4、尤其是小企業)的融資困難,支持和促進中小企業發展,現提出如下意見:一、進一步推動中小企業信貸管理制度的改革創新(一)深化認識、轉變觀念,切實提高對中小企業的金融服務水平。金融系統要深入學習貫徹 HYPERLINK javascript:SLC(40271,0) 中華人民共和國中小企業促進法、 HYPERLINK javascript:SLC(121684,0) 國務院關于進一步促進中小企業發展的若干意見、 HYPERLINK javascript:SLC(130117,0) 國務院關于鼓勵和引導民間投資健康發展的若干意見(國發201013號)等國家法律法規和政策的要求,進一步增強做好中小企業金

5、融服務的責任感和大局意識,切實改變經營和服務理念。要把改進中小企業金融服務、擴大中小企業信貸投放作為各銀行業金融機構開展信貸經營業務的重要戰略,確保小企業信貸投放的增速要高于全部貸款增速,增量要高于上年。(二)改造審批流程、提高審批效率,確保符合貸款條件的中小企業獲得方便、快捷的信貸服務。各金融機構要對中小企業設立獨立的審批和信貸準入標準,壓縮中小企業貸款審批流程,切實提升貸款審批效率。鼓勵有條件的銀行為中小企業開辦一站式金融服務。積極推廣靈活高效的貸款審批模式。研究推動小企業貸款網絡在線審批,建立審批信息網絡共享平臺。(三)堅持有保有壓、明確支持重點,積極推動符合國家產業政策要求的中小企業健

6、康發展。優先滿足中小企業符合國家重點產業調整和振興規劃要求的新技術、新工藝、新設備、新材料、新興業態項目資金需求,加大對具有自主知識產品、自主品牌和高附加值拳頭產品中小企業的支持,提升中小企業自主創新能力和國際競爭力。嚴格控制過剩產能和“兩高一資”行業貸款,鼓勵對納入環境保護、節能節水企業所得稅優惠目錄投資項目的支持,促進中小企業節能減排和清潔生產。鼓勵金融機構支持東部地區先進中小企業通過收購、兼并、重組、聯營等多種形式,加強與中西部地區中小企業的合作,有序實現產業轉移。加快推動發展文化創意、服務外包以及其他就業吸納能力強、市場需求大的服務業中小企業發展。(四)實施小企業金融服務差異化監管。銀

7、監會派出機構要因地制宜制定科學、審慎的小金融機構市場準入細則,實行分類監管、差異化監管,不斷提高監管技術和監管有效性。小企業金融服務專營機構要進一步落實小企業金融服務“四單”原則,既單列信貸計劃、單獨配置人力資源和財務資源、單獨客戶認定與信貸評審、單獨會計核算,構建專業化的經營與考核體系。各金融機構要增強風險管理意識,針對小企業客戶風險狀況,制定風險管理業務規則,培養熟悉小企業業務的風險管理經理,逐步建立與小企業業務性質、規模和復雜程度相適應、完善、可靠的市場風險管理體系。認真貫徹落實對小企業授信工作的相關規定,制定小企業信貸人員盡職免責機制,切實做到盡職者免責,失職者問責。(五)推動適合中小

8、企業需求特點的金融產品和信貸模式創新。鼓勵銀行業金融機構在有效防范風險的基礎上,推動動產、知識產權、股權、林權、保函、出口退稅池等質押貸款業務,發展保理、福費廷、票據貼現、供應鏈融資等金融產品。探索開展依托行業協會、農村專業經濟組織、社會中介等適合中小企業需求特點的信貸模式創新。加大電子銀行業務宣傳,引導和督促銀行業金融機構提高電子商業匯票在中小企業客戶中的使用率。鼓勵金融機構依法合規開展同業合作,穩步發展貸款轉讓業務,合理調劑信貸資源,增加對中小企業的貸款支持。二、 建立健全中小企業金融服務的多層次金融組織體系(六)提高大型銀行對中小企業的服務意識和能力。國有商業銀行和股份制商業銀行要繼續推

