Preamble

1.We,theHeadsofStateandGovernmentandhighrepresentatives,havingmetattheSummitoftheFuture,attheUnitedNationsHeadquarterson22and23September2024,

2.ReaffirmingourcommitmentstothepurposesandprinciplesoftheCharteroftheUnitedNations,theUniversalDeclarationofHumanRights,aswellasourrespectiveobligationsunderinternationallaw,

3.Alsoreaffirmingourcommitmentstothe2030AgendaforSustainableDevelopment,includingthe

2023SDGSummitPoliticalDeclaration,andourpledgetofuturegenerationsassetout,interalia,intheRioDeclarationonEnvironmentandDevelopment,

4.Cognizantthatfuturegenerationsareallthosegenerationsthatdonotyetexist,andwhowillinheritthisplanet,

5.Observingthatmanyexistingnationallegalsystems,aswellassomeculturesandreligions,seektosafeguardtheneedsandinterestsoffuturegenerationsandpromoteintergenerationalsolidarity,justiceandequity,

6.Recognizingthatthedecisions,actions,andinactionsofpresentgenerations,haveanintergenerationalmultipliereffect,andthereforeresolvingtoensurethatpresentgenerationsactwithresponsibilitytowardssafeguardingtheneedsandinterestsoffuturegenerations,

7.Acknowledgingthatwemustlearnfromourpastachievementsandfailures,andtheirconsequences,inordertoensureamoresustainable,justandequitableworldforpresentandfuturegenerations,andunderstandingtheinterconnectednessofpast,presentandfuture,

8.Recognizingchildrenandyouthasagentsofchangeandtheneedforintergenerationaldialogueandengagement,includingwithandamongchildren,youthandolderpersons,tobetakenintoconsiderationinourpolicyanddecision-makingprocessesinordertosafeguardtheneedsandinterestsoffuturegenerations,

9.Acknowledgingthatinvestinginbuildingastrongfoundationforlastinginternationalpeaceandsecurity,sustainabledevelopment,thepromotionofuniversalrespectforandobservanceofhumanrightsandfundamentalfreedomsforallandupholdingtheruleoflawisthemosteffectivewaytosafeguardtheneedsandinterestsoffuturegenerations,

10.Recognizingthecomplexandinterrelatedopportunities,challengesandrisksfacedbypresentgenerations,aswellastheimplicationsofprojectedglobaldemographictrends,

11.Furthercommittingtobuildastronger,moreeffectiveandresilientmultilateralsystembasedoninternationallaw,withtheUnitedNationsatitscore,underpinnedbytransparency,confidenceandtrust,forthebenefitofpresentandfuturegenerations.

GuidingPrinciples

Inordertoseizetheopportunitythatpresentgenerationspossesstoleaveabetterfutureforgenerationstocomeandtofulfillourcommitmenttomeetthedemandsofthepresentinawaythatsafeguardstheneedsandinterestsoffuturegenerations,whileleavingnoonebehind,weobservethefollowingprinciples:

12.Themaintenanceofinternationalpeaceandsecurity,andthefullrespectforinternationallaw,mustbepromotedinlinewiththepurposesandprinciplesoftheUnitedNationsCharter,

13.Thepursuitandenjoymentofhumanrightsandfundamentalfreedomsforall,encompassingcivil,political,economic,socialandculturalrights,whichincludestherighttodevelopment,mustberespected,protectedandpromoted,withoutdistinctionordiscriminationofanykind,

14.Theopportunityforfuturegenerationstothriveinprosperityandachievesustainabledevelopmentmustbeensured,includingbyeliminatingtheintergenerationaltransmissionofpovertyandhunger,inequalityandinjustice,andacknowledgingthespecialchallengesfacedbythemostvulnerablecountries,inparticularAfricancountries,leastdevelopedcountries,landlockeddevelopingcountriesandsmallislanddevelopingStates,

15.Thepromotionofintergenerationalsolidarity,aswellasintergenerationaldialogue,andsocialcohesionisanindispensablepartofthefoundationfortheprosperityoffuturegenerationsand,inthisregard,theroleoffamiliesascontributorstosustainabledevelopmentmustberecognized,

16.Aclean,healthy,andsustainableenvironment,wherehumanitylivesinharmonywithnature,mustbecreatedandmaintainedbyurgentlyaddressingthecausesandadverseimpactsofclimatechange,andscalingupcollectiveactiontopromoteenvironmentalprotection,

17.Thepromotionoftheresponsibleandethicaluseofscience,technologyandinnovation,guidedbytheprinciplesofequityandsolidarity,isnecessarytofosteranopen,fairandinclusiveenvironmentforscientificandtechnologicaldevelopmentanddigitalcooperationwhilebridgingthescientific,technological,andinnovationdivides,includingdigitaldivides,withinandbetweencountries,

18.Theachievementofgenderequality,theempowermentofallwomenandgirls,andthefullenjoymentoftheirhumanrightsandfundamentalfreedomswithoutdiscriminationofanykindarenecessaryrequirementsforasustainablefuture,

19.Thefullandequalparticipationofpersonswithdisabilitiesofpresentandfuturegenerationsinsociety,includingtheopportunityforthemtobeactivelyinvolvedindecision-makingprocesses,iscriticaltoensuringthatnooneisleftbehind,

20.Theeliminationofracism,racialdiscrimination,xenophobiaandrelatedintolerance,aswellastheachievementofracialequalityandtheempowermentofallpeople,arerequiredforaprosperousandsustainablefuture,

21.Aninclusive,transparentandeffectivemultilateralsystemisessentialtoenhanceinternationalsolidarityandcooperation,rebuildtrustandcreateaworldthatissafe,justandsustainable,wherehumandignityisensured.

