CodeofEthicsforSocialWorkersKeypoints2.Socialworkersshallhavetheresponsibilitytosafeguardhumanrightsandpromotesocialequityandjustice.1.Professionalethicsofsocialworkisasetofbehaviornormstoguidetheprofessionalstafftocorrectlyperformtheirresponsibilitiesandobligationsandpreventmoralhazard.3.Intheprofessionalethicsofsocialwork,therearecorevaluesofsocialwork,whichcompriseservice,socialjustice,dignityandworthoftheperson,importanceofhumanrelationships,integrity,andcompetence.【Introduction】導言倫理是人們在人際關系方面所持有的價值信念和行為準則,包括個人的自我行為控制和調節以及對他人的行為期望標準。在社會工作倫理的細則方面,各個國家和地區社會工作倫理守則之間有一些差異。這不僅因為各國各地的社會工作專業化水平不同,還因為法律體系和社會制度不同,而且還有文化差異。社會工作專業倫理可以概括為如下一些方面:
1.對案主:對當事人的承諾,幫助案主解決問題;尊重服務對象的自決權;尊重服務對象知情同意的權利;在自己能力范圍內提供服務;妥善處理工作過程中可能發生的利益沖突;尊重服務對象的隱私權并加以保密;謹慎對待與服務對象的肢體接觸;確保服務中斷后的持續服務;遵循服務終止的原則等。

3.對服務機構:社會工作者應該遵守對服務機構作出的承諾。
4.對專業:維持專業的正直;社區服務;發展專業知識。
5.對社會:促進普遍福利。社會工作者應該促進社會的普遍福利的增長。

rulingsbaseduponit.I.BasicIdeasofSocialWorkSocialworkersshallhavetheresponsibilitytosafeguardhumanrightsandpromotesocialequityandjustice.Themaingoalofsocialworkersistoassistpeopleinneedtohelpthemselveswithinthescopepermittedbythecurrentnationalconditions,relievethedifficultiestheyfaceinsocialfunctions,andtoalleviateandimprovesocialproblemsthataffectthenormalrealizationofindividualsocialfunctions.Socialworkersrespecttheinherentdignityandvalueofindividuals,treateveryonewithequality,careandrespect,andacceptindividualdifferences.Socialworkersbelievethateveryonehasthepotentialfordevelopment.Socialworkershavetheresponsibilitytoencourageandassisttheserviceobjectstorealizethemselveswithoutharmingtherightsandinterestsofothers.I.BasicIdeasofSocialWorkSocialworkersbelievethateverysocietyshouldseekthemaximumwelfareforitscitizensandpromotetherealizationofindividualwelfareandsocialwelfare.Socialworkersrecognizetheimportanceoftheinteractionbetweenpeopleandtheenvironment,understandthattherelationshipbetweenpeopleisanimportantdrivingforceforindividualchange,trytheirbesttostrengthenthebenigninteractionbetweenpeopleandtheenvironment,soastorestore,maintainandenhancethebalancebetweenindividuals,families,socialgroups,organizationsandcommunities.Socialworkershavetheresponsibilitytoupdate,upgradeandusetheirprofessionalknowledgetopromotesocialprogressandmaintainsocialharmony.II.SocialWorkCoreValuesandEthicalPrincipleIntheprofessionalethicsofsocialwork,therearecorevaluesofsocialwork,whichcompriseservice,socialjustice,dignityandworthoftheperson,importanceofhumanrelationships,integrity,andcompetence.Thesevaluesandethicalprinciplesofsocialworkexistsidebysideandplayaparttogether.Ethicsshouldbeconsistentwithvalues.Ethicsisanoperationallevel,whichtransformsvaluesintoactions.

1.1ResponsibilitySocialworkersshouldtakeimprovingthewelfareoftheserviceobjectsastheirownresponsibility,upholdprofessionalvalues,usetheirownprofessionalknowledgeandskillstoprovideappropriateservicesfortheserviceobjects,andberesponsiblefortheserviceobjects.(a)Theinterestsoftheserviceobjectsshouldbeputinthefirstplaceonthepremiseofensuringthattheinterestsoftheserviceobjectsdonotinfringeupontheinterestsofothers,namelythepublicinterests.(b)Whensocialworkersfindthatduetotheirpersonalreasonsorconflictsofvalues,theyareunabletoprovideappropriateservicestotheserviceobjects,ormaycauseharmtotheserviceobjects,theyshouldtimelyapplyforwithdrawalfromtheorganizationtoavoidcontinuingtoproviderelevantservicestotheserviceobjects.