9、進中小企業金融服務專營機構建設。大型銀行在已建立中小企業金融服務專營機構基礎上,要進一步向下延伸服務網點,切實做到單獨統計和調控,完善評審機制,使專營機構充分發揮作用,實現中小企業尤其是小企業金融業務的針對性服務。中國郵政儲蓄銀行要加快改造機構網點,完善小額貸款功能,創新信貸產品,提升對微小企業、個體工商戶等重點客戶的金融服務。(七)積極發揮中小商業銀行支持中小企業發展的重要作用。中小商業銀行要準確把握“立足地方、服務中小”的市場定位,把支持地方經濟發展,支持中小企業、私人企業以及個體工商戶作為工作重點,努力打造自身“服務中小企業”品牌。充分發揮中小商業銀行的地緣優勢,挖掘企業信用信息,為降低

10、中小企業融資門檻創造良好環境。建立穩定的信貸員隊伍,以適應中小企業特點為標準,探索提供延伸服務,較好滿足中小企業的特殊金融服務需求。取消符合條件的中小商業銀行分支機構準入數量限制,鼓勵其優先到西部和東北地區等金融機構較少、金融服務相對薄弱地區設立分支機構。(八)推動服務縣域中小企業的新型農村金融機構和小額貸款公司穩步發展。鼓勵各銀行業金融機構到金融服務空白鄉鎮開設村鎮銀行和貸款公司。堅持小額貸款公司風險防范和規范發展并重,支持符合條件的小額貸款公司轉為村鎮銀行。大中型商業銀行在防范風險的前提下,為小額貸款公司提供批發資金業務,但小額貸款公司從銀行業金融機構可獲得融資資金的余額,不得超過資本凈額

11、的50%。三、拓寬符合中小企業資金需求特點的多元化融資渠道(九)完善中小企業股權融資機制,發揮資本市場支持中小企業融資發展的積極作用。鼓勵風險投資和私募股權基金等設立創業投資企業,逐步建立以政府資金為引導、民間資本為主體的創業資本籌集機制和市場化的創業資本運作機制,完善創業投資退出機制,促進風險投資健康發展。加大中小企業上市前期輔導培育力度,支持自主創新和有發展前景的中小企業發行上市。積極發展中小板市場,加快發展創業板市場,努力擴大中小企業上市規模。建立和完善中小板和創業板上市公司再融資及并購制度,完善中小企業上市育成機制。積極推進證券公司代辦股份轉讓系統非上市股份有限公司股份報價轉讓試點,適

12、時將試點擴大到其他具備條件的國家級高新技術園區,完善監管和交易制度,改善科技型中小企業融資環境。(十)逐步擴大中小企業債務融資工具發行規模。積極推進完善短期融資券、中小企業集合債券和集合票據的試點工作,適當簡化審批手續,對中小企業發行債務融資工具實行綠色通道。對符合國家政策規定的中小企業發行直接債務融資工具的,鼓勵中介機構適當降低收費,減輕中小企業的融資成本負擔。培育銀行間債券市場合格投資者,為中小企業直接融資市場創造條件。進一步完善風險控制、信用增進等相關配套機制,為優質中小企業在債務融資工具發行階段提供信用增進服務。(十一)大力發展融資租賃業務。扎實推進擴大商業銀行設立金融租賃公司試點工作

13、。支持金融租賃公司按照“商業持續”原則,開展中小企業融資租賃業務創新。完善融資租賃公示登記系統,加強融資租賃公示系統宣傳,提高租賃物登記公信力和取回效率,為中小企業融資租賃業務創造良好的外部環境。加強對融資租賃業務的指導監督,促進融資租賃行業規范化,管理統一化,合同統一化,在規避風險的同時保證融資租賃有序、規范發展。四、大力發展中小企業信用增強體系(十二)加強對融資性擔保公司的日常監管。督促融資性擔保公司依法合規審慎經營,嚴格控制風險集中度和關聯方擔保。指導融資性擔保公司加強資本金管理和內控機制建設,不斷提高風險管理水平。將擔保機構經營情況納入人民銀行企業征信系統實施統一管理。推動地方政府建立

