Thisdocumentcoversthedesignandmanufacturing,installationandtesting,operationandmaintenanceforvehiclefuellingappliances(VFAs)-theassembliesofthepressureequipmentwith

—maximumcompressorflowrate20scm/h,—maximumfuellingpressure200barat15℃,

intendedforthenon-commercialfuellingofnaturalgasvehicles(NGVs)withcompressednaturalgas(CNG).

ThisdocumentisapplicabletoVFAssuppliedwithnaturalgasasdefinedinlocalapplicablegascompositionregulationsorEN16723-2,orwithothergasesmeetingtheserequirementsincludingbiomethane,upgradedcoal-bedmethane(CBM)andgasfromliquefiednaturalgas(LNG)vaporizer(on-siteoroff-site).

5Riskmanagement

Riskassessmentshallincludedesign,construction,operationandmaintenanceoftheVFA.Theriskassessmentprocessshallbeusedtoevaluatetheconsequencesofhazardouseventsandtodetermineappropriatemeansofriskreductionand/ormitigationofconsequences.

TheVFAshallbedesignedtominimizerisktousers,servicingpersonnel,properties,andenvironment.

Themanufacturershallfollowtheguidelinesfromsuitablestandards,e.g.:ENISO12100,ENIEC31010:2019,ISO31000:2018andENISO13849-1.Measurestoreducefireandexplosionrisksshallbeapplied,includingbutnotlimitedto:

a)preventionoftheformationofaflammableorexplosivemixture(gasleakages);

b)preventionofstaticchargebuild-up;

c)avoidanceofignitionsources;

d)mitigationoftheeffectsofafireorexplosion.

6.2Generalrequirements

3)Thenumberofconnectionsandotherpossiblepointsofleakageorreleaseofgastotheatmosphereintheinstallationandequipmentshallbeminimized.

4)Thegenerationofthepossibilityofaconfinedexplosiveatmosphereshallbeavoided.

5)Fireandexplosionriskpreventionshalltakeintoaccountforeseeablemalfunctionsandmisuse.

6)Themountingofequipmentshallbesuitableforlocalconditions.

7)BarriersorothermechanismstoprotecttheVFAfromcollisiondamageshallbeprovided,iftheVFAisexposedtotheriskofvehiclecollision.

8)TheVFAshallshutdownsafelyintheeventofalossofpower.

9)TheVFAshallhavemeansofensuringthatoilcarryoverfromthecompressor,dust,waterandothercontaminantsinthegasstreammeettherequirementsofEN16723-2.

10)Thespecificclimaticconditionsofthesitelocationandexpectedminimumandmaximumtemperaturesduringoperationshallbetakenintoaccount.

11)Meansensuringamaximumtemperaturecompensatedfuellingpressureof200barat15℃shallbeprovided.

AllVFAcomponents,pipingandfittingsshallbemanufactured,markedandassembledinamannersuitablefortheirintendeduse,applyingtheprinciplesofsoundengineeringpractice,tobesuitableforthefullrangeofpressures,temperatures,weatherconditionsandloadingswhichcanoccurundernormalandfaultconditions.

6.3Materials

Allmaterialsshallbe:

a)suitablefortheirintendedapplication;

b)resistanttotheratedtemperatureextremes,corrosion,moisture,naturalgasorbiomethaneandaging.

ThemanufactureroftheVFAshallensurethatallmaterialsusedfortheconstructionofthecomponentsconformtotheirspecifications.ThemanufactureroftheVFAshalldocumentthecompliancewiththematerialspecificationsbyusingmaterialswhicheithercomplywithharmonizedstandardsorarecoveredbyEuropeanapprovalofpressureequipmentmaterials.

6.4InternalsystemsandcomponentsofVFA

6.4.1Fueldeliverysystem

General

ThefueldeliverysystemisintendedtoprovideNGVfuellinguptoamaximumtemperaturecompensatedfuellingpressure200barat15℃.Thefueldeliverysystemshallcontainafuellinghosewithfuellingnozzleandbreak-awaydevice.

Fuellinghose

Thefollowingrequirementsapplytoafuellinghose:

ThefuellinghoseshallbedesignedandmanufacturedforCNGservice.Thefuellinghoseshallbepermanentlymarkedaccordingly.

2)Thefuellinghoseshallbesuitableforuseatatemperaturerangeof-40℃to65℃.

3)TheMAWPshallbepermanentlymarkedonthefuellinghosebythemanufacturer.

4)Thefuellinghoseshallbesubjecttothepropertesting.Testingshallbedoneinaccordancewithapplicableregulations.

5)Thefuellinghosematerialsshallberesistanttothedegradingeffectsofcommonautomotivefluidswithwhichtheycancomeincontact.