1.1Responsibility
(c)Socialworkersshall,withinthescopeoftheirownabilities,provideappropriateservicestotheserviceobjectsaccordingtotheirowneducationandtraining,professionalskillsandworkexperience.Ifthedifficultiesfacedbytheserviceobjectscannotbesolvedbythesocialworkers'personalabilityorinstitutionalresourcesandservicescope,thecasesshouldbetimelytransferredorreferredthroughprofessionalprocedures.III.EthicalStandards

1.1Responsibility(d)Inadditiontothespecialcircumstances,whensocialworkersshouldresignortransferred,inthechargeofthecasehasnotyetworktomakeproperarrangement,providestheserviceobjecttransfercase,referral,settlementandotherservices,andhelptheserviceobjecttodorelevantadaptationandtransition,wouldbelikelytocausetheadverseimpactoftheserviceobjecttoaminimum.

Itistheresponsibilityofsocialworkerstorespectandhelptheclientsacquiretheabilitytomaketheirowndecisions,soastomaintaintherightsoftheclientsandgivethemthebestchancetomaketheirownlifestyledecisions.
(a)Socialworkersmustassisttheirclientsintheireffortstodefinetheobjectivesoftheiractionsandpromotethefullexerciseoftheirrighttoself-determination.However,socialworkerscanbreaktheprincipleof"self-determinationoftheserviceobjects"andpreventtheirbehaviorsifthecurrentorpotentialbehaviorsoftheserviceobjectsareseriouslyharmfulandmaycauseharmordangertothemselves,othersorthesociety.III.EthicalStandards

(b)Forminors,intellectualdisabilities,mentalpatientswithlimitedcapacityforcivilconduct,andindividualswhoareidentifiedbylawaswithoutabilityofconductingcivilactionforself-determination,limited-serviceobject,suchasinestablishingserviceobjectives,servicemodeandtheavailableservices,etc.,socialworkersshouldbeencouragedtoitsasfaraspossibletoparticipateinthedecision.III.EthicalStandards

Socialworkershavetheresponsibilitytolettheserviceobjectsknowtheirownrights,limitationsofrights,obligationsandpossibleconsequencesintheprocessofreceivingtheservice.
(a)Socialworkersshouldmakethemawareoftherights,obligations,opportunitiesandrisksofindividualsintheservicetotheextentpossibleinamannerappropriatetotheunderstandingabilityoftheserviceobjectsatthebeginningoftheservice.III.EthicalStandards

1.4InformedConsent
(b)Socialworkersshallnotintentionallyconcealorprovidefalseinformation,sothattheserviceobjectsmaymakeimportantdecisionsorloseduerightsandinterestswithoutclearunderstandingofthespecificsituation.
(c)Fortheserviceobjectswithouttheabilityofinformedconsent,socialworkersshouldseekappropriatethird-partyconsentandinformtheserviceobjectsinawaythattheserviceobjectscanunderstandtoprotecttheinterestsoftheserviceobjects.Inthiscase,thesocialworkershallconfirmthatthethirdpartyisinlinewiththeexpectationsandinterestsoftheserviceobject,andtrytoenhancetheabilityoftheserviceobjecttoexpressconsentafterbeinginformed.III.EthicalStandards

(d)Iftheserviceobjectsareusingtheserviceundercompulsoryconditions,thesocialworkersshouldclearlyinformthemoftheirrightsandrestrictions,andassisttheobjectstoobtainthemaximumautonomyasfaraspossible.
(e)Intheprocessofservice,socialworkersmustinformtheserviceobjectinadvanceandobtaintheconsentoftheserviceobjectifitinvolvesrecording,recordingorathirdpartylookingon.III.EthicalStandards

1.5TheDualRelationshipSocialworkersshouldavoiddoubleormultiplerelationshipswiththeserviceobjectstoavoidexploitationorotherrisksthatmayharmtheserviceobjects.
(a)Socialworkersshouldavoidprovidingservicestopeoplewhohavecloserelationshipswiththem,familymembers,friends,businessorpoliticalrelations.
(b)Socialworkersshallnotacceptanygiftfromtheserviceobjects.Socialworkersshouldtrytheirbesttorefusethegiftsfromtheserviceobjects.Ifitisimpossibletorefuse,theyshouldreporttotheorganizationsofthesocialworkersandnegotiatethecorrespondingtreatmentmethodstoavoidaffectingtheprofessionalrelationshipwiththeserviceobjects.III.EthicalStandards

1.5TheDualRelationship
(c)Socialworkersshouldavoidparticipatinginprivateactivitiesthatareunrelatedtoprofessionalservices.Ifitisimpossibletorefuse,thesocialworkershouldconsiderwhetherparticipatinginsuchactivitieswillaffecttheprofessionalrelationshipbetweenthepartiesandinformtheclientsofthepossiblelimitationsandriskssoastoavoidconflictsofinterestlater.III.EthicalStandards

1.5TheDualRelationship
(d)Socialworkersshouldmakeappropriatearrangementsandtransfercaseswhentheyfindtransferenceorcountertransferencethatmayinterferewiththeprofessionalrelationshiportheprovisionofservices.
(e)Undernocircumstances,whetherbymutualconsentorcoercion,shallasocialworkerengageinanysexualactivityorcontactwiththeobjectoftheservice,andshallrefrainfromhavingaromanticormaritalrelationshipwiththeobjectoftheservice.III.EthicalStandards

