Thecompetentauthorityshallverifytheexistenceofsatisfactoryarrangementsforensuringeffectivecontroloftheconformityofproductionofthespeedlimitationdevicebeforetype-approvalisgranted.6.APPROVAL6.1.IfthespeedlimitationdevicesubmittedforapprovalpursuanttothisDirectivemeetstherequirementsofitem7below,approvalofthattypeofspeedlimitationdeviceshallbegranted.6.2.Anapprovalnumbershallbeassignedtoeachtypeofspeedlimitationdeviceapproved.Itsfirsttwodigits(00fortheDirectiveinitsoriginalform)shallindicatetheseriesofamendmentsincorporatingthemostrecentmajortechnicalamendmentsmadetotheDirectiveatthetimeofissueoftheapproval.ThesameMemberStatemaynotassignthesamenumbertoanothertypeofspeedlimitationdevice.6.3.Noticeofapproval,orofextensionorofrefusalofapprovalofatypeofspeedlimitationdevicepursuanttothisDirectiveshallbecommunicatedtotheMemberStatesbymeansofaformconformingtothemodelinAnnexII,Appendix4tothisDirective.6.4.Thereshallbeaffixed,conspicuouslyandinareadilyaccessibleplacespecifiedontheapprovalform,toeveryspeedlimitationdeviceconformingtoatypeofspeedlimitationdeviceapprovedunderthisDirectiveaninternationalapprovalmarkconsistingof:共54頁第13頁1992L0024—中文—2004年2月17日—001.001B5.對限速裝置技術部件的歐共體組件型式認證申請5.1.必須由限速裝置廠商或其完全授權代表提交作為技術部件的限速裝置的歐共體組件型式認證申請。5.2.各型式限速裝置的申請必須隨附：5.2.1描述限速裝置技術特征以及在一種或多種需要安裝限速裝置的車輛上的安裝方式的文件，一式三份；5.2.2.各種限速裝置的五個樣本；該樣本必須清晰耐磨地標出申請人的商標或標記以及型號標識；5.2.3.要進行型式認證的裝備有限速裝置的車輛或發動機（在發動機臺上進行的測試），由申請者與負責進行認證測試的技術服務部門共同選擇。5.3.主管當局應該檢驗布局是否良好以便在發放歐共體組件型式認證之前有效控制限速裝置的產品符合性。6.認證6.1.如果按照本指令提交的限速裝置滿足下面7條的要求，則可以為該型式的限速裝置發放認證。6.2.將認證編號分配給各種已通過認證的限速裝置。其頭兩位數（指令的00表示其原始形態）應該指示一系列修正以及在發布認證時對指令做出的最新較大技術性補充條款。同一成員國不可將相同編號分配給另一種限速裝置。6.3.按照本指令所做出的對一種類型限速裝置的認證、延期、拒絕應按照符合本指令附錄II附件4中型號的方式傳達給成員國。6.4.應該在認證表格中指定的顯著易見的位置，為符合本指令認證的某一型式的限速裝置粘上國際認證標記，該標記的組成為：共54頁第14頁1992L0024—EN—17.02.2004—001.001B6.4.1.arectanglesurroundingtheletter'e'followedbythedistinguishingnumberofthecountrywhichhasgrantedapproval;and6.4.2.theapprovalnumber,asgivenontheEECtype-approvalcertificate(seeAnnexII,Appendix4),neartotherectangleoftheapprovalmark.6.5.Theapprovalmarkshallbeclearlylegibleandindelible.6.6.AnnexII,Appendix6tothisDirectivegivesanexampleofthearrangementoftheapprovalmark.7.REQUIREMENTS7.1.General7.1.1.Thespeedlimitationmustbesuchthatthevehicleinnormaluse,despitethevibrationstowhichitmaybesubjected,complieswiththeprovisionsofthisDirective.Thespeedlimitationdeviceshallbesodesigned,constructedandassembledastoenablethevehicleinnormaluse,fittedwiththespeedlimitationdevice,tocomplywiththeprovisionsofthisDirective.7.1.2.Inparticular,thespeedlimitationdeviceofthevehiclemustbesodesigned,constructedandassembledastoresistcorrosionandageingphenomenatowhichitmaybeexposedandtoresisttampering..Thelimitationthresholdmustnot,inanycase,becapableofbeingincreasedorremovedtemporarilyorpermanentlyonvehiclesinuse.Theinviolabilityshallbedemonstratedtothetechnicalservicewithdocumentationanalysingthefailuremodeinwhichthesystemwillbegloballyexamined.Theanalysisshallshow,takingintoaccountthedifferentstatestakenbythesystem,theconsequencesofamodificationoftheinputoroutputstatesonthefunctioning,thepossibilitiesofobtainingthesemodificationsbyfailuresorbytamperingandthepossibilityoftheiroccurence.Theanalysislevelwillbealwaystothefirstfailure..Thespeedlimitationfunction,thespeedlimitationdeviceandtheconnectionsnecessaryforitsoperation,exceptthoseessentialfortherunningofthevehicle,shallbecapableofbeingprotectedfromany
