3、 , yanghua1國務院發展研究中心是直屬國務院的政策研究和咨詢機構,為國家最高級智庫之一。主要職責是研究國民經濟、社會發展和改革開放中的全局性、綜合性、戰略性、長期性問題,為黨中央、國務院提供政策建議和咨詢意見。人力資源研究培訓中心是國務院發展研究中心的下屬機構,其主要職能是研究人力資源領域的重要理實施單位簡介論、關鍵技術和政策問題,并負責全國政策咨詢領域人力資源的開發和培訓。我中心自2006 年起受商務部委托,開始實施援外人力資源合作開發項目。截止到 2009 年,我中心共培訓了來自80 個國家的199 名官員及學者。歷年研修班均取得很好效果,并受到商務部領導及學員的廣泛贊揚。受中華人
4、民共和國商務部委托,國務院發展研究中心人力資源研究培訓中心將于 2010 年 6 月 29 日 7 月 19 日在北京舉辦 “亞非國家適應氣候變化官員研修班” ,研修班為期 21 天,工作語言為英語。研修班將邀請國務院發展研究中心知名專家授課 , 全面系統地介紹改革開放以來中國適應氣候變化的做法。研修班內容如下:1、授課講座包括:中國的基本國情及國務院發展研究中心的職能和運作方式、溫室氣體及中國氣候變化與發展趨勢、中國應對氣候變化的國家方案:2020 年減排目標、中國減緩氣候變化的政策和措施、中國低碳經濟發展的政策和措施、中國低碳經濟發展的現狀及趨勢、中國低碳經濟問題分析、中國調整經濟結構、促
5、進產業結構優化升級的政策和措施、中國發展循環經濟、減少溫室氣體排放的政策和措施、中國發展可再生能源、優化能源結構的政策和措施、中國適應氣候變化的政策和措施、 中國氣象災害預測預報及服務體系介紹、中國的防洪減災體系和水資源保護體系介紹、應對氣候變化:中國的植樹造林行動、應對氣候變化:中國促進區域經濟協調發展、中國積極推進氣候變化領域的國際間合作、中國清潔發展機制(CDM)項目內容介紹項目、應對氣候變化:亞非國家的權益如何保護等,共16節。2、在華期間,除在京授課學習以外,還將安排研修班學員進行城市考察:1)成都市:與四川省政府發展研究中心座談;成都市區觀光,游覽武侯祠,杜甫草堂等名勝古跡;赴青城
6、山,都江堰參觀;參觀農業部沼氣科學研究所;赴資陽縣考察農村沼氣利用情況;赴華綠生態園區或西江月農業生態園區參觀。2)重慶市:與重慶市政府研究室座談;重慶市內觀光:人民廣場,歌樂山,渣滓洞,白公館,瓷器口古鎮,華巖寺;赴大足縣考察世界文化遺產- 大足石刻;考察中船重工(重慶)海裝風電設備有限公司;參觀三峽庫區移民安置區。3)北京市:游覽天安門廣場,故宮,天壇,長城,奧林匹克公園等。3、研修班將在北京舉辦一場以“不同地域國家經濟社會發展狀況”為主題的研討會。研修班學員每個國家派一名代表在研討會上發言(10 分鐘左右),并且每一位學員需要提交一份關于自己國家的經濟社會發展的介紹(打印或電子版)。2P

Up until2009,we
16、had cultivated199government officials and researchers from more than 80 countries. All the seminars have achieved great effects and our programs were highly commended by not only senior officials from the Ministry of Commerce but also the participants each year.Entrusted by the Ministry of Commerce
17、of the People s Republic of China, the Human Resources Study and Training Center (HRSTC) of the Development Research Center of the State Council (DRC), PRC will organize the Official Seminar on Climate Change for Asian and African Countries (OSCC) in Beijing during June 29 to July 31, 2010. The dura
18、tion is 21 days, and English is used as the working language during the seminar. Experts mainly from the Development Research Center of the State Council (DRC) will be invited to give lectures to participants of the seminar to introduce systematically and comprehensively themeasures taken to adapt t

25、jiang Dam and Mount Qingcheng. A visit to the Furniture Industry Park, Chengdu and to Biogas Institute of Ministry of Agriculture (BIOMA). Also a study tour to Ziyang County for the development of biogas utilization and last a study visit to Hualu Eco-system Parkor Xi Jiangyue Agricultural Eco-system Park.2) In Chongqing:A meeting with the Research Office of Chongqing Municipal Government.