1.6ConflictsofInterest
Socialworkersshouldbevigilantandtrytoavoidconflictsofinterestthatmayaffectprofessionalconsiderationsandfairjudgment.
(a)Whentheremaybeconflictsofinterestrelatedtothesubject,socialworkersshouldinformtheserviceobject,giveprioritytotheinterestsoftheobject,orprotecttheinterestsoftheobjecttothemaximumextentpossible,takeappropriatestepstoresolvetheconflict,andchoosetotransferthecaseservicewhennecessary.
(b)Socialworkersshallnotabusetheirrelationshipwiththeobjectofserviceandseekpersonalbenefitsbydoingso.III.EthicalStandards

1.6ConflictsofInterest
(c)Socialworkersshouldtrytheirbesttoavoidconflictsofinterestbetweenrelevantinstitutions,relevantpersonnelandotherthirdpartiesandserviceobjects.Ifconflictsofinterestcannotbeavoided,socialworkersshould,asfaraspossible,takeastandandinformtheclientsoftheconflictssothattheclientscanmakeitclearthattheyhavetherighttorefer,referandterminatetheservice.
(d)Iftheserviceobjectisforcedtoaccepttheservice,thesocialworkershouldtrytoreducemulti-partyconflictsandmaximizebenefitsfortheserviceobject.III.EthicalStandards

1.7PrivacyandConfidentiality
Socialworkersshouldrespecttherightsoftheserviceobjectsinprotectingprivacyandkeepingpersonaldataconfidential,andshouldfullyinformtheserviceobjectsoftherestrictionsonconfidentialityinspecificcircumstancesatthebeginningofserviceprovision.
(a)Unlessforprofessionalreasons,socialworkersmustkeepconfidentialallinformation,materials,photosandrecordingsoftheserviceobjectsobtainedintheprocessofprofessionalservices.Whenthepersonalinformationoftheserviceobjectmustbedisclosedtoathirdpartyduetospecialcircumstances,theconsentoftheserviceobjectortheauthorizedagentoftheserviceobjectmustbeobtainedinadvance.III.EthicalStandards

1.7PrivacyandConfidentiality
(b)Theconfidentialityprincipleshallnotbeappliedwhenthesocialworkerdiscoversthattheserviceobjectoridentifiablethirdpartywillsufferserious,foreseeableandimminentinjuries,orwhenthedisclosureofinformationisrequiredbylaworrelevantregulations.Butsocialworkerscanonlydisclosetheleastamountofconfidentialinformationthatismostrelevanttothegoaltheyneedtoachieve.
(c)Inprovidingservicessuchasfamily,husbandandwife,orgroup,socialworkersshallmakeeachserviceobjectagreetoitsownrightandobligationofconfidentialityandthatofotherserviceobjects,includingtheobligationofconfidentialitytoshareinformationwithothers.Thesocialworkershouldremindeachserviceobjectthatthesocialworkerdoesnotassumetheconfidentialityresponsibilityoftheserviceobject.III.EthicalStandards

(d)Socialworkersshallnotdiscussconfidentialinformationonanyoccasions,unlessitcanbedeterminedthattheprivacyoftheserviceobjectscanbeguaranteed.
(e)Whenlearningrelevantinformationfrompeoplewhoarenotcloselyrelatedtotheserviceobjects(suchasneighbors,colleagues,teachers,etc.),socialworkersshouldreasonablydeletethecontentsrelatedtotheprivacyoftheserviceobjects.
(f)Inthecaseofsharingserviceexperiencewithsupervisorsandcolleagues,orconductingcasediscussionsandsubjectstudies,socialworkersshallberesponsiblefordeletinganyinformationandmaterialsthatmaydisclosetheidentityoftheserviceobjects.III.EthicalStandards

1.7PrivacyandConfidentiality(g)Theserviceobjecthastherighttoknowthepersonalrecordsinitscasefile.Socialworkersshouldprovideappropriateexplanationsorprovidecounselingiftheserviceobjectsbelievethattherecordsrelatedtothemmaycauseseriousmisunderstandingorharm.Socialworkersmayrestrictaccesstoallorpartoftherecordsoftheclientsonlyifthereisclearevidencethattheclientsmaycauseseriousinjuryorseriousdamagetotheprofessionalrelationship.(h)Socialworkersmusttakeactiontoprotecttheprivacyofothersmentionedordiscussedintherecordswhentheserviceproviderhasaccesstotheirrecords.III.EthicalStandards

(j)Afterthedeathoftheserviceobject,thesocialworkershallalsoprotecttheprivacyoftheserviceobjectwiththeabovestandards.III.EthicalStandards
