9、華人民共和國海關監管車輛進/出境領/銷牌照通知書交出讓方向公安交通管理部門辦理機動車輛牌照注銷手續；3、出讓方主管海關辦理機動車輛結案手續后，將機動車輛進境原始檔案及中華人民共和國海關公/自用車輛轉讓申請表回執聯轉受讓方主管海關。4、受讓方主管海關核發中華人民共和國海關監管車輛進/出境領/銷牌照通知書交受讓方向公安交通管理部門辦理機動車輛牌照注銷手續。常駐機構進境機動車輛出售時，應當由特許經營單位向常駐機構的主管海關提交經常駐機構蓋章確認的中華人民共和國海關公/自用車輛轉讓申請表，由特許經營單位參照右邊的辦理程序完成機動車輛注銷牌照等結案手續，并依法向主管海關補繳稅款昆明海關對常駐機構公用物品

11、機動車輛原所有人應當憑有關證明向海關申請辦理車輛解除監管手續，并依法補繳稅款。常駐機構進境公用物品的復出境行政許可1、常駐機構申請2、中華人民共和國海關常駐機構備案證；3、原公用物品進進境時的中華人民共和國海關進出境公用物品申請表申請人留存聯；4、再次填寫中華人民共和國海關進出境公用物品申請表；5、其他相關單證。1、材料受理：驗核無誤方予受理；2、常駐機構或其委托的報關企業填寫中華人民共和國海關進出境公用物品申請表；3、海關驗核相關單證，完成審批工作。4、常駐機構或其代理人領取海關關封。若不受理則當場開具中華人民共和國海關常駐機構進出境公用物品不予批準決定書加蓋行政許可專用章。后續管理常駐機構

12、原進境的機動車輛申請復運出境時，除遞交以上單證外，需向海關申領中華人民共和國海關監管車輛進/出境領/銷牌照通知書。1、海關審核以上材料無誤后，核發中華人民共和國海關監管車輛進/出境領/銷牌照通知書交常駐機構辦理銷牌手續2、海關憑公安交通管理部門簽注的回執，將牌照注銷情況在中華人民共和國海關進出境公用物品申請表簽注。附件2第一頁(1)填寫規范說明：（1）主管海關簽注關別附件2第二頁(1)(2)填寫規范說明：（1）常駐機構填寫機構名稱、國別、地址、郵編、批準機關及批準文號、機構電話、注冊證明名稱、注冊有效期、首席代表姓名和證件號碼，機構人員人數并由機構首席代表簽名，加蓋常駐企業報關印章。（2）由海

14、的國家（地區）；運抵國（地區）指出口貨物離開我國關境直接運抵的國家。無實際進出境的，本欄目填報中國。請按海關規定的國別（地區）代碼表選擇填報相應的起運/運抵國（地區）的中文名稱。7. 裝貨/指運港:裝貨港指進境物品在運抵我國關境前的最后一個境外裝運港；指運港指出境物品運往境外的最終目的港。無實際進出境的，本欄目填報“中國境內”。請按海關規定的港口航線代碼表選擇填報相應的港口中文名稱。8. 運輸方式：水路運輸; 鐵路運輸; 汽車運輸; 航空運輸; 郵政運輸; 其它運輸（須注明具體方式）。注：非郵政方式進出口的快遞物品，按實際運輸方式填報，如航空運輸；進出境旅客隨身攜帶的公用物品，應填報其它運輸。
