Introduction
Asocialalarmsystemprovides24hfacilitiesforalarmtriggering,identification,signaltransmission,alarmreception,loggingand2-wayspeechcommunication,toprovidereassuranceandassistanceforpeopleconsideredtobeatrisk.
Thesocialalarmsystemprovidesstreamingmediabetweenthelocalunit,thecontrollerandthealarmreceivingcentre.Asaminimumitisintheformofvoicecommunicationbutinadditionitmayinclude,statusdata,videoandvoiceorothercontinuousstreamingdata.Alarm,fault,andstatusmessagesmaybereceivedandprocessedatasingle,multipleordifferentARC's.
Thesocialalarmsystemcanincludeoneormanytriggerdevicesconnectedtothelocalunitand/orcontrollerviainterconnections,thesecurityandintegrityofwhichareessentialtoproperoperationofthealarmsystem.AscommunicationsproviderscontinuetomigratetowardsNextGenerationNetworkstheyareincreasinglyconvergingvoicetrafficontotheirpacketbasedIPinfrastructures,whichmightnolongerhavearegulatoryrequirementtosupportin-callDTMFtones.Thiscouldhaveanadverseimpactonthereliabilityofin-calltone-basedprotocolsusedinsocialalarmsystems,whichcoulddrivefuturesystemsdevelopmenttotheuseofcommunicationprotocolsengineeredforpacketbasedtransmissionenvironments.
Socialalarmsystemsarepartofafamilyofalarmsystemssharingcommonstandardsforaspectssuchastheperformancecharacteristicsofthealarmtransmissionsystem.ThesecommonperformancemetricsaredefinedwithintheEN50136seriesandthisdocumentselectstheappropriateperformanceparametersforsocialalarmsystemsbyreferencetotheEN50136series.

Theinterconnectionsshallberegardedasanelementinaseriesofconnectedalarmtransmissionpathstowardsthealarmreceivingcentre.

Theminimumperformancerequirementsforalarmtransmissionshallbeasstatedin4.3.Wheretheinterconnectionsareusedforthetransmissionofadditionalservicese.gvideo,habitmonitoringdata,actimetry,theperformanceavailabletoalarmtransmissionshallnotbediminished.
4.2Wireless

AnATSorATPmayincludepermanentdedicatedlinks,permanentvirtuallinksorswitchedlinkswhichmayuseequipmentthatisnotcoveredbytherequirementsofEN50136-2,EN50136-3andthisdocumentormaybeaffectedbyotherapplicationssharingthetransmissionlinks.
AnATPmayinclude:
a)atransmissionlinkthatissharedwithnon-alarmdataapplicationse.g.videoorcorporateLANtraffic,streamingentertainment
b)atransmissionlinkthatcarriesotherATPs,
c)equipmentfromathird-partytransmissionnetworkprovider,whichisnotlocatedateithertheuser'spremisesorthealarmreceivingcentreandisnotclassifiedasATE,
d)equipmentfromathirdpartywhichislocatedattheuser'spremisesbutisnotclassifiedasATE.Theperformance(reliability)ofanATScouldbeaffectedby:
e)unwanted,malformedorotherwisemaliciousincomingdataattheinterfacesoftheSPTorRCT,f)transmissionnetworkcongestionasaresultoftransmissionlinksharing,
g)transmissionnetworkunavailabilityduetoequipmentfailureand/ormaintenance.
NOTEAlarmtransmissionequipmentincludestheterminatione.g.ATAtothealarmtransmissionpath.
5.2Generalrequirements
ThealarmtransmissionsysteminasocialalarmsystemshallmeettherequirementswithinEN50136-1:20121.
Thealarmtransmissionsystemshallsupport,asaminimum,thefollowingcommunications:two-wayaudio,alarmandfaultsignals,andstatusmessages.

TheendtoendtransmissionofaudioshallbeinaccordancewiththeperformancecriteriainEN50134-3:2012,4.2.4andshallsupportcodecG.711(a-law)asaminimumorprovideequivalentperformance.
Forcombinedlocalunitandcontrollersthepointtopointtransmissionofalarms,faults,controlsignalsandcommunicationsmonitoringbetweenthelocalunitandcontrollerandtheARCshalluseapacketbasedcommunicationprotocol.TheIPprotocolspecifiedinCLCTS50134-9shallbeusedwherethealarmtransmissionsystemimplementsaTCP/UDPprotocolcommunicationstack.Whereasocialalarmsystemisbeingusedtotransmitsi
