ctivities,butalsoforothernon-sportingfacilitiesoncethetournamentisover.Theestimatedlife-cycleemissionsareallocatedtotheFWC2022emissioninventorybasedonthestadiums'operationalperiodof46daysforthetournamentplus12dayseachfortheFIFAClubWorldCup?in2019and2020(4,541tCOz。).Thetemporaryinfrastructureofthestadiums(640,058tCO2e)builtspecificallytoaccommodatethetournament-seatingrequirementshasbeenallocatedtotheemissioninventory.Thisincludesthefullemissionsforthematerials,constructionanddemountingofthetemporaryRasAbuAboudStadium,whichisbeingpurpose-builtforthetournamentandwillbedismantledaftertheevent.Inaddition,over170,000temporaryseatsandsupportingstructureshavebeenfullyallocatedtotheFWC2022emissioninventory.ItisimportanttonotethateachFIFAWorldCupisuniqueinitscontext,organisationanddelivery.Reflectingthis,eachevent'sGHGemissioninventoryhasdefinedboundariesthatarespecifictotherespectiveeventandhaveevolvedfromthepreviousone.Forthisreason,thepurposeofthiscarbonfootprintreportistounderstandtheenvironmentalimpactoftheFIFAWorldCupQatar2022andhowemissionscanbemitigatedandoffset,ratherthantocompareresultswithpreviousorfutureevents.FIFAWorldCup2022?GreenhousegasaccountingreportFIFAWorldCup2022?GreenhousegasaccountingreportIntroductionandcontextTheFIFAWorldCup(FWC)isaninternationalfootballcompetitionfortheseniormen'snationalteamsofFIFA'smemberassociationsthattakesplaceeveryfouryears.ThenextFWCwilltakeplaceinQatarfrom21Novemberto18December2022.QataristhefirstMiddleEasternnationandalsothesmallestcountrytohostaFIFAWorldCup.Allstadiumswillbewithin50kmofthecentreofQatar'scapitalcity,Doha,keepingtravelbetweenmatchestoaminimum.Amongmanyotheractivities,stagingthetournamententailstransportingthousandsofpeopletothematchesandFanFests,theprovisionofaccommodation,managingwasteinthestadiumsandbroadcastingfixturesinover200countries.Thisscaleinevitablyhasanimpactontheclimate,yetconscientioussustainabilityeffortscanmitigateitsimpact.Astheorganisersofthistournament,FIFA,theFIFAWorldCupQatar2022LLC(Q22),andtheSupremeCommitteeforDelivery&Legacy(SC)(seeTable1)havejointlydevelopedthe

Strategy.Asoneoftheobjectives,theyhavepledgedtomitigateandoffsetallofthetournament'sgreenhousegas(GHG)emissions,whileadvancinglow-carbonsolutionsinQatarandtheregion.OneimportantpartofunderstandingtheenvironmentalimpactistheestimationoftheGHGemissionscausedbythepreparation,stagingandpost-eventactivitiesofthecompetition.FIFAWorldCup2022?GreenhousegasaccountingreportTable1:TournamentorganisersTournamentorganisers'informationFIFAWebsiteInformationFIFA,worldfootball'sgoverningbody,istheowneroftheFIFAWorldCupandtheultimatedecision-makingauthorityforthetournament,settingthetechnicalrequirements,coordinatingthedeliveryofthecompetitionandmanagingthekeytournamentstakeholders.FIFAWorldCupWebsite/worldcup/organisation/llc/Qatar2022LLCInformationTheFIFAWorldCupQatar2022LLCisalimitedliabilitycompanyincorporatedbyFIFAandtheQatar2022LocalOrganisingCommittee.Itisresponsiblefortheplanninganddeliveryofoperationsandservicesforthetournament,directlysupportingtheday-to-daydeliveryofthematchesinaccordancewiththerequirementsofeachconstituentgroupandFIFA.SupremeWebsitewww.qatar2022.qa/enCommitteeforDelivery&Legacy(SC)InformationEstablishedin2011,theSCistheleadQatarigovernmententityresponsibleforthedeliveryofthetournamentstadiums,infrastructureandassociatedservices,aswellasthecoordinationanddeliveryofhostcountryoperationsandlegacyprogrammesassociatedwiththeseprojects.Thisreportpresentsthesystemboundaries,methodology,datainventoryandresultsoftheGHGaccountingoftheFWC2022.Forthecalculationoftheemissionspresentedinthisreport,projectionshavebeenmadebasedontheavailableassumptionsatthetimeofthedevelopmentofthecomputations.TheassumptionsthathavebeenmadeforthelargestemissionsourcesarepresentedinAnnexeII.Changesinanumberofunderlyingelementsmaytakeplaceupuntilthepublicationofthisreport,includingthedecisionthatQatarwillhosttheFIFAArabCupin2021asatesteventfortheFWC2022,affectingtheseassumptions.Theemissionsfromthistournament,aswellasanyotherchangesincurrentassumptions,willbereportedintheex-postGHGaccountingreport.FIFAWorldCup2022?Greenhousegasaccountingreport1.1ReportingperiodThereportingperiodisdividedintothreephases:
thepreparationphase,theFWCphase,andthepost-tournamentphase,aspresentedinFigure3.ThetournamentpreparationphasebeginswiththeestablishmentoftheSCon21April2011,shortlyafterQatarwasawardedthetournamenthostingrights,andrunsuntil20October2022.Thepreparationphaseincludesactivities,suchaspreparatoryevents,infrastructureconstruction,preparatorybusinessoperationsandsimilar.ThesubsequentFWCphase,from21Octoberto25December2022,includesallactivitiesduringthetournament,aswellastheparticipatingteams'arrivalinanddeparturefromQatar.Thepost?tournamentphaseincludesthedismantlingoftemporarystructuresandpost-eventlogistics,andisassumedtobeconcludedon25June2023,sixmonthsaftertheendofthetournamentphase.Thepreliminarycompetitionsorganisedacrosstheworldtodeterminetheteamsthatwillsecurethe31availablespotsattheFWC2022arenotincludedinthescopeofthisreportastheyareconsideredseparateevents,notundertheoperationalcontrolofthetournamentorganisers.Similarly,preliminarydrawstakingplaceoutsideofQatararenotconsideredwithinthescopeofthisreport.PreparationphaseFWCphasePost-tournamentphaseFIFAWorldCup2022?Greenhousegasaccountingreport1.2SystemboundariesPreviousGHGemissionestimateswereconductedbyFIFAforthefollowingevents:-2006FIFAWorldCup?(FIFA,2006);-2010FIFAWorldCup?(FIFA,2010);-FIFAWomen'sWorldCup2011?(FIFA2011);-2014FIFAWorldCup?(MGMInnova,2013);and-2018FIFAWorldCup?(FIFA,2016).ItisimportanttonotethateachFIFAWorldCupisuniqueinitscontext,organisationanddelivery.Reflectingthis,eachevent'sGHGemissioninventoryhasdefinedboundariesthatarespecifictotherespectiveeventandhaveevolvedfromthepreviousone.Whiletheboundariesofthecurrentreportare,tosomeextent,alignedwiththosedefinedinpreviousreports,theSChasbeenincludedasareportingentity,expandingtheboundariestoincludekeyhostcountry-relatedactivities,suchastheconstructionofstadiumsandothervenuesusedforthedeliveryoftheFWC,allocatingproportionalimpactsbasedonuse.Thus,whilesomeaspectsofthisGHGaccountingarecomparabletotheestimatedcarbonemissionsfrompastFWCevents,eachreportneedstobelookedatseparately.Forthisreason,thepurposeofthisreportistounderstandtheenvironmentalimpactoftheFIFAWorldCupQatar2022andhowemissionscanbemitigatedandoffset,ratherthantocompareresultswithpreviousorfutureevents.Theequity-shareapproachismostlyrelevantforcorporateGHGaccountingsinceitfocusesontheeconomicrisksandrewardsincompanyoperationsandiscloselyalignedwithacompany'sownershipofoperations.Thefinancial-controlapproachisusedwhenanentityhasfullfinancialcontroloveroperations,candirectthefinancialandoperatingpoliciesofoperationsandhastherighttotheeconomicbenefits.Theoperational-controlapproachisusedwhenanentityhasoperationalcontroloveroperationsandcanimplementandinfluencetheoperatingpolicies.FortheFWC2022,theoperational-controlapproachwaschosen.TheorganisationalboundaryissetfromtheperspectiveofFIFA,Q22andtheSC.Theydonothavefinancialcontroloveralleventoperations,buttheydohaveinfluenceoveralloperations.TheeventsandactivitiesrelatedtooperatingpoliciesthatFIFA,Q22and/ortheSChaveoperationalcontrolover,canimplementandcaninfluencearepresentedinTable2.1.2.1OrganisationalboundariesAccordingto“TheGreenhouseGasProtocol:GHGProtocol:ACorporateAccountingandReportingStandard-RevisedEdition"(GHGProtocol),threedifferentapproachescangenerallybechosentodeterminetheorganisationalboundariesofGHGaccounting(WorldResourcesInstituteandWorldBusinessCouncilforSustainableDevelopment,2004).ThereportingentitycanchoosetoaccountforandreportitsGHGemissionsaccordingtoeithertheequity-share,thefinancial-controlortheoperational-controlapproach.Inthiscase,therearethreetournamentorganisers,withFIFAbeingthemainreportingentity.Thefollowingparagraphswillcomparethedifferentapproachesandexplainthereasonsforselectingtheoperational-controlapproach.Inaugurationofthe4thFWC2022Venue,AhmadBinAliStadium?SCFIFAWorldCup2022?GreenhousegasaccountingreportTable2:EventsandactivitieswithinoperationalcontrolPhaseEventsandactivitiesPreparatoryphaseFIFA,Q22andSCbusinessoperationsrelatedtotheFWC2022ConstructionofpermanentvenuesConstructionoftemporaryfacilitiesFIFAClubWorldCup2019?(FCWC2019)FIFAClubWorldCup2020?(FCWC2020)FWCFinalDraweventFWCphaseFWC2022matchesFIFAWorldCupbanquetFIFAFanFestsFIFA,Q22andSCorganisationaloperationsrelatedtotheFWC2022Post-tournamentphaseDismantlingandlogisticsFIFA,Q22andSCorganisationaloperationsrelatedtotheFWC1.2.2OperationalboundariesAccordingtotheGHGProtocol,emissionsaredividedintodirectandindirectemissions(WRIandWBCSD,2004).Directemissionsoriginatefromsourcesownedorcontrolledbythereportingentity.Indirectemissionsaregeneratedasaconsequenceofthereportingentity'sactivities,yettheyoccuratsourcesownedorcontrolledbyanotherentity.InthisGHGaccount,thetournamentorganisersarethereportingentities.Directandindirectemissionsaredividedintothreescopes:?Scope1:alldirectGHGemissions,suchasemissionsfromcombustioninownedorcontrolledboilersandvehicles,aswellasfugitiveemissionsfromtheuseofcooling;?Scope2:indirectGHGemissionsfromthegenerationofpurchasedelectricity,heat,steamorcoolingconsumedbytherep
