$1.8billioninAmericanhighschools,helpingtoopenabout1,000smallschools-mostofthemwithabout400

kidseachwithanaverageenrollmentofonly150pergrade,About500moreareonthedrawingboard.

Districtsalloverthecountryaretakingnotice,alongwithmayorsincitieslikeNewYork,ChicagoandSan

Diego.Themovementincludesindependentpubliccharterschools,suchasNo.1BASISinTucson,withonly

120high-schoolersand18graduatesthisyear.Itembracesdistrict-sanctionedmagnetschools,suchasthe

TalentedandGiftedSchool,with198students,andtheScienceandEngineeringMagnet,with383,which

shareabuildinginDallas,aswellastheCityHonorsSchoolinBuffalo,N.Y.,whichgrewoutofvolunteer

eveningseminarsforstudents.Anditincludesalternativeschoolswithstudentsselectedbylottery(抽簽),

suchasH-BWoodlawninArlington,Va.Andmostnoticeableofall,thereisthephenomenonoflargeurban

andsuburbanhighschoolsthathavesplitupintosmallerunitsofafewhundred,generallyhousedinthe

samegroundsthatonceboastedthousandsofstudentsallmarchingtothesameband.

HillsdaleHighSchoolinSanMateo,Calif,isoneofthose,rankingNo.423-amongthetop2%inthe

country-onNewsweek'sannualrankingofAmerica'stophighschools.Thesuccessofsmallschoolsis

apparentinthelistings.Tenyearsago,whenthefirstNewsweeklistbasedoncollege-leveltestparticipation

waspublished,onlythreeofthetop100schoolshadgraduatingClassessmallerthan100students.This

yearthereare22.Nearly250schoolsonthefull,Newsweeklistofthetop5%ofschoolsnationallyhadfewer

than200graduatesin2007.
