1.0Purpose目的

ThepurposeofthisStandardistoensurethatliftingandriggingworkis

performedinasafeandcontrolledmanner.Itoutlinestheroles,

responsibilities,andproceduresforperformingCrane,LiftingandRiggingwork

safely.ItprovidesthenecessaryinformationtofullyunderstandLiftingand

Rigginghazardsandtheprocedurestoensuretheworkisperformedinasafe

andcontrolledmanner.

本標準的目的在于確保在安全和可控情況下進行吊裝作業。其列出了相關作業人

員的責任與職責，起吊作業程序以及吊裝作業的安全要求。該標準提供了充分了

解吊裝作業中的危險所需信息，還提供確保作業在安全的和可控的情況下進行的

所需程序。

2.0Scope范圍

ThisCrane&LiftingStandardcoverslifting&riggingworkperformedbythe

UBRemployeesandtheirdirecthiredsuppliers,contractorsandtheir

subcontractorswithinUBRProjectboundary.

該《起重吊裝標準》適用于UBR項目員工及其直接雇傭商，承包商及其分包商

ThisStandardappliestomechanicalliftingactivitieswhereliftingmethodsand

riggingshallmeettheseminimumrequirements.

3.0TermsandDefinitions術語和定義

Anti-TwoBlock(DeadHeadingLimitSwitch)-Aprotectiondevicedesigned

tostopahoistblockand/orloadfrombeinghoistedintocontactwiththeboom

tip.Aproperlyworkinganti-twoblockwillpreventputtingsufficientstressonthe

wireropethatitiseithercutorstressedtothepointthatthelineseparatesand

theloadfalls.

防撞裝置(頂部限位器)-指設計用于防止吊鉤和/或吊物觸碰吊臂頂部的保護裝

liftsshallrequire,asaminimum,adetailedliftplan,JSAandaPermittoWork.

Loadblock-lower-Theassemblyofhookorshackle,swivel,sheaves,pins,and

framesuspendedbythehoistingropes.

thecrane.

合格吊車、吊裝設備檢查員-一名合格的吊車以及吊裝設備檢驗員，該檢驗員應受過培

QualifiedCraneOperator-Anindividualwithtrainingandexperiencewhohas

trainingcourse.TheQualifiedCraneOperatorshallholdaqualificationcardforthe

typeandcapacityofcranethattheyareoperating.

合格吊車操作員-一名合格的吊車操作員應受過正規的裝配和吊車操作員技能培訓，

QualifiedRigger-Anindividualwithtrainingandexperiencedthathassuccessfully

Rigging-Riggingreferstoboththeprocessofsafelymovingloadswithslings,hoists,

RoutineLifts-Uncomplicatedliftsthatareperformedonaregularbasisusingfixed,

operationswithintheinstallation.

常規吊裝-指運用固定的，專用的設備，定期進行的非復雜吊裝。基本上，它涵蓋了

SafetyFactor-Theratioofafailure-producingloadtothemaximumsafestressa

materialcancarry.Tocalculatethesafetyfactor,dividethebreakingstrengthbythe

safeworkingload.

4.0RolesandResponsibilities崗位職責

RolesandResponsibilitiesareclearlydefinedandpersonnelshallmeetthetraining

andcompetencyrequirementsofthisStandardpriortostartingwork.PRCregulations

mayspecifyadditionaltrainingandcompetencyrequirements.

崗位職責明確定義，即作業人員在施工之前須經過培訓且具備該標準中所具備的能力。

中華人民共和國法規可能還規定有其他培訓和能力要求。

Asingleindividualmayfulfillmorethanoneroleaslongasheorshemeetsthe

competencyrequirementsandisabletofullymeetmultipleresponsibilities.

單個人可能夠勝任多種崗位，只要他或者她具備能力且可以出色的完成各種任務。

5.0Procedures程序

5.1General一般要求

Thefollowingsafetyprecautionsmustbefollowedwhenpersonnelare

involvedinliftingandriggingoperations:

當有人員參與吊裝操作活動中時，必須遵守以下安全注意事項：

?Theboomandbasketloadlimitspecifiedbythemanufacturermustnot

beexceeded.

制造商規定的吊臂和吊籃載荷限制不能被超過。

?Workersmustnotbepermittedtouseoroperateanyliftingequipment

unlesstheyareinstructed,trainedandqualifiedbyacompetentperson

intheuseandoperationoftheequipment.Documentationofcontractor

QualifiedCraneOperatorqualificationsmustbeprovideduponrequest

asperthecontract.

5.1.2Pre-UseChecklistandJSAs使用前檢查清單和作業安全分析

AwrittenJSAmustbepreparedbyLiftTeammembersbeforebeginning

aliftoperation.ForliftoperationswhereawrittenJSAmaynotbe

feasible,particularlydynamiclifts,apre-liftchecklistwillbeused.This

toolcontainsabulletedlistofkeysafetycheckpointsforcraneoperations

thatshouldbeconsidered.Beforebeginningtheliftoperation,members

oftheLiftTeam(e.g.,QualifiedCraneOperator,QualifiedRiggers,and

Signalman)willhaveaccesstoacopyofthischecklistandcheckeach

bullettoensurethatallsafetyrequirementshavebeenmet.

吊裝開始前，作業隊員必須準備一份書面工作安全分析。對于不適用書

5.1.3DuringOperation在作業過程中

Duringtheoperation,membersoftheLiftTeamhavethese

responsibilities:

b.Ifsiteconditionschangeoriftheliftoperationschangefromthe

observed,includingthecontrolmeasuresabove.Theseareapplicable

toallliftingoperationsandincludeholdingaprejobsafetymeeting

wheredetailsofthetaskarediscussed.

does"what"duringtheliftingoperation,willbediscussed.

TheQualifiedCraneOperatorandtheassignedSignalmanshallensure

QualifiedCraneOperatororQualifiedRiggershallbeincontrolofthe

operation.Thispersonwill:
