5、(sars)-precautionary measures & contingency plansthis document was prepared by a special task force of fc packaging (hong kong) ltd. (“fcp”) formed recently to specifically address the current concerns with sars. the plan aims to set forth precautionary measures and contingency plans for fcps em

6、ployees, customers and suppliers. current situation in hong kongplease see appendix a for overall situation as of may 31, 2003 and the historical background of sars in hong kong (source: the department of health, hksar).overviewsince the sars outbreak in hong kong, fcp is among one of the earliest c

7、ompanies to set up precautionary measures in preventing the spread of sars. no employees at fcp have been infected by sars to date. precautionary measuresgiven the fact that quite a few of fcps workers live in tai po, which is considered one of the high-risk residential areas in hong kong, fcp immed

8、iately put in place stringent measures in march curbing the spread of sars. the sars situation receives utmost attention from fcps top management. mr. f.c. lo, chairman and ceo chairs most of the special task forces meetings and endorses, participates and monitors daily all precautionary measures. b

9、elow is the timeline of precautionary measures taken by fcp: 27 may 2003· all staff who suffer from influenza, have coughs, or have body temperatures higher than 37 shall continue to wear masks at all times. all chefs and amahs, and shuttle bus drivers shall continue to wear masks at all times.

10、 for other staff, masks are optional.· effective 28 may 2003, the 15-minute break between morning and afternoon production shifts is to be lifted.· all visitors shall continue to wash their hands, step on carpets soaked with disinfectants, report their health status and take body temperatu

11、res before entering fcps premises. masks are optional. however, visitors who are to stay on fcps premises for prolonged periods of time, i.e. carry out maintenance work, etc. shall continue to wear masks at all times.· all delivery workers from suppliers shall continue to wash their hands, step

12、 on carpets soaked with disinfectants, and wear masks at all times.6 may 2003· all staff are encouraged to avoid visiting hospitals unless absolutely necessary. staff who visit hospitals are required to inform their respective department heads. please see contingency plans on pages 5 and 6 for

13、staff who pay regular visits to hospitals. · all visitors, with the exception of delivery workers from suppliers where special arrangements have already been made, are to report their health status and take body temperatures at the reception area.· all meetings with visitors are to be arra

14、nged at the training room on the first floor. ms. lillian kwok, receptionist, is be be informed after the meetings are completed to arrange immediate disinfecting procedures.24 april 2003· lunch shifts increased from two to three. · canteens seating plan of 9 persons a table cuts down to 4

15、-5 persons a table.· meal plan changes from shared dishes to individual dishes.· all fcp employees are required to take their own body temperature every morning and before every shift for production workers. they should report to their immediate supervisors and fill out temperature reports

16、 for records.· quality vitamin c supplements have been ordered directly from canada and will be offered at cost to all employees.· as an added precautionary measure for all visitors and fcp employees, a sensor disinfectant spray for hands have been ordered and will be shipped from japan an

17、d installed in fcps reception area in may 2003. · carpets sprayed with disinfectants are placed at the doorsteps of all fcp shuttle buses. carpets are sprayed with disinfectants every time before our employees go aboard, and are washed daily. · shuttle bus service provider is requested tha

20、o need to make business trips outside hong kong to high-risk areas are to be handed out with hygiene kits containing masks, gloves and disinfecting disposable hand towels, etc.· carpets soaked with disinfectants are provided at fcps entrances on the ground floor. carpets are soaked and sprayed

21、with disinfectants twice a day, and are washed daily.21 april 2003· allow a 15-minute break between morning and afternoon production shifts to avoid potential cross-infection.17 april 2003· all employees are reminded to wear masks at all times on fcps premises including shuttle buses.·

23、r work or their production shifts, and before and after both tea breaks and meals· additional washrooms are unlocked to provide easier access to hand-washing facilities.· all canteen doors are to remain open during meal times to prevent the spread of virus/bacteria via door handles.·

24、all employees are required to disinfect daily their own telephones, computers and keyboards with the provided disinfectants.16 april 2003 · a hand-washing area with sink and soap is set-up at fcps main entrance.15 april 2003· production department proactively stocks up goods for customers.

25、1 april 2003· all department heads are to directly report to their immediate supervisors and/or the human resources department every morning on any potential/confirmed cases of sars within fcp. · any employees who suspect they or their family members have contracted sars, or that they resi

26、de in the same residential building with any confirmed sars sufferer(s) should report directly to the human resources department. please see contingency plans on pages 5 and 6 for details.· the cleaning of all washrooms step up from once everyday to twice a day with bleach.· the cleaning o

27、f all common-use facilities including handrails of staircases, door handles, security door code buttons, etc. step up from once everyday to twice a day with bleach.31 march 2003· liquid soaps are supplied in all washrooms with washing sinks.· all employees are reminded to wash their hands

34、s and phone calls for internal operations.contingency plansi) in the event any fcp employee resides in a residential building being the same with any confirmed sufferer of sars, the employee should not return to work for a minimum of 3 days as observation period. during this period, the employee sho

35、uld report by phone daily to their immediate supervisors and/or the human resources department on whether the residential building in question confirms any other repeated cases. if positive, the employee should continue not to return to work for an additional 7 days. if negative, the employee should

36、 call their immediate supervisors and/or the human resources department to discuss the possibility and the time of resuming work.ii) in the event any fcp employee regularly visits hospitals where sars patients are present, the employee should not return to work during the period. from the date the e

37、mployee stops his regular visits, he should not return to work for 10 more days and should report by phone daily to their immediate supervisors and/or the human resources department. on the 10th day, the employee should call their immediate supervisors and/or the human resources department to discus

38、s the possibility and the time of resuming work.iii) in the event any fcp employee resides in the same residential unit/apartment with any confirmed sufferer of sars, the employee must undergo quarantine for 10 days and should report by phone daily to their immediate supervisors and/or the human res

39、ources department. on the 10th day, the employee should call their immediate supervisors and/or the human resources department to discuss the possibility and the time of resuming work.the route that the employee normally takes when performing work duties will be identified whereby all areas/faciliti

40、es along this route will be disinfected.fcp will check and identify all employees who associate and come in contact with the employee when performing work duties. all identified employees should not return to work for a minimum of 3 days as observation period. on the 3rd day, the employees should ca

41、ll their immediate supervisors and/or the human resources department to discuss the possibility and the time of resuming work.iv) in the event any fcp employee is confirmed to be an infected sars patient, this infected employee will already have been quarantined at designated hospitals for treatment

42、 according to government regulations.fcps whole operation will stop for a minimum of one shift whereby the entire office building and manufacturing premises will be fully disinfected.fcp will check and identify all employees who associate and come in contact with the infected employee when performin

43、g work duties. all identified employees should not return to work for 10 days. during this period, they should report by phone daily to their immediate supervisors and/or the human resources department. on the 10th day, they should call their immediate supervisors and/or the human resources departme