14、各類小企業貸款風險補償基金、融資擔保基金、非營利性小企業再擔保公司、貸款獎勵基金,合理分擔小企業貸款風險。貫徹落實擔保行業各項法規,完善規章制度建設,盡快形成以出資人自我約束為監管基礎,以地方政府部門為監管主體,全國統一規范運營的擔保體系,提高融資性擔保公司資金使用效率。(十三) 完善創新適合中小企業需求特點的保險產品。繼續推動科技保險發展,為高新技術型中小企業提供創新創業風險保障。積極發展信用保險和短期抵押貸款保證保險等新型保險產品,鼓勵保險機構積極開發為中小企業服務的保險產品。科學合理地厘定針對中小企業的保險費率,提高保險機構為中小企業提供保險服務的積極性。繼續落實對中小商貿企業投保國內貿

15、易信用險給予保費補助政策。(十四)推進中小企業信用體系建設。加強中小企業信用宣傳,增強中小企業信用意識。多渠道采集中小企業信息,擴大、豐富中小企業信用檔案信息,結合企業和個人信用信息基礎數據庫,提高對中小企業的信用信息服務水平。推進中小企業信用制度建設,建立多層次的中小企業信用評估體系,發揮信用擔保、信用評級和信用調查等信用中介的作用,增進中小企業信用。開展信用培植、延伸金融服務,提高中小企業融資機會。在有條件的地區開展中小企業信用體系試驗區建設,探索建立中小企業征信系統。(十五)建立健全信息溝通機制,創造良好生態環境。鼓勵舉辦多種銀企對接活動,為銀行業金融機構和中小企業提供交流合作的機會。向

16、中小企業提供融資輔導和咨詢服務,幫助和支持中小企業健全企業制度,強化內部管理,提高生產經營信息的透明度,有效減少借貸雙方信息不對稱,增強中小企業市場融資能力。建立合作平臺,發揮行業協會、民間商會、工商聯等在銀企對接中的橋梁作用,爭取在信息搜集、客戶篩選、風險防范等方面取得成效。五、多舉措支持中小企業“走出去”開拓國際市場(十六)充分發揮中小企業出口信用保險的作用,加大優惠出口信貸對中小企業的支持力度,支持中小企業開拓國際市場。鼓勵和支持中小企業在跨境貿易試點地區使用人民幣進行計價結算。鼓勵金融機構提高服務質量,幫助中小企業降低成本,拓展業務。(十七)改進中小企業外匯管理,為中小企業提供便利。減

17、少中資企業和外資企業在借用外債政策方面的差別,允許有借款能力和資金需求的各類中資企業對外借款以滿足其境外資金需求。支持中小企業購匯對外投資。六、加強部門協作和監測評估機制建設(十八)各級金融管理部門要密切配合,加強協作,督促和指導政策的貫徹落實工作,在政策規劃、機構建設、人員培訓、宣傳服務等方面加強合作交流,建立信息共享和工作協調機制,建立定期通報制度。要建立健全中小企業信貸政策導向效果評估制度,將中小企業貸款納入信貸政策導向效果評估內容,對中小企業信貸業務設立單獨的考核指標,定期公布考核結果并上報人民銀行總行,督促金融機構提高對中小企業的信貸支持力度。要加強中小企業信貸統計監測與分析,督促各

24、State Council on Further Promoting the Development of Small and Medium Enterprises (No.36 2009 of the State Council), further improve the financial services for small and medium enterprises, broaden financing channels, make efforts to alleviate the difficulties of small and medium enterprises (espec

25、ially small enterprises) in financing, and support and promote the development of small and medium enterprises, we hereby put forward the following opinions:I. Further promoting the reform and innovation of the credit management system of small and medium enterprises1. Deepening our thoughts, transf

26、orming our ideas, and effectively improving the level of the financial services for small and medium enterprises. The financial system shall deeply study and implement the HYPERLINK javascript:ESLC(40271,0) Law of the Peoples Republic of China on the Promotion of Small and Medium Enterprises, HYPERL

27、INK javascript:ESLC(121684,0) Several Opinions of the State Council on Further Promoting the Development of Small and Medium Enterprises, HYPERLINK javascript:ESLC(130117,0) Several Opinions of the State Council on Encouraging and Guiding the Healthy Development of Private Investment (No.13 2010 of

28、the State Council) and other laws, regulations and policies of the state, further strengthen the sense of responsibility and sense of overall situation for doing a good job in the financial services for small and medium enterprises, and practically change the ideas of operation and service. We shall

29、 take the improvement of the financial services for small and medium enterprises and the extension of granting of credit to small and medium enterprises as an important strategy for all banking financial institutions to carry out the credit operation business, and make sure that the increasing speed

30、 of the granting of credit to small enterprises is higher than that of all credits, and the increasing amount thereof shall be higher than that of the previous year.2. Reforming the approval process, increasing the approval efficiency, and making sure that small and medium enterprises which meet the

31、 credit conditions obtain convenient and prompt credit service. All financial institutions shall establish an independent standard for the approval and admission of credit for small and medium enterprises, reduce the approval process of the credit for small and medium enterprises, and effectively in

32、crease the efficiency of the approval for credit. We shall encourage qualified banks to open one-stop financial service for small and medium enterprises, actively popularize the flexible and highly efficient mode of the approval for credit, study and promote the online approval of the credit for sma

33、ll enterprises, and establish a network platform for the share of approval information.3. Sticking to the principle of “encouragements and discouragements”, clarifying the key supporting points, and actively promoting the healthy development of small and medium enterprises which meet the requirement

34、s of the state industrial policy. We shall give priority to the fund demand from the projects of new technologies, new techniques, new equipment, new materials and newly-emerged business forms, which conform to the requirements of the plans for restructuring and revitalizing key industries, of small

35、 and medium enterprises, give more support to small and medium enterprises which have products and brands with independent intellectual property and hit products with high added value, and improve the independent innovation capability and international competitiveness of small and medium enterprises

36、. We shall strictly control the credit for industries with overcapacity and “high pollution, high energy consumption and resource dependent” ones, encourage the support to the investment projects included into the catalogue of enterprise income tax preferences for enterprises of environmental protec

37、tion and energy and water conservation, and promote the energy conservation, emission reduction and clean production of small and medium enterprises. We shall encourage financial institutions to support the advanced small and medium enterprises in the eastern region to strengthen their cooperation w

38、ith small and medium enterprises in the central and western regions in multiple forms of acquisition, merger, restructuring, joint operation, etc. to orderly realize the industrial transfer. We shall accelerate and promote the development of small and medium enterprises of cultural originality and s

39、ervice outsourcing in service industries and other enterprises with high capacity for occupation absorption and large market demand.4. Implementing differentiated supervision on the financial service for small enterprises. Dispatched offices of the CBRC shall formulate scientific and cautious regula

40、tions on the market access of small financial institutions according to the local conditions, carry out classified and differentiated supervision, and increasingly improve the supervision technologies and effectiveness. Specialized institutions providing financial services for small enterprises shal

41、l further implement the “four separates” principle of the financial service for small enterprises, namely separate credit program, separate allocation of human resources and financial resources, separate client identification and credit review and separate accounting, and establish specialized opera

42、tion and evaluation system. All financial institutions shall enhance the awareness of risk management, formulate business rules of risk management pertinent to the risk situation of small enterprise clients, train risk managers who are familiar with the business of small enterprises, and build up a

43、perfect and reliable market risk management system adapting to the business nature, scale and complexity of small enterprises. We shall earnestly implement the relevant provisions on the granting of credits to small enterprises, establish the mechanism of liability exemption for those credit personn

44、el of small enterprises who have duly performed their functions, and practically realize liability exemption for those duly performing their functions, and those that have neglected their duties shall be subject to liabilities.5. Promoting the innovation of the financial products and credit models w

45、hich meet the characteristics of the small and medium enterprises demands. We shall encourage banking financial institutions to push forward pledge loans business on movables, intellectual property, stock rights, forest ownership, letter of guarantee, export rebates pool, etc., and develop such fina

46、ncial products as factoring, forfeiting, bill discount, supply chain financing, etc. based on effectively preventing risks. We shall explore to carry out the innovation on credit models by relying on industry associations, rural specialized economic organizations, social intermediaries, etc. which m

47、eet the characteristics of the small and medium enterprises demands. We shall make more efforts in the publicity of electronic banking, guide and supervise banking financial institutions to increase the utilization rate of electronic commercial bills by clients of small and medium enterprises. We sh

48、all encourage financial institutions to carry out same-business cooperation according to laws and regulations, steadily develop loan transfer business, reasonably adjust credit resources, and increase the loan support to small and medium enterprises.II. Establishing and improving the multilevel fina

49、ncial organizational system of the financial services for small and medium enterprises6. Improving the service consciousness and ability of large banks to small and medium enterprises. State-owned commercial banks and joint stock commercial banks shall continuously promote the construction of the sp

50、ecialized institutions providing financial services for small and medium enterprises. Large banks shall, based on the established specialized institutions providing financial services for small and medium enterprises, further extend their service networks downwards, effectively realize independent s

51、tatistics and regulation, improve the review mechanism, bring into full play the role of specialized institutions, and realize the pertinent financial service for small and medium enterprises especially small enterprises. Postal Savings Bank of China shall accelerate the reform of the network of ins

52、titutions, improve the function of petty loan, innovate on credit products, and improve the financial service for such key clients as micro-enterprises, individual business, etc.7. Actively giving play to the important role of small and medium commercial banks in supporting the development of small

53、and medium enterprises. Small and medium commercial banks shall correctly grasp the market positioning of “keeping a foothold at localities and servicing the small and medium enterprises”, take supporting the development of local economy, supporting small and medium enterprises, private enterprises

54、and individual business as job objectives, and make efforts to build their brand of “service for small and medium enterprises”. We shall give full play to the geographical advantages of small and medium commercial banks, excavate the credit information of enterprises, and create a good environment f

55、or lowering the threshold for the financing of small and medium enterprises. We shall build a steady credit clerk team, take meeting the characteristics of small and medium enterprises as a standard, explore to provide extended services, and better meet the demands of special financial services by s

56、mall and medium enterprises. We shall cancel the quantity limitation on the admission of branches of qualified small and medium commercial banks, and encourage them to give priority to establishing branches in the western and northeast regions where there are fewer financial institutions and where t

57、he financial service is relatively weak.8. Promoting the steady development of new type rural financial institutions and small loan companies servicing small and medium enterprises in county regions. We shall encourage banking financial institutions to open village banks and finance companies in vil

58、lages and towns with no financial service. We shall pay equal attention to the risk prevention and normative development of small loan companies, and support qualified small loan companies to turn into village banks. Large and medium commercial banks shall, on the premise of preventing risks, provid

59、e wholesale funds business for small loan companies, but the balance of the financing funds available from banking financial institutions to small loan companies shall not exceed 50% of the net capital.III. Broadening the diversified financing channels which meet the characteristics of the small and

60、 medium enterprises fund demand 9. Improving the equity financing mechanism of small and medium enterprises, and giving play to the active role of the capital market in supporting the financing development of small and medium enterprises. We shall encourage risk investment and private equity fund to
