?1.GeneralProvisions
1.1Purpose
Thisregulationisformulatedtostandardizetheassessmentandmanagementoftheworkshop,improveworkefficiency,ensureproductquality,andpromotethehealthydevelopmentoftheworkshop.Itaimstoclarifytheassessmentcriteria,methods,andproceduresforworkshopemployees,workshops,andteams,soastomotivateemployees'enthusiasmandinitiative,andachievetheoverallgoalsoftheworkshop.
1.2ScopeofApplication
Thissystemappliestoallemployees,workshops,andteamswithinthepany'sworkshop.
1.3Principles
1.ObjectivityandFairness:Theassessmentshouldbebasedonobjectivefacts,withclearanddefiniteassessmentcriteria,toensurefairnessandjusticeintheassessmentprocess.
2.QuantificationandQualification:Asmuchaspossible,theassessmentindicatorsarequantified,andatthesametime,qualitativeassessmentisalsocarriedouttoprehensivelyandaccuratelyevaluatetheworkperformance.
3.IncentiveandConstraint:Bysettingreasonableassessmentresultsandcorrespondingrewardsandpunishments,stimulateemployees'workenthusiasmandinitiative,andatthesametimeplayaroleinrestrainttoensurethenormaloperationoftheworkshop.
4.CombinationofProcessandResults:Notonlyfocusonthefinalworkresults,butalsopayattentiontotheprocessperformance,andprehensivelyevaluateemployees'workperformancethroughabinationofprocessandresults.
2.AssessmentSubjectsandContents
2.1EmployeeAssessment
1.WorkPerformance:Includingworkquantity,workquality,workefficiency,etc.Forproductionemployees,itmainlyreferstothepletionofproductiontasks,productqualificationrate,etc.;fornonproductionemployees,itisrelatedtothepletionofworktasks,workqualityinvariouspositions.
2.WorkAttitude:Suchasattendance,punctuality,workenthusiasm,senseofresponsibility,teamworkspirit,etc.
3.ProfessionalSkills:Themasteryandapplicationlevelofprofessionalknowledgeandskillsrelatedtothejob,includingtheabilitytosolvepracticalproblems,andtheprogressofcontinuouslearningandimprovement.
2.2WorkshopAssessment
1.ProductionTaskCompletion:Thequantity,quality,andtimelinessoftheproductiontasksassignedbytheworkshop,includingthepletionrateofproductoutput,thequalificationrateofproducts,andwhetherthedeliverydateismet.
2.QualityManagement:Theimplementationofqualitycontrolmeasuresintheworkshop,therateofproductqualityproblems,andtheeffectivenessofqualityimprovementactivities.
3.SafetyManagement:Thesafetyproductionsituationintheworkshop,includingthenumberofsafetyaccidents,theimplementationofsafetyregulations,andthesafetyawarenessofemployees.
4.CostControl:Thecontrolofproductioncostsintheworkshop,suchasrawmaterialconsumption,energyconsumption,equipmentmaintenancecosts,etc.
5.TeamBuilding:Theconstructionoftheworkshopteam,includingteamcohesion,employeetraininganddevelopment,andtheimplementationofinternalmunicationandcooperationmechanisms.
2.3TeamAssessment
1.TaskCompletion:Similartoworkshopassessment,itfocusesonthepletionoftasksassignedtotheteam,includingworkquantity,quality,andtimeliness.
2.TeamCollaboration:Thedegreeofcooperationandcoordinationwithintheteam,whethertherearemutualsupportandcooperationamongteammemberstojointlypletetasks.
3.InnovationAbility:Theteam'sabilitytoinnovateinworkmethods,processes,andproducts,andtheeffectivenessofinnovationachievements.
3.AssessmentMethods
3.1QuantitativeAssessment
1.ProductionQuantity:Forproductionemployees,calculatetheactualproductionquantitypletedwithinacertainperiodaccordingtotheproductionplan,andpareitwiththeplannedquantitytoobtaintheproductionquantitypletionrate.
2.QualityIndex:Determinetheproductqualificationratebasedonthenumberofqualifiedproductsandthetotalnumberofproductsproduced.Forexample,if980outof1000productsarequalified,theproductqualificationrateis98%.
3.WorkEfficiency:Measureworkefficiencybycalculatingindicatorssuchasthetimetakentopleteacertaintaskortheoutputperunittime.Forexample,ifitoriginallytook8hourstopleteabatchoftasks,andafterimprovement,itonlytakes6hours,theworkefficiencyhasincreased.
3.2QualitativeAssessment
1.360DegreeFeedback:Collectevaluationsfrommultiplesources,includingselfassessment,supervisorassessment,peerassessment,andsubordinateassessment.Forexample,selfassessmentallowsemployeestoevaluatetheirownworkperformance;supervisorassessmentisbasedonthesupervisor'sdailyobservationandunderstandingofemployees;peerassessmentreflectstheevaluationofcolleagues'cooperationandperformance;subordinateassessmentcanprovideadifferentperspectiveontheleader'sleadershipandmanagementability.
2.KeyIncidentMethod:Recordkeyeventsthatoccurduringtheworkprocess,whetheritisaparticularlyoutstandingperformanceoraseriousproblem.Forexample,ifanemployeeproposesaninnovativesolutionthatsignificantlyimprovesproductionefficiency,thiscanbeusedasapositivekeyincidentforassessment;ifanemployeeviolatessafetyregulationsandcausesaminoraccident,itisanegativekeyincident.
4.AssessmentProcess
4.1PreparationStage
1.FormulateAssessmentPlans:Determinetheassessmentcycle(suchasmonthly,quarterly,orannually),assessmentscope,assessmentindicators,andassessmentmethodsforeachassessmentsubject.
