本文件按照GB/T1.1—2020《標準化工作導則第1部分:標準化文件的結構和起草規則》的規
定起草。
本文件是GB/T45434《中國標準時間》的第1部分。GB/T45434已經發布了以下部分:
——第1部分:通則;
——第2部分:元數據;
——第3部分:公報。
請注意本文件的某些內容可能涉及專利。本文件的發布機構不承擔識別專利的責任。
本文件由中央軍委裝備發展部提出。
本文件由全國北斗衛星導航標準化技術委員會(SAC/TC544)歸口。
本文件起草單位:中國計量科學研究院、中國衛星導航工程中心、北京衛星導航中心、北京無線電
計量測試研究所。
本文件主要起草人:方向、焦文海、王玉琢、張愛敏、史豐豐、張升康、王學運、劉瑩、徐清華、徐金鋒。

引言
標準時間廣泛應用于通信、交通、金融以及科學研究和國防建設等諸多方面,影響著人類生產生活
的方方面面,在現代社會中發揮著不可替代的作用。GB/T45434旨在明確中國標準時間產生、管理與
服務的準則。擬由七個部分構成:
——第1部分:通則。目的在于確立適用于中國標準時間的產生、保持、比對、發布和授時服務的
基本要求。
——第2部分:元數據。目的在于確立適用于中國標準時間產生與發布涉及數據資源的內容和格
式,定義元數據實體及元數據屬性。
——第3部分:公報。目的在于確立適用于中國標準時間公報編制的方法和要求。
——第4部分:基準鐘。目的在于確立適用于中國標準時間產生的基準鐘的報數、使用和評估等
相關要求。
——第5部分:比對鏈路。目的在于確立適用于中國標準時間產生的北斗/全球衛星導航系統
(GNSS)、衛星雙向和光纖時間頻率比對鏈路的使用、管理與維護等相關要求。
——第6部分:發播。目的在于確立適用于技術機構發播中國標準時間信號的要求。
——第7部分:監測。目的在于確立適用于技術機構監測中國標準時間信號的要求。
