headingfortherocks,pensionersweretakingyoungpeopletothecleaners,andsoontherewouldbeintergenerational

warfare.

Sincethenthedebatehasbecomelessemotional,notleastbecausealotmoreisknownaboutthesubject.Books,

conferencesandresearchpapershavemultiplied.InternationalorganisationssuchastheOECDandtheEUissue

regularreports.Populationageingisoneveryagenda,fromG8economicconferencestoNATOsummits.TheWorld

EconomicForumplanstoconsiderthefutureofpensionsandhealthcareatitsprestigiousDavosconferenceearly

nextyear.Themedia,includingthisnewspaper,aregivingthesubjectextensivecoverage.

Whetherallthatattentionhastranslatedintosufficientactionisanotherquestion.Governmentsinrichcountries

nowacceptthattheirpensionandhealth-carepromiseswillsoonbecomeunaffordable,andmanyofthemhave

embarkedonreforms,butsofaronlytimidly.Thatisnotsurprising:politicianswithaneyeonthenextelectionwill

hardlyrushtointroduceunpopularmeasuresthatmaynotbearfruitfbryears,perhapsdecades.

Theoutlineofthechangesneededisclear.Toavoidfiscal(財政)meltdown,publicpensionsandhealth-care

provisionwillhavetobereinedbackseverelyandtaxesmayhavetogoup.Byfarthemosteffectivemethodto

restrainpensionspendingistogivepeopletheopportunitytoworklonger,becauseitincreasestaxrevenuesand

reducesspendingonpensionsatthesametime.Itmayevenkeepthemalivelonger.JohnRother,theAARP'sheadof

policyandstrategy,pointstostudiesshowingthatotherthingsbeingequal,peoplewhoremainatworkhavelower

deathratesthantheirretiredpeers.

Youngerpeopletodaymostlyacceptthattheywillhavetoworkfbrlongerandthattheirpensionswillbeless

generous.Employersstillneedtobepersuadedthatolderworkersareworthholdingonto.Thatmaybebecausethey

havehadplentyofyoungeronestochoosefrom,partlythankstothepost-warbaby-boomandpartlybecauseoverthe

pastfewdecadesmanymorewomenhaveenteredthelabourforce,increasingemployers5choice.Butthereservoirof

womenableandwillingtotakeuppaidworkisrunninglow,andthebaby-boomersaregoinggrey.

Inmanycountriesimmigrantshavebeenfillingsuchgapsinthelabourforceashavealreadyemerged(and

rememberthattherealshortageisstillaroundtenyearsoff).Immigrationinthedevelopedworldisthehighestithas

everbeen,anditismakingausefuldifference.Instill-fertileAmericaitcurrentlyaccountsforabout40%oftotal

populationgrowth,andinfast-ageingwesternEuropeforabout90%.

Onthefaceofit,itseemstheperfectsolution.Manydevelopingcountrieshavelotsofyoungpeopleinneedof

jobs;manyrichcountriesneedhelpinghandsthatwillboosttaxrevenuesandkeepupeconomicgrowth.Butoverthe

nextfewdecadeslabourforcesinrichcountriesaresettoshrinksomuchthatinflowsofimmigrantswouldhaveto

increaseenormouslytocompensate:toatleasttwicetheircurrentsizeinwesternEurope'smostyouthfulcountries,

andthreetimesintheolderones.Japanwouldneedalargemultipleofthefewimmigrantsithasatpresent.Public

opinionpollsshowthatpeopleinmostrichcountriesalreadythinkthatimmigrationistoohigh.Furtherbigincreases

wouldbepoliticallyunfeasible.

Totackletheproblemofageingpopulationsatitsroot,“old”countrieswouldhavetorejuvenate(使年輕)

themselvesbyhavingmoreoftheirownchildren.Anumberofthemhavetried,somemoresuccessfullythanothers.

Butitisnotasimplematterofofferingfinancialincentivesorprovidingmorechildcare.Modemurbanlifeinrich

countriesisnotwelladaptedtolargefamilies.Womenfindithardtocombinefamilyandcareer.Theyoften

compromisebyhavingjustonechild.

Andiffertilityinageingcountriesdoesnotpickup?Itwillnotbetheendoftheworld,atleastnotforquitea

whileyet,buttheworldwillslowlybecomeadifferentplace.Oldersocietiesmaybelessinnovativeandmore

stronglydisinclinedtotakerisksthanyoungerones.By2025atthelatest,abouthalfthevotersinAmericaandmost

ofthoseinwesternEuropeancountrieswillbeover50-andolderpeopleturnouttovoteinmuchgreaternumber

thanyoungerones.Academicstudieshavefoundnoevidencesofarthatoldervotershaveusedtheirpoweratthe

ballotboxtopushforpoliciesthatspecificallybenefitthem,thoughifinfuturetherearemanymoreofthemthey

mightstartdoingso.

Noristhereanysignoftheintergenerationalwarfarepredictedinthe1990s.Afterall,olderpeoplethemselves

mostlyhavefamilies.Inarecentstudyofparentsandgrown-upchildrenin11Europeancountries,KarstenHankof

MannheimUniversityfoundthat85%ofthemlivedwithin25kmofeachotherandthemajorityofthemwereintouch

atleastonceaweek.

Evenso,theshiftinthecentreofgravitytoolderagegroupsisboundtohaveaprofoundeffectonsocieties,not

justeconomicallyandpoliticallybutinallsortsofotherwaystoo.RichardJacksonandNeilHoweofAmerica*s

CSIS,inathoughtfulbookcalledTheGrayingoftheGreatPowers,arguethat,amongotherthings,theageingofthe

developedcountrieswillhaveanumberofserioussecurityimplications.

Forexample,theshortageofyoungadultsislikelytomakecountriesmorereluctanttocommitthefewtheyhave

tomilitaryservice.Inthedecadesto2050,Americawillfinditselfplayinganever-increasingroleinthedeveloped

world*sdefenceeffort.BecauseAmerica,spopulationwillstillbegrowingwhenthatofmostotherdeveloped

countriesisshrinking,Americawillbetheonlydevelopedcountrythatstillmattersgeopolitically(地緣政治上).