Commitments

Guidedbytheseprinciples,weherebypledgeto:

22.Promoteinternationalstability,peaceandsecurity,includingbyseekingasaferworldwithoutnuclearweapons,whereconflictsandcrisesareresolvedthroughpeacefulmeans,

23.Ensurepeaceful,inclusiveandjustsocieties,whileaddressinginequalitieswithinandamongnationsandthespecialneedsofdevelopingcountries,aswellaspeopleinvulnerablesituations,

24.Implementpoliciesandprogrammestoachievegenderequalityandtheempowermentofallwomenandgirls,eliminateallformsofdiscriminationandviolence,harassmentandabuseagainstwomenandgirls,includingsexualandgender-basedviolence,andensurewomen'sfullandeffectiveparticipationandequalopportunitiesforleadershipatalllevelsofdecisionmakinginallspheresofsociety,

25.Eliminateallformsofpersistenthistoricalandstructuralinequalities,includingbyacknowledging,addressingandremedyingpasttragediesandtheirconsequences,anderadicateallformsofdiscrimination,

26.Honor,promoteandpreserveculturaldiversityandculturalheritage,aswellaslanguages,knowledgesystemsandtraditions,andfosterinterculturalandinterreligiousdialogue,includingthroughstrengtheninginternationalcooperationontherestitutiontocountriesoftheirculturalproperties,recognizingthatthiswillensuremutualunderstanding,toleranceandinclusion,

27.Recognize,promoteandprotecttherightsofIndigenousPeoples,theirterritories,landsandeco-systems,whilesafeguardingtheirtraditions,spiritualbeliefsandancestralknowledge,andensuringtheiropportunitiesforparticipationindecision-making,

28.Undertakecomprehensiveandtargetedstrategiestoachieveinclusiveeconomicgrowthandsustainabledevelopment,foodsecurity,andtheeradicationofpovertyinallitsformsanddimensions,includingextremepoverty,andtocombatthefeminizationofpoverty,inordertomeettheneedsofthepresentgenerations,achieveglobalresilienceandestablishamoreprosperousfoundationforfuturegenerations,

29.Prioritizeurgentactiontoaddresscriticalenvironmentalchallenges,aswellasclimatechangeanditsadverseimpacts,basedontheprincipleofcommonbutdifferentiatedresponsibilities,notingtheimportanceforsomeoftheconceptof“climatejustice”,andimplementmeasurestoreducedisasterriskandbuildresilience,reversethedegradationofeco-systems,andensureaclean,healthyandsustainableenvironment,

30.Harnessthebenefitsofexisting,newandemergingtechnologiesandmitigatetheassociatedrisksthrougheffective,inclusiveandequitablegovernanceatalllevels,scalingupcollaborationtobridgethedigitaldivideswithinandbetweendevelopedanddevelopingcountries,increasingcapacitybuildingeffortsinthefieldofscience,technologyandinnovation,andpromotingthetransferoftechnologyonmutuallyagreedterms.

31.StrengthencooperationamongStatesintheirresponsetodemographictrendsandrealities,suchasrapidpopulationgrowth,decliningbirthratesandagingpopulations,aswellasinaddressingtheinterlinkagesbetweenpopulationissuesanddevelopmentacrossallregions,takingintoaccounttheneedsandinterestsofpresentandfuturegenerations,includingchildrenandyouth,andthesubstantialcontributionsofolderpersonstosustainabledevelopmentefforts,

32.StrengthencooperationamongStatestoensuresafe,orderlyandregularmigrationbetweencountriesoforigin,transitanddestination,includingthroughexpandingpathwaysforregularmigration,whilerecognizingthepositivecontributionofmigrantstoinclusivegrowthandsustainabledevelopment,

33.Investinaccessible,safe,inclusiveandequitablequalityeducationforall,includingphysicaleducationandsport,andpromoteopportunitiesforlifelonglearning,technicalandvocationaltraining,anddigitalliteracy,allowingfortheintergenerationalacquisitionandtransferofknowledgeandskillstoadvancetheprospectsoffuturegenerations,

34.Protecttherighttotheenjoymentofthehighestattainablestandardofphysicalandmentalhealth,throughuniversalhealthcoverage,andstrengthenedandresilienthealthsystems,aswellasequitableaccesstosafe,affordable,effectiveandqualitymedicines,vaccines,therapeuticsandotherhealthproducts,toensurehealthylivesandpromotewell-beingforpresentandfuturegenerations.

Actions

Acknowledgingtheprimaryroleandresponsibilityofgovernments,atalllevels,inlinewiththeirrespectiveconstitutionalframeworks,towardssafeguardingtheneedsandinterestsoffuturegenerations,wewillimplement,institutionalizeandmonitortheabovecommitments,innational,regionalandglobalpolicy-makingby:

35.Leveragingscience,data,statisticsandstrategicforesighttoensurelong-termthinkingandplanning,andtodevelopandimplementsustainablepracticesandtheinstitutionalreformsnecessarytoensureevidence-baseddecision-making,whilemakinggovernancemoreanticipatory,adaptiveandresponsivetofutureopportunities,risksandchallenges,
