millionkWhofelectricity,directlyreducing19,000tonnesofcarbonemissions,andindirectlysupportingmorethan300millionyuaninindustrialoutput.Theresultingpowersavingsareequivalenttoa“virtualpowerplant”withadailycapacityof600,000kWforresidents,notonlyeffectivelyguaranteeingsafe,stableandorderlypowersupplyduringpeakh