2.TrainAssessors:Providetrainingtoassessorstoensurethattheyunderstandtheassessmentcriteria,methods,andprocedures,andcanconductobjectiveandfairassessments.
3.CommunicateAssessmentRequirements:Clearlymunicatetheassessmentrequirementstoallemployees,workshops,andteams,sothattheyunderstandwhatisexpectedofthemduringtheassessmentperiod.
4.2DataCollectionStage
1.EmployeeSelfAssessment:Employeesfillinselfassessmentformsaccordingtotheassessmentindicators,summarizingtheirworkperformance,workattitude,andprofessionalskillsduringtheassessmentperiod.
2.SupervisorAssessment:Supervisorsevaluatetheirsubordinatesbasedondailyworkrecords,performanceobservations,andmunicationwithemployees.Theyfillinsupervisorassessmentforms,providingdetailedevaluationsandmentsonemployees'work.
3.DataCollectionfromOtherSources:For360degreefeedback,collectpeerassessmentandsubordinateassessmentdatathroughcorrespondingformsorsurveys.Atthesametime,collectrelevantproductiondata,qualitydata,safetydata,etc.forworkshopandteamassessmentsfromrelevantdepartments.
4.3AssessmentandEvaluationStage
1.CalculateAssessmentResults:Accordingtotheestablishedassessmentmethodsandweightings,calculatetheassessmentscoresofemployees,workshops,andteams.Forexample,ifworkperformanceaccountsfor60%ofthetotalscore,workattitudeaccountsfor30%,andprofessionalskillsaccountfor10%,calculatetheweightedscoresofeachpartrespectivelyandthensumthemuptogetthetotalassessmentscore.
2.GradeAssessmentResults:Dividetheassessmentscoresintodifferentgrades,suchasexcellent,good,qualified,andunqualified.Thespecificscorerangesforeachgradearedeterminedaccordingtotheactualsituationoftheworkshop.Forexample,scoresabove90areexcellent,8089aregood,6079arequalified,andbelow60areunqualified.
3.AnalyzeAssessmentResults:Analyzetheassessmentresultsofeachassessmentsubject,findoutthestrengthsandweaknesses,andprovidebasisforimprovementsuggestions.Forexample,ifthequalificationrateofaworkshop'sproductsisrelativelylow,analyzethepossiblereasonsfromaspectssuchasproductionprocesses,employeeskills,andqualitycontrolmeasures.
4.4FeedbackandCommunicationStage
1.IndividualFeedback:Providefeedbacktoemployeesontheirassessmentresults,explainingtheassessmentbasis,scores,andgrades.Atthesametime,listentoemployees'opinionsandsuggestions,andjointlydiscussimprovementplans.
2.WorkshopandTeamFeedback:Feedbacktheassessmentresultsofworkshopsandteamstotherelevantresponsiblepersons,andholdmeetingstodiscusstheoverallperformanceoftheworkshoporteam,andputforwardimprovementrequirementsanddirections.
3.CommunicationandCoordination:Strengthenmunicationandcoordinationamongdifferentlevelsanddepartmentsduringthefeedbackprocesstoensurethateveryoneunderstandstheassessmentresultsandtheimportanceofimprovement,andjointlypromotethecontinuousimprovementoftheworkshop.
4.5ImprovementandFollowupStage
1.FormulateImprovementPlans:Basedontheanalysisofassessmentresultsandfeedback,employees,workshops,andteamsformulatecorrespondingimprovementplans,clarifyingimprovementgoals,measures,andimplementationtimelines.
2.ImplementImprovementMeasures:Activelyimplementimprovementmeasuresaccordingtotheimprovementplans,andregularlymonitortheimplementationprogressandeffects.
3.ReassessmentandEvaluation:Conductreassessmentafteracertainperiodtoevaluatetheeffectivenessofimprovementmeasures,andadjustimprovementplansinatimelymannerifnecessarytoensurecontinuousimprovementofworkperformance.
5.RewardsandPunishments
5.1Rewards
1.EmployeeRewards
PerformancebasedBonuses:Employeeswithexcellentassessmentresultsarerewardedwithperformancebasedbonusesaccordingtotheestablishedstandards.Forexample,employeeswithan"excellent"grademayreceiveabonusequivalentto36months'salary.
HonoraryTitles:Suchas"OutstandingEmployee","ModelWorker",etc.,whicharepubliclymendedwithinthepanytorecognizeemployees'outstandingcontributions.
TrainingandDevelopmentOpportunities:Provideemployeeswithpriorityaccesstointernalandexternaltrainingcourses,workshops,andprofessionaldevelopmentopportunitiestohelpthemimprovetheirskillsandcareerdevelopment.
2.WorkshopandTeamRewards
FinancialIncentives:Rewardworkshopsandteamsthathaveachievedexcellentperformanceinproduction,quality,safety,etc.withacertainamountoffunds,whichcanbeusedforteambuildingactivities,equipmentupgrades,etc.
RecognitionandPromotion:Publiclyrecognizeoutstandingworkshopsandteamswithinthepany,andprovideopportunitiesforteamleaderstobepromotedortransferredtomoreimportantpositions.
5.2Punishments
1.EmployeePunishments
Warning:Giveawarningtoemployeeswithunqualifiedassessmentresults,requiringthemtocorrecttheirmistakeswithinaspecifiedtimelimit.
DeductionofPerformancerelatedPay:Deduceacertainamountofperformancerelatedpayaccordingtotheseverityoftheproblem,suchas10%50%ofthemonthlyperformancepay.
DemotionorTransfer:Foremployeeswithseriousworkmistakesorcontinuouspoorperformance,considerdemotingthemtoalowerlevelpositionortransferringthemtootherpositions.
TerminationofEmployment:Incaseofextremelyseriousviolationsofpanyregul
