1.INTRODUCTION

1.1TheKuwaitOilCompany(K.S.C.)(theCompany)isaState-ownedcompany,engaged

inexploration,developmentandproductionofcrudeoilandnaturalgasresourcesfrom

Kuwait'soilfieldsandexportthroughmarineterminals.

1.2TheCompanyrequirestheservicesofspecializedContractor(s)capableofproviding

CoiledTubingandAssociatedServicesforrigandrig-lessjobsinwellsinextreme

climaticconditions,andhavethecapability,personnel,material,equipmentand

technologytoprovidesuchServices.

1.3Accordingly,theCompanyisseekingtopre-qualifycompanies(Applicants)withproven

capabilitiesandexperienceintheabovestatedServiceandnowinvitesinterested

Applicantstosubmitfulldetailsoftheirexperienceinaccordancewiththeattached

questionnaireandthePre-qualificationdocuments.

1.4Theresultofthispre-qualificationexercisewillbethedevelopmentoflistsofcompanies

towhomInvitationstoTenderfortheServicesmaybeissued.

1.5PleasenotethatthisisnotanInvitationtoTenderandquotationsarenotrequiredat

thisstage.

2.PURPOSEOFTHEDOCUMENTS

2.1AllApplicantswillberequiredtosubmitadetailedandcomprehensivepre-qualification

submission("theSubmission"),forreviewbytheCompany.TheSubmissionshallbe

preparedinaccordancewiththeguidelinesandinstructionssetoutinthispre-

qualificationdocumentandshallsetforthinaclearandprecisemannertheircompetence

andsuitabilityforcarryingouttheServices.

2.2Pre-qualificationofApplicantsforfutureparticipationintheCompany'sTenderfor

similarServicesshallbemadesolelyonthebasisoftheinformationsuppliedinthe

Applicant'sSubmissions.AllApplicantsareadvisedthattheCompany,atitsownoption,

maychoosetovisittheApplicant'sfacilities.TheApplicantsshallallow/givesuch

accesstotheCompanytosatisfyitselffullyabouttheApplicant'sSubmission,orany

partthereof.Anadvancenoticewouldbegiventotheapplicantsregardingthisvisit.

3.GUIDELINESFORPRE-QUALIFICATION

3.1TheCompanyisundernoobligationtogivereasonsforacceptanceorrejectionofany

Applicant.Applicantsshalldemonstratetheircompetenceintheattached

questionnaire.

3.2TheApplicantmusthavecurrentresources(equipment,manpowerandfinancial),and

thatadditionalworkofthemagnitudebeingconsideredbytheCompanywouldnot

stretchtheApplicant'scapabilities.

3.3TheApplicantisadequatelystaffedwithskilledandexperiencedpersonnelandhas

otherresourcessufficienttomeettheoperationalrequirement.Keyoperational

personnelmainlytheOperationManagers/SupervisorsandEngineers/Operators

shouldhaveadequaterelevantexperience.

3.4TheApplicantwillneedtodemonstratethatithasabilitytoprovideadditional

personnelandresourcestoboosttheApplicant'scapability,ifnecessary,intheevent

ofawardofworkbytheCompany.

3.5TheApplicant'spersonneltobeengagedonthesiteshallbephysicallyfitforwork

exposureinextremeweatherconditionsofKuwait.

4.INSTRUCTIONSTOAPPLICANTS

4.1TheApplicantmustanswerallpartsofthequestionnaireandprovidetheinformation

requiredinEnglish.Failuretocomplyshallresultintherejectionofapplication.

4.2Answerstoquestionsandinformationsuppliedmustbeaccurateandunambiguous.

Additionalpagesmaybeinsertedintheeventadditionalspaceisneededfbrreplyingto

thequestions.AnyadditionalinfoimationthattheApplicantwishestooffershouldbe

clearlyseparatedfromspecificresponseswithinthesinglebounddocumenttobe

submitted.Pleasedonotincludecompanyreportsorotherhand-outsofanadvertising

natureunlesstheycontainrelevantandspecificinformationrequestedinthe

questionnaire.

4.3TheCompanyhastherighttocarryoutaSiteVisitofApplicant9sOperationalBaseto

audititssubmittal,alsovisitorcontacttoverifytheinformationprovidedrelatingtoits

currentorpreviousclients/customers.

4.13LocalKuwaitiCompaniesthathavenoparticular“CoilTubing&Associatedservices”

operationalexperienceoftheirownbuttheyhaveaminimumofsixyearsofoilfield

operationalexperience,locallyorinternationallyandtheywanttojointlyexecutethe

projectinfuturewithanexperiencedinternational"CoilTubing&associatedServices^^

providerCompany,inthiscasetheycouldalsosubmitthePQapplicationonbehalfof

theirpartnerinternationalcompany.Howeverthefollowingconditionswillapply:

?TherepresentingLocalKuwaitiCompanyshouldhaveaminimumofsixyearsof

experienceinprovidingtheoilfieldoperationalservices,locallyorinternationally

andtheyhavetoprovetheireligibilityintermsofitsoilfieldoperationalservices

experience.

?Itshouldalsohavea"ServiceAgreement^^withitspartnerinternationalCoilTubing

&AssociatedServicesProviderCompanyandshouldhavetoproveitslegitimate

serviceagreementwithitspartnerInternationalCompany.

?Insuchparticularcase,forPQpurpose,theeligibilityofitspartner(International

experiencedCoilTubing&AssociatedServicesProviderCompany)willbe

evaluatedasthemain“Applicant”inallaspectsofTechnical,HSEandFinancial.

?HoweverthelocalKuwaitiCompanywillbeinthefrontlineallthetimes.Itis

importanttonotethatinthiscase,allthecorrespondenceofthisPQwillbethrough

theLocalKuwaitirepresentativeCompany.

?OnlyoilfieldoperationalservicesexperiencesaretobeconsideredforsuchLocal

Kuwaiticompanies.Salestypecontractsorexperienceshouldbeconsideredand

verystraightawayrejected.

?AnycompanythatisalreadyonKOC'sprequalified/approvedlistforthesaid

serviceswillnotbeallowedtoappearinthisPQthroughanyotherKuwaiti

Company,showingitselfasaServicepartner.

?Pre-qualification(ofsuccessfulApplicants)shallbegrantedtotheLocalKuwaiti

representativeCompanyonly,withaconditionthatitwillretainitspartnershipstatus

andjointlyexecutetheprojectifawardedinfuture.

?TheKuwaitirepresentativeCompanyalsorequiredfillingoutSection-7and

Attachment-Al-3(detailsofitsExperienceandServiceagreement)submitting

along-withthisPQ.

?AllthetermsandconditionsofthisPQwillbeapplicabletoboththecompanies.

4.14Bysubmittalofanapplication,theApplicantpermitstheCompanyto:-

a)TakeanystepswhichtheCompanyconsidersnecessarytoauditorverifythe

informationcontainedintheapplication,and;

b)VisittheApplicant'sofficesandfacilitieswherevertheymaybelocatedbut

subjecttoapriornotification.

5.2TheApplicantshallbeapprovedunderallaboveareasinordertobeconsideredas

approved/qualifiedfortherelatedPQservices;anyrejectionunderoneoftheabove

5.3Duringevaluation,clarificationprocessmaybeconducted,inordertoclarify/requesting

foranymissingdocumentsorinformation,theApplicantisrequestedtoresponseonany

clarificationwithintheperiodspecifiedthroughtheclarificationfacsimile/e-mail,failure

ofresponseshallleadtorejectionofthePQApplication.

5.4ApplicantshallallowKOCtovisitApplicant'sofficesandfacilitieswherevertheymay
